Introductions and Welcome Ann Smith welcomed all to the meeting and introductions were made. Apologies were noted by Karen Doherty. Anne welcomed Didier Tickell as the Council s current minute taker. 2. Minutes and Matters Arising from previous minutes The minutes of the last meeting were reviewed and two minor amendments were noted. Anne summarised last year as busy and successful. She advised we should move forward using the momentum gained. Matters Arising: Quality Priorities Karen Doherty confirmed the new date for the Quality Consultation event is the 3 rd March, 12.30pm to 5pm at the Bevan in Stephenson House. Ela Pathak-Sen highlighted the Quality Account priorities for Patient and carer involvement and 2. Staff engagement - and noted that we hope to roll forward the same two quality priorities for 2017 and our consultation will help us to review the underpinning workstreams and look at how we support and sustain these with Quality Improvement (QI) methodology. 2 Robyn Doran spoke about the staff engagement priority which is focusing on recruiting, retaining and motivating staff. As part of this, CNWL has established a Staff Carer s Network to support the estimated 1 in 9 CNWL staff members who are also carers. Staff are currently being consulted about what they want from the network and the launch event will take place on 29th February in Bevan. Karen Doherty spoke about the importance of this in breaking down barriers between staff and carers and noted that this idea arose from our Carers Week planning with the Carers Council. Ann Smith agreed this was an important development. Ann spoke about the impact of caring on families, of being forced to give up work and the need to support carers in employment. Ann also highlighted how having a shared lived experience creates an empathy between carers and staff and Robyn agreed. Anne Smith spoke of the impact of council cuts in Hillingdon and feared that mental health carers are often overlooked as the focus is on caring related to physical health conditions. Robyn highlighted that carers can be effective at engaging with local councillors and helping to create the matrix of communities and community influence. 3. Carers Conference Feedback and Actions Ann Smith reported that feedback had been overwhelmingly positive about the Carers Conference and she felt the event had been a great success. Janet Searle proposed we have a conference on a regular basis and highlighted how the Carers Council needs to help carers to find support, get information and get involved as partners with staff. Learning for future events: -Janet and Robyn Doran suggested having a dedicated, private space / surgery at any future conference for carers who may be distressed or have personal issues that need to be resolved. -It was considered a positive that the numbers attending were higher than anticipated and the venue, Friend s House, were most accommodating. -Robyn Doran suggested r more CNWL frontline managers attend the next conference. Following the review of Carers Conference feedback it was agreed that the Carers Council workplan needs to focus on: Promoting the Carers Council and widening the membership Information for Carers distributing and promoting the Carers Information Booklet Carers involved in staff training including Carer Stories Promotion of Carers Council: Webpage: Robyn suggested a Carers Council page on the public-facing website with Carers Council agendas and minutes. The webpage could have a blog and summarise the previous year s achievements. Page 2 of 5

3 Action: Karen Doherty to look at setting up a Carers Council webpage with Carers Council agendas and minutes, blogs, Carers information booklet and previous year s achievements. Action: A quarterly newsletter could be considered. Updates following each meeting could be posted on social media. Action: Gabrielle to include the Carers Council in the Carers K&C spring newsletter Outreach: Janet Searle spoke about outreaching and attending meetings with carer groups outside of the Carers Council. Rotating the venue of meetings was again discussed but all agreed it is better to hold Carers Council at one set venue and do more promotional outreaching because of the confusion of shifting venues. Robyn confirmed that outreach expenses could be met by CNWL. Local Sub-groups: Milton Keynes are looking at established a Patient and Carer Involvement group that would link to the existing Carers Council. We will make sure this links into the Carers Council. Information for Carers distributing and promoting the Carers Information Booklet It was agreed that we need to do more to get the Carers Booklet out in al services. Robyn and Ann have sent a message to al CNWL staff to remind them that we expect this to be at services. Action: Karen agreed to send a batch of Carers Information Booklets to local Carer groups and add all ordering details to the Carers webpage. Carers involved in staff training including Carer Stories Ann Smith suggested the CNWL Recovery and Wellbeing College could review their carer involvement in their courses. Karen Doherty highlighted the issues that Veronica Kamerling had previously flagged about attracting more carers to the college. Janet Searle suggested evening classes with a limited time commitment might be suitable for carers. Robyn suggested basing courses in the local hubs. Didier also spoke about his own experience of both using and involvement with innovating at the Recovery College and agreed there was potential for renewed carer engagement with the college. Action: Karen to invite Syena Skinner, Recovery College Manager to the next Carers Council 4. CQC Inspections Carer Consultation Ann Smith raised a query about how many carers had been consulted by CQC during their October 2016 inspection as she understood that they spoke to only one carer during their inspection of the Trust s inpatient mental health services. Action: Robyn agreed to pick this up at her next meeting with the CQC Page 3 of 5

