3 The European Commission Initiative on Breast Cancer - ECIBC WHY? Breast cancer is still the most deadly cancer affecting women Incidence and mortality are not parallel across countries: unequal quality of care is one of the factors Many guidelines are available but due for revision Various quality schemes are applied in Europe but no harmonisation Allocated by DG SANTE to JRC that provides: A sustainable / long-term organisational framework (guidelines' life-cycle / QA scheme updating and implementation) Transparent, neutral and independent platform for stakeholders involvement 3 PSQCWG 8 June Brussels
4 WHAT? AIM: To provide women evidence-based and person-centred care for all stages of breast cancer care, via: 1 - the establishment of a set of evidence-based guidelines 1. SCREENING 2. DIAGNOSIS THE New edition of EUROPEAN GUIDELINES 3. TREATMENT 4. REHABILITATION 5. FOLLOW-UP PLATFORM of HIGH QUALITY trustworthy existing GUIDELINES 2 - based on such a set, the implementation and monitoring (auditing) of a set of quality standards - the voluntary European Quality Assurance scheme 4 PSQCWG 8 June Brussels

FOLLOW-UP Covered by Regulation (EC) No 765/2008 and including: 1 - Specific requirements from Guidelines (plus trackability between stages and communication with patients) 2 - Patient Safety (Directive 2011/24/EU & Council Recommendation of 2009, inputs from PSQCWG & PaSQ Joint Action) And potentially: Quality Management, Testing activities accreditation, Data collection requirements (KPIs, possible cancer registries indicators) 5 PSQCWG 8 June Brussels

8 ECIBC and the organisation of breast cancer care in Europe EUROPEAN COMMISSION It aims to propose voluntary requirements for breast cancer services, whenever possible based on evidence, applicable by all countries and impacting on quality of care in a reasonable timeframe (the what) EUROPEAN COUNTRIES Based on evidence and new available technologies, countries will be free to decide on which model to apply in order to fulfil those requirements (the how) BREAST CANCER SERVICES Where they exist under other schemes, breast cancer services can adhere to the European QA scheme and thus confirm compliance to essential requirements common throughout Europe 8 PSQCWG 8 June Brussels
