1 APPENDIX G Public Comments and Responses G.1 Introduction Comments submitted by local agencies and the general public during the 14 CFR Part 150 Study Update Noise Exposure Map are provided on the following pages. Responses to the public and agency comments are provided after each of the individual comments. G.1.1 Public Workshop 1 No written comments were submitted at the Public Workshop held on June 4, The following provides a summary of verbal comments that were made to members of the project team and/or SFO Bureau of Planning and Environmental Affairs staff at the workshop. COMMENTER COMMENT / QUESTION Response Individual 1 Individual 2 Individual 3 Map the number of noise complaints in 2001, 2008, and 2014 similar to dot density map to show progression of lessening noise complaints. Why doesn t the contour show 65 dba over Brisbane? Will additional homes be eligible for insulation? A map showing historic noise complaint patterns in the airport environs may be included in the Noise Compatibility Program (NCP) report. Brisbane is not within the CNEL 65 dba contour for San Francisco International Airport. The purpose of updating the noise exposure maps for SFO is to ensure that ongoing residential sound insulation programs can continue to receive FAA grant funding. Individual 4 Where are the new noise contours? Noise exposure maps for Existing Conditions (2014) and future conditions (2019) will be presented to the general public later this year at a Public Workshop. At the same time, SFO will upload the Public Draft Noise Exposure Map Report to the project website: Individual 5 When will the Study be completed? The goal is to submit the Noise Exposure Map Report to the FAA by December 31, The SFO BPEA anticipates FAA acceptance of the new NEMs by March Individual 6 When will the current runway construction be completed? Public Comments and Responses G.1.2 Public Workshop 2 The second public workshop for the 14 CFR Part 150 Study Update was held on December 11, One of the two workshop attendees submitted a comment form. The comment form is included in this Appendix and includes positive statements about the efforts taken by the SFO Aircraft Noise Abatement Office to address aircraft noise levels in Millbrae. G.1.3 Comments Submitted Through the Project Website Three individuals submitted comments regarding the 14 CFR Part 150 Study Update through the website established for the project. (I would have known that you guys were on top of it had I been able to attend last night s meeting, darn it) I understand that the FAA would have certain parameters for their documents, unfortunately, those are the only maps that are linked on the website. Might your department please create a more public-orientated page that links the user friendly boards from the workshops? This would be a great resource for those who are not able to attend the workshops, plus, having all the workshop materials reproduced on the web would help you defuse any concerns that the workshop itself was not adequately advertised or promoted. I have to admit that I like the ideas but, we find in doing a Federal Aviation Administration submission such as this we need to follow their regulations specifically for the submission of the baseline and Five-Year Noise Exposure Maps. The overlays were not in their checklist in the manner you suggested and we cannot submit them in the main document but, perhaps in an appendix would be acceptable if we asked. I have attached a graphic that we created for the public workshop that may be of use to you. It is a historic comparison of the NEMs along with the new NEMs generated for the 2014 baseline and the future five-year 2019 all laid into one map. In spite of my expertise, I find it difficult to compare the 2014 and 2019 Noise Exposure Maps with each other. I suggest that in the future, you simply overlay the projected conditions on top of existing conditions, with one faded out. Please see attached PDF for example. As an alternative, you could make each pattern a different color. This method would eliminate one or more documents or charts, and be of more use to everyone involved, not to mention a savings in production costs. G-5

To answer your question I looked up the residence and plotted it with the Draft 2014 Noise Exposure Map contours in addition to looking at the nearest four permanent community noise monitors monthly averages for the last few months. The noise contour depicts well the noise collected and averaged at the noise monitors. As the attached map shows, the 432 Northwood Drive location is between the 60 decibel and 65 decibel community noise equivalent level (CNEL) contour lines and would be at approximately the 62.5 decibel level. However, for the 14 CFR Part 150 Study we will not be developing CNEL 55 db or CNEL 60 db noise contours at the request of the Federal Aviation Administration (FAA). Please let me know if you would like to see the CNEL 55 and CNEL 60 db noise contours; I can forward your request to the SFO ANAO staff. In accordance with 14 Code of Federal Regulations (CFR) Part 150 and the FAA's Noise Exposure Map Checklist Part I, we are required to display the CNEL 65, CNEL 70, and CNEL 75 db contours on the 2014 and 2019 Noise Exposure Maps (NEMs). While it is possible to calculate the CNEL 60 db and CNEL 55 db noise contours for SFO using the FAA's Integrated Noise Model (INM), the FAA discourages presentation of the CNEL 60 db and CNEL 55 db noise contours on "official" noise exposure maps prepared pursuant to 14 CFR Part 150. Estimates of total noise exposure resulting from aircraft operations, as expressed in day-night average sound level (DNL) or CNEL values, can be interpreted in terms of the probable effect on land uses. Suggested compatibility guidelines for evaluating land uses in aircraft noise exposure areas have been developed by the FAA. The FAA's land use compatibility guidelines are presented in Table 1 of the 14 CFR Part 150 regulations. The FAA's guidelines reflect the statistical variability of the responses of large groups of people to noise. Therefore, any particular level might not accurately assess an individual's perception of an actual noise environment. Compatible or incompatible land use is determined by comparing the predicted or measured DNL/CNEL level at a site with the values given in the table.
