1 Hi Neighbours: A few notes to pass along that are time sensitive: 1. Killarney`s Cochrane: Killarney`s is under new management with Dominic Hickey as Owner and General Manager. In addition to new management, Dominic has new servers, kitchen staff and menus as of January In this past week`s Cochrane Eagle there was a feature advertisement for Killarney`s that highlights new activities and events at Killarneys. Dominic has contacted the RCA and would like to strengthen ties between Killarney`s and the Riverview community. Starting early this week, Killarney`s will be dropping off envelopes at all homes in Riverview containing information on the Killarney`s Saving Card. The attachment describes how the savings card works. Basically, Killarney`s is starting an account for the RCA and 5% of all monies spent by Riverview residents at Killarneys goes into that account to be used later at an RCA/Killarney`s event. The credit that we earn by the Riverview patronage will help pay for the food and/or drink provided by Killarneys. Whenever you go to Killarneys either show your card or tell the server you are from Riverview and the RCA will get a 5% credit. 2. Greystone Public Hearing There is still no date for the First Reading at Council for the Greystone Development. Prior to the First reading Greystone is supposed to conduct an outreach program to stakeholders to update them on the Greystone Plan. This may be in the form of an Online Open House. We are not aware of any significant changes since their plan version of June The Public Hearing is normally two weeks after the Council First Reading. I enquired about the format and it seems we will have very little time to speak and very little room for people wanting to attend to observe the proceedings. (see attached) Since this Council has been very keen on resident engagement, I would like to ask them to allow more time to speak and more room for attendees. I would like to gauge how many residents of Riverview plan on attending and how many would like a few minutes to express their views. I know this is difficult as we don t even know the date as of yet. Nevertheless if you could indicate in a note to me: a. Do you hope to attend the Public Hearing (it is supposed to be on a Monday starting at6 PM)? ( actual date to be determined) b. How many would attend?
2 c. Would you like a few minutes to express your views? Please respond by Wednesday Feb 14 th. This may allow me to make a case for both more speaking time and room for attendees. The RCA has another letter to the editor that appeared in the Cochrane Eagle highlighting the importance of the residential density. A copy is attached. Note the title was changed by the Eagle and they dropped the President of the Riverview Community Association due to space restrictions. 3. Filming Dates In Riverview: The snowfall has delayed the filming that was to start in Riverview Feb 8 th. They will advise when it is rescheduled Riverview Drive: Some of you may have noticed that Kingsmith Homes has purchased the Ash property between 21 and 13 Riverview Drive. Their intention is to put three homes on this lot. The middle home has been sold; the other two may be built on spec. We will be making some enquires of the Town to see what information may be available. We will also be asking about the Architectural Specifications that apply to Riverview. Killarney s Family Pub (an independent business, situated at Cochrane Golf Club) is under new ownership and would like to extend a friendly welcome to all our closest neighbours in the Riverview community. Being based here in Cochrane, our new management is very keen to promote links with the local community and has approached the Riverview Community Association in order to confirm our desire to become a hub for the local community. Enclosed with this introduction is a Killarney s Savings Card, which can be used by all Riverview residents. How does it work? You come along to Killarney s, show your card to the server, and an amount equivalent to 5% of your bill will be banked under the Riverview Community Association, to be used at an event organized by the Association later in Even if you are not a member of the Association, you will be able to attend the event, simply by showing your card (although the Association would be very happy to welcome you as a member Killarney s will hopefully be joining, too!). Killarney s is happy to welcome families, with children being able to come along until 8.30pm every day. We are happy to make reservations for your group (contact details are below) and we also take bookings for special events (parties, weddings, meetings, etc.), for which we offer tailored catering and event management. We will also be hosting regular events, which you can keep up to date with via Facebook, Instagram and featured adverts in the Cochrane Eagle. 4 RE: Greystone Public Hearing Good afternoon Mr Ertel, Stacey has asked that I provide you with the information that you re looking for: 1. We expect the Public Hearing is scheduled for two weeks after the First Reading by Council. Correct? The Public Hearing date is set at the Council meeting when Council gets first reading. Most times it is set for the next Council meeting date, but that is not always the case but the suggested Public Hearing date is always in the First Reading Council report as Council must pass a resolution to hold a Public Hearing. 2. Will the Public Hearing for both the Greystone NP and ASP happen on the same night? Will they be two separate hearings on that night? I don t believe that has been determined, but both will be advertised as required. 