2 In late 2009, Benguet was placed in a state of calamity due to Typhoons Ondoy and Pepeng. Other typhoons followed, such as Quiel 2

3 Relief operations were required after these typhoons. Responders included the Philippine Army, Philippine Navy, the UN-WFP and government agencies, e.g. DSWD. In 2011, the UN-WFP implements Phase 1 of the Disaster Preparedness and Response (DPR) Program. 3

5 The UN-WFP Phase 1 project in Atok Sustainable agro-forestry program of the municipality of Atok to reduce and mitigate the occurrence of landslides and to increase the resilience of communities though livelihood opportunities June December 2011 Project aims To establish plant nurseries sites for agroforestry crops and vetiver grass. To identify landslide prone areas and initiate slope protection. To provide livelihood opportunities. To lessen the prevalence of landslides. To increase community resilience. 5

Evidence Coffee growing and tree planting are not new to Atok households ; Coffee is known to thrive under the shade of other trees Did the project meaningfully involve the community members and key stakeholders? Evidence Yes, a logical framework was developed at the proposal stage and followed in general Time frame as proposed was not followed due to delays in fund release, bidding procedures, reporting procedures Management: what major challenges affected the project? Were appropriate adjustments made in project implementation in a timely fashion?
