9 Quality in healthcare Inequalities in outcomes are evident. HOW TO IMPROVE? Quality of care should be defined, measured, and monitored by essential indicators based on evidence. (The what) In collaboration with Member States, a set of VOLUNTARY, ESSENTIAL and EVIDENCE-BASED quality indicators for care is proposed: monitoring and on-site auditing will support their application (The how) Countries can implement them in total autonomy according to Art. 168 of the treaties (decide on which model to apply in order to attain the quality indicators) 9 ECIBC Plenary to 11 December Baveno

FOLLOW-UP PLATFORM of HIGH QUALITY (trustworthy) GUIDELINES According to Council Recommendation of 2003 "mammography screening for breast cancer in women aged 50 to 69 in accordance with European guidelines on quality assurance in mammography;" The QA scheme has to refer to European Guidelines for screening and diagnosis; therefore their revision is necessary for covering all BCC stages. 15 ECIBC Plenary to 11 December Baveno

16 1. SCREENING ECIBC: a common benchmarking, the voluntary QA scheme 2. DIAGNOSIS Underpinned by Regulation (EC) No 765/2008 and including: 3. TREATMENT 4. REHABILITATION 1 - Specific requirements from Guidelines and from searches (plus trackability between stages and information to patients on what they can expect at next stages) 2 - General context (inputs from Directive 2011/24/EU & Council Recommendation of 2009, inputs from relevant projects and Joint Actions) 5. FOLLOW-UP And: Quality Management Systems, Testing activities accreditation, Data collection requirements (KPIs, possible cancer registries indicators) 6. 17 ECIBC concept : guidelines go hand in hand with QA scheme Guidelines Systematically developed statements to assist practitioner and patient decisions about appropriate healthcare. 1 [and support policy makers] Evidence-based guidelines are essential for the QA Scheme.