3. I am expecting a significant number of speakers from Riverview will want to speak to one or both of the NP and ASP. Possibly up to a dozen. The Riverview Community Association of 205 homes and 500 people have asked for me to be the primary spokesperson for both the NP and ASP but this doesn t mean that some will not want to have the opportunity to also voice their specific concerns. a. How much time would I be allotted to go through a power point presentation on behalf of the RCA for the NP and then the ASP? Does this depend on the number of people I represent? Speakers for groups are allocated 10 minutes for their presentation regardless of how many people they are representing. Council then has the opportunity to ask any questions they have regarding your presentation. b. How much time would other speakers have? This is determined by Council. Standard practice is, where a speaker for the group has been identified, for others to only speak if there is something that has come up from the questions that they want to address. If the group has selected a speaker, they should be relying on the speaker to make their points before Council, however, it is at Council s discretion how many people voicing the same issue will be provided the opportunity to speak. c. Can we also make a written submission as part of the public hearing process.? Written submissions are welcome, either by the group or individually, whichever serves your group best. Please note that these written submissions become part of the public record and posted on our website as part of the minutes of the public hearing. d. I assume that that the presentations will be made to Council and that each Councillor would have the right to questions the speaker after the presentation. Is this correct? This is correct. 4. I am expecting a large turnout from Riverview in addition to the speakers. This could be 50 to 100 attendees or more. Is there a venue that will accommodate this number of people? I assume that attendees do not have to register? Attendees to the public hearing do not have to register unless they wish to speak. A speakers list is always set up inside the door of Council
5 chambers for anyone who wishes to speak so that the Mayor can call them to the podium. We always try to accommodate everyone in the Gallery, however despite out best efforts some people may be standing as we can only accommodate so many chairs. We cannot move the public hearing from Council chambers so will do our best to work with the group. 5. I understand that speakers need to register in advance. How, when and where does this happen? Do the speakers need to submit a copy of their presentation? What if there is no written presentation? Speakers can either advise us via that they wish to speak or can sign up on the sheets on the table inside council chambers the night of the hearing. The Mayor will also ensure anyone who wishes to speak has the opportunity to do so should someone forget to put their name on the list. Copies of presentations do not have to be provided in advance, but it is helpful so that we can have your presentation loaded on the laptop on the podium as it makes things run smoothly the night of the hearing. If there is no written submission, a verbal presentation is fine as well. 6. I understand that the Greystone development goes to second and third reading two weeks after the Public hearing. Is this correct? The timing of 2 nd and 3 rd reading depends on the direction administration receives from Council. Often it is the subsequent meeting, but that is not required under the legislation. Thank you for the information on the Rockyview land situation. This questions are not urgent, but we need to understand what is happening before we can comment on the Greystone Area Structure Plan. I am not sure why Crystal cannot comment on where Rockyview is on the negotiations. Bob Macleod advised it is the Rotary and the Lions not the Kiwanis, but offered no other information. 7 Residential Density It Is the Number and How Mayor Genung ``clarified`` his position on residential density that ``it is not the residential density number, it is how the density is applied``. Riverview believes it is both. The residential density number is important because no matter how you apply it, the higher the number the more units get built with more people, cars and traffic congestion. Lower density could temporarily ease the growth pressure, but Council doesn t seem to want to even talk about it. If the residential density number is too high, like 8 to 10 upa, Cochrane`s ability to meet it is limited. It means small homes, semis and townhomes on small lots and narrow streets and limited green space or stack the buildings with clusters of 5 storey wood frame condos. As we know, neither is appealing. This number may be right for Calgary because they can build 4 twenty story condos around a C train station as a ultra-high residential density node and build a more liveable and spacious community around this node. This is the danger of linking our density targets to that of Calgary and why we should fear the Calgary Regional Growth Management Plan (CRGMP). There are considerations as to how we apply the density to your position. We could say our target residential density is on the Town as a whole, and not on each community like it is today. This gives you the option to have the density higher in some areas and lower in others. We could say Cochrane will decide to use a different formula to calculate our residential density than Calgary. Don`t hold your breath that Calgary will allow either of these options to be applied under the CRGMP. We would be pleased to listen to the Mayor and the CAO explain their ideas of ``how you apply the density`` if it moves us towards resolution of our most pressing issues of growing traffic and infrastructure problems.