4 5. Triangle of Care Karen Doherty reported that the Triangle of Care presentation had been well received at the Carers Conference and local carers were positive about this framework. The Carers Council echo this support. Karen Doherty added that the Trust is also positive about TOC and Karen is a member of the London and SE regional TOC meeting. The learning from those meetings is that the Trust does not currently have sufficient staff resource to roll out the TOC programme successfully. Karen highlighted the key role of quality / carer /patient involvement champions in those Trusts that have effectively rolled out TOC. Karen has written a paper advising next steps needed to take forward TOC across the Trust. Robyn noted that carers may need to make their support for TOC known to CCGs to help identify more resource to fund an effective roll out. Ann Smith enquired about making a visit to successful TOC implementer Trusts. Action: Robyn recommended we identify and contact exemplar Trusts implementing TOC and arrange a fact finding visit. Robyn and Ann Smith indicated they would be happy to visits. 6. Carers thematic review The Thematic Review of Carers Assessments undertaken by CNWL with Carers Council members, commissioners, and Local Authority partners has been completed. The review looked at the process and experience of carers assessment in mental health services across 5 boroughs Brent Harrow Hillingdon Kensington & Chelsea Westminster To complete the Thematic Review, the Task and Finish (T&F) Group reviewed information from The Care Act 2014, Monitoring Information collected by Local Authorities and CCGs and Feedback from Carers (including the Carers Council and the Carers Conference) The T&F Group also completed a mapping of processes and services in each of the boroughs. Key findings: Carers Assessments awareness and information: Many Carers are still unaware of Carers Assessments, what it involves and might achieve. Many Carers have never had an assessment or do not receive them regularly. Carers Assessments - process: Page 4 of 5

5 There is lack of clarity and no clear, common message about the process, how it is supposed to work and who is responsible A lack of equity for Carers in different boroughs - different forms, processes and outcomes Integrated / joint assessments looking at carers and cared for holistically can be best practice. Carers Assessments quality and outcomes: Expectations are not always managed well, carers need the process explained and clarity about what will happen next The outcome should focus on improving the carer experience For Carers who have been assessed, the assessment does not always lead to direct outcomes Robyn Doran had concerns about the variations reported in each borough s assessments, follow ups and outcomes. Robyn advised that the review map outcomes in each borough and compare the offer in each borough and present this in a simple comparative table. 7. Review of the Terms of Reference Karen noted that TORS for the Carers Council are due for review. Karen circulated the existing TORS and it was agreed we would review and update these at the next meeting. 8. Any Other Business Chandu reminded the group that we need to start thinking about Carers Week planning on the agenda as June not far away Action: Karen will add this to the next meeting s agenda Karen Doherty asked if any of the Carers who had co-produced the Thematic Review would be available to attend NWL Carer Quality Group commissioners meeting where it will be presented. Ann Smith and Chandu Shah were interested. Date of next meeting: 7 th April 2017, 12-2pm. We may need to move this to 30 th March. Asema Anwar will check re availability. Page 5 of 5
