AK brought to the attention of the group that Councillor Vivien Taylor sadly passed away since the last meeting. She will be missed and the group s thoughts are with her family and friends. 2 2.0 Minutes The Minutes of the last meeting held on Wednesday 16 th August 2017 were agreed as an accurate record of the meeting with the exception of the discussion about Children s Services under Item 4 and changes as follows to how this paragraph read were requested to be made. The children s services offered in these areas has gone through some change and there is no physical building for use by these children s services in the Ridge Area. Action Sheet The Action sheet was discussed and updated as attached. Matters Arising Chris Lee wanted to clarify the position of the Wellbeing Service in relation to criticism raised around the county. - The Lancashire Wellbeing Service is not a replacement for Health Direct and is not supposed to be the same. CL went on to explain that there are three key pieces of work in place: 1. Getting the service to entirely review its approach to communications in relation to posters, social media, at meetings etc. 2. Reviewing all performance data to see who is doing what and ensuring as much transparency in data as possible. 3. Conducting a sizeable self-audit to create a service specification which can be used as a contract management tool. By Christmas, there is an expectation that the service will work better and there will be a better understanding of it. CL emphasised to the group that they would like to be kept informed if there is something that is or isn t working. There is a lot going on in the background and in the future there will be a number of options as the longer term contracts run out, and they are acutely aware that the service does not currently serve everyone s needs. AK explained to the group that he felt very reassured about the future following a discussion with CL outside of the meeting. CL/YP/ HG Action: It was raised that some of the work by the Wellbeing Service is creating more referrals to services in the area, and it was agreed that there could be a collective to pick up in a discussion outside of this meeting between CL, YP and HG. 3.0 Health & Wellbeing Board Minutes from meeting The group was encouraged to read the minutes from the Health & Wellbeing Board on 20 June and 7 August, which can be found online: 20 June 2

JW explained the progress for the Housing Standard project, and highlighted to the group that on 9 th October a consultation for selective licensing in a section of West End Morecambe was launched; which would necessitate any landlord within the area purchasing a license and the accommodation meeting certain conditions. The license would cost 500 per property as a one off payment for the duration of the scheme (5 years). The consultation period will last until 15 th December. On 17 th October the first drop in session was held for stakeholders and there are four more sessions scheduled at different venues all information is on the website: Feedback so far is that there has been a good response. A paper will be prepared for the cabinet on 15 th January 2018, after which there will be a cool-off period, which means it is likely to be April when it is implemented. AK noted that Siobhan Collingwood would like to host a detailed conversation with residents and landlords to assess shared needs. JW also updated the group with regards to Community Connecting. The steering group met previous to the meeting and it was agreed that it needs assessment. Each ward needs to be looked at for highest incidence and to be scored to a target activity for the project. Originally it was supposed to be for the West end of Morecambe, but it is now more district wide. TCA funding can also be used to Art of Hosting workshops. There is split equally between the three areas; Ryelands, The Ridge and The Marsh, as the infrastructure in vulnerable areas has been devastated. The children s services offered in these areas has gone through some change and there is no physical building for use by these children s services in the Ridge Area. The question is how to support each area to develop and continue to support the community and get to grips with what the community wants; there is willingness there but the support is missing. Charlotte Ennis expressed a keen interest in linking up and not duplicating work for children s centres. JW suggested that it would be a good idea to map what people have so that work can be done together and YP added that there needs to be a conversation as this work has already been done. Action: YP/JW to have a conversation regarding a map of what work has been/is being done around children s centres. YP/JW JW explained that a seed fund has been established with , though there are discussions to make this bigger. The thresholds for requests that have been agreed within the steering group are as follows: 3

4 0-500 the project manager (JW) can sign off to go to the steering group for sign off to come to the Health and Wellbeing Partnership meeting for sign off The application process needs to be established, and CL pointed out that critical learning from previous experience is that parameters need to be set what is it for, what it is appropriate to be used for, who can apply, how often etc. YP pointed out that this does create extra work, as questions are generated regarding the parameters and YP queried who would be picking this up. Gill Milward suggested that the boundaries should be kept broad and loose. YP suggested a volunteer expense fund to be given a name and some guidelines. Action: It was agreed that there needs to be a conversation between JW and YP regarding community grants, and a further, more detailed paper is to be prepared and agreed at this meeting. JW/YP It was discussed that the name Intensive Support Service needs to be worked on, as the purpose is a service somewhere between wellbeing and social/health care. There is a need to see a more worked up version of this with how it would fit in with the ICCs. AK summarised that there are four strands to the TCA funding community grants, housing, community engagement and intensive support service. Going forward: There needs to be a conversation with YP regarding community grants. There needs to be a conversation with Siobhan Collingwood regarding housing. It needs to be decided how Art of Hosting should be run in future. There needs to be a conversation at the steering group to work up a proposal. 5.0 Poverty Truth Commission Roger Mitchell gave a presentation on the Poverty Truth Commission which will be shared with the group; circulated with the minutes. The ask from RM was to find suitable funding to help with the funding of the work they do and for all partners around the table to have a think about where funding could potentially come from. CL suggested that this should go to the steering group for a discussion. Attached 6.0 Active Lancashire Mark Stephenson gave a presentation, which will be shared with the minutes, in which he explained that Lancashire Sport has now been rebranded to Active Lancashire and he gave details of the Lancashire Sport Partnership strategy. There are a number of schemes aimed at those cohorts who are inactive right across the age range. One of the schemes MS mentioned was Cycles, Recycled, which encourages people to recycle unwanted bikes, so that low cost bikes can 4

5 be offered. A discussion within the group then followed regarding creating a safer cycling scheme within Lancaster. CL added that this could be viewed from a Public Health perspective; utility as well as sport. YP pointed out that although cycling in Lancaster is very good due to the investment received as a cycling demonstration town, the more rural areas are not, for example Carnforth. AK suggested establishing a bike to work scheme, and it was noted that safer cycling routes could be created in order to encourage a cultural shift. The concerns that were raised in this regard were cycling safety and where bikes could be stored. JT asked that this initiative includes walking as well as cycling to be more inclusive. Action: Ian Dewar is to chair a meeting outside of this group, to have a more in-depth discussion about cycling and walking across Lancaster District. To report back to the next HWBP. ID 7.0 Integrated Teams Early Intervention Team Update Ian Cooper gave a brief update on the progress of the Early Intervention Team and how they are starting to bring people together. The group discussed ways of ensuring that the various teams join up e.g. ICCs and the integrated teams. AK raised the fact that some youth facilities are being lost in the area and there has been some increase in antisocial behaviour therefore businesses need to be encouraged to offer apprenticeships/mentoring schemes. IC added that early intervention is a useful tool, but better if they can be deterred in the first instance. Nick Howard pointed out that access and partnership working with Mental Health is a struggle particularly around access to assessments patients. CL added that a dual diagnosis is now an outcome on STP. 8.0 Art of Hosting This was not discussed within the meeting, but feedback from the event can be given in a future meeting. 9.0 Any Other Business There was no other business to discuss.
