2 Tooele County Health Department 2016 Annual Report Message From the Health Officer, Jeff Coombs: The staff and leadership of Tooele County Health Department are proud to present the health department s 2016 annual report. Tooele County Health Department serves as the focal point in the community in collaborating and coordinating public health planning, services and outreach. Through the health department s efforts over the years many health outcomes have improved. Some include lowering the teen mother birth rate, decreasing the adult and youth tobacco use rates, having some of the best child immunization rates in the state, increasing the number of preventative health care screenings, and providing dental health care to the low-income and uninsured. The department made significant strides in improving active transportation in our community, and developed an active transportation plan that will guide the county for years to come. The department in conjunction with Tooele County completed a septic tank density study in Tooele Valley and implemented policies to protect the groundwater for current and future residents. The department also completed it s second 5 year community health assessment. Data derived form this assessment will steer the next community health improvement plans for years to come. Some challenges the department faced this year included switching from a flu-mist to shots for the school flu vaccinations, developing plans for Zika virus and Ebola, and developing strategies for emerging issues such as opioid abuse, youth suicides, e-cigarettes, and mental health care access. This Annual Report contains a sampling of our department s activities, interventions, and highlights from 2016.

5 Mission: The Tooele County Health Department serves as a leader in public health for the community by promoting health, striving to prevent avoidable disease, assessing the health of our community, developing policies, providing services and education, and protecting the environment to assure quality of life.
6 TCHD Receives Grant to Combat Prescription Drug Overdose The Utah Department of Health awarded the TCHD with a 4-year grant to combat prescription drug overdose. As part of the grant prescribers and pharmacists receive training, and a public awareness campaign was launched. Naloxone was provided to local law enforcement
7 TCHD Helping Teen Moms The TCHD received a grant from the state of Utah to serve teen mothers. TCHD hired a new staff nurse to work full-time with these new moms. 3 in 10 American girls will get pregnant at least once before the age of 20. More than 50% of teen mothers never graduate from high school. The teen birth rate in Tooele is 2%. Tooele County s teen birth rate was at one time the highest in the state. Since 1998 the rate has declined by 71%.
8 Tooele Youth Advocate for Anti-Tobacco Legislation TCHD s Prevention Advocacy Youth Coalition attended events at the Utah State Capitol and a Salt Lake Bees game to advocate for anti-tobacco legislation. Since 2001, illegal sales of tobacco to underage youth have declined by 45%. In 2016, 12.8% of retailers in the county sold tobacco products during compliance checks.
9 UTA Proposes New Bike Lanes in Tooele The Utah Transit Authority proposed new bike lanes for Tooele. Once UTA approves the bike lanes the health department will conduct an educational campaign. New bike racks were installed throughout the community. Active transportation promotes cardiovascular health and clean air.
10 Increasing Access to Healthy Food Double-Up Bucks Program The goal of this program is to increase residents access to healthy fruits and vegetables by making it affordable to all. TCHD teamed up with the Utah State University Extension to offer nutrition and healthy cooking classes.
11 TCHD Protects Against the Flu Flu Mists were deemed ineffective by the CDC in In 2016, the TCHD administered a total of 4,290 flu shots at its clinic. It was a slower flu season than normal with the peak of flu cases occurring in February The seasonal flu vaccine protects against the influenza viruses that research indicates will be most common during the upcoming season.
12 TCHD Facilitates Proper Disposal of Prescription Drugs The TCHD sponsored a prescription drug take-back event at Birch Family Pharmacy. Over 114 pounds of drugs were collected and turned over to the Drug Enforcement Agency.
13 Household Hazardous Waste Collection Day 345 total households disposed of household hazardous waste at the TCHD s annual collection day in May. Hazardous waste such as used oil and antifreeze, batteries, paint, pesticides, and other chemicals are collected and properly disposed.
14 Tooele County Air Quality in 2016 In 2016 there were 9 Red Air Quality Days and 17 Yellow Air Quality Days in Tooele County. Wood burning is prohibited on red air quality days.
15 New Signage for Hiking Trails The Live Fit Coalition teamed up with Boy Scouts of America to install new signs along hiking trails in Tooele County The signs encourage use and provide information about local hikes and trails.
16 Protecting Tooele County s Ground Water In May, the TCHD conducted a septic tank density study. Water samples from Erda were found to be high in nitrates, but still within EPA limits for drinking water.
17 Increased WIC Participation Rates Tooele County W.I.C. participation rates have increased over the last year by 5%. Our qualified staff has been providing nutrition education and breastfeeding support to more Tooele County residents than in previous years.
18 TCHD Organizes 2016 Senior Expo For the third consecutive year the Tooele County Aging Services held its annual Senior Expo in October. The Expo connects Seniors and Caregivers with resources. Flu shots and health screenings for balance, blood pressure, and memory were offered. 374 people attended the event, and 54 vendors set up exhibits.
19 TCHD Encourages Walking for Health The Live Fit Coalition partnered with local businesses to encourage people to take a few more steps and see the benefits. Park here to walk further and be healthier. was painted at remote parking stalls at business parking lots across the valley.
20 TCHD Prepares For Public Health Emergencies The TCHD prepares for public health emergencies and disasters by conducting drills and exercises. In 2016, the department worked towards preparing for: Pandemic Flu Outbreak Zika and Ebola Viruses Earthquakes and other natural disasters
21 Suicide Prevention Awareness The TCHD participates in a coalition for suicide prevention Provision of QPR Training Establishing Buddy and Hope squads at local schools. National Suicide Prevention Week Candlelight Vigil Formation of Second Step 5K Run for Suicide Prevention & Lantern Release
22 TCHD Promotes Active Schools In 2016, The Live Fit Coalition awarded grants to 6 local schools to participate in different health initiatives. Safe Routes to School Healthy Snacks Policy Brain Breaks (Daily Walks) Stenciled Outdoor Games
23 Live Fit Summer Challenge The Live Fit Summer Challenge included a series of adventures or challenges to encourage families to be more active and get outdoors. The coalition partnered with many local businesses for this initiative.
24 TCHD Links People to Needed Health Services. During 2016, Tooele County Health Department had 3,189 cases and 6,500 clients that were assisted by explaining their medical, dental and vision benefits provided by Medicaid 17 new medical, dental and vision providers signed up to become Medicaid providers.
