2 Celebrating Anniversaries 2012 marks the 40th anniversary of the National Council on Problem Gambling. We are proud to continue the legacy of Monsignor Joseph Dunne and Doctor Robert Custer and the recovering gamblers who came together forty years ago in New York City to create an organization that could speak on behalf of problem gamblers. Their vision and voices remain just as relevant today. This year we also celebrate this year the tenth anniversary of National Problem Gambling Awareness Week. We recognize Tim Christensen, former Gambling Treatment Director for the state of Arizona and founder of the Association of Problem Gambling Service Administrators (APGSA), and Dr. Chuck Maurer who were instrumental in working with me to create NPGAW in Chuck was serving as NCPG President and wrote to the Board: The planning committee is relying on the fact that local interested individuals and organizations will make a greater difference in their own communities. While Affiliates and other partner organizations will receive a template and suggestions for model programs, Affiliates are also encouraged to adapt and develop programs of their own to implement during the week. In keeping with our grassroots orientation, the awareness week is conceived to allow maximum flexibility for participants. We hope to leverage existing efforts and stimulate new programs to increase public awareness of problem gambling among the general public and among healthcare providers. Ten years later the campaign has grown to encompass events across the country, while NCPG provides national support. Last year alone our NPGAW public service announcements ran hundreds of times in TV, radio and print across the country, potentially reaching over 100 million viewers. 4 th Another highlight of our year is the annual National Conference on Problem Gambling. For the past 26 years we have been privileged to bring together people concerned about problem gambling and responsible gaming issues. This year s conference was held in Milwaukee and was hosted by the Wisconsin Council on Problem Gambling. While education is the primary purpose of the conference, a lot of NCPG business takes place as well. Board and Officer terms begin and end National Council on Problem Gambling at the Annual Meeting, held the day prior to the conference. We deeply appreciate the years of service to NCPG (almost 40 years between them!) provided by Dr. Seth Eisenberg, Jerry Long and Carol O Hare, whose terms concluded at the meeting. In addition, long time Board Member Bill Eadington resigned from the Board earlier this year and was replaced by Dr. Ty Lostutter. Bill served NCPG for 30 years as a Board Member and officer, including as President. This year saw a renewed debate in Congress regarding the legalization of internet gaming. While no bills passed, we were very active on Capitol Hill to make sure that any such legislation would have included responsible gaming policy and problem gambling funds. Our new Internet Responsible Gambling Standards provide an important benchmark. The Standards are the first in the United States and outline the essential protections that must be built into any legalized online gambling regulations.

3 But one of the fastest growing forms of online gaming probably won t be affected by any internet gaming bill. Social gaming, that is games without monetary prizes played on a social media sites, have recently exploded into a multi-billion dollar industry. While the games may be either free to play or don t provide monetary prizes, users are heavily marketed to purchase additional coins or credits to gain access to enhanced levels of play. While the bulk of social gamers are likely playing recreationally and without paying, some are paying quite heavily. It is likely some youth and adult users are at risk for or experiencing gambling problemsproblems which may be exacerbated by common practices in this sector like changing odds during the game without notice, offering different odds on same games for different players and aggressive marketing. We will continue to advocate for programs and services to assist problem gamblers and their families. For example, we were able to insert a provision into the House VA Appropriations bill requiring a study on problem gambling among veterans. The Comprehensive Problem Gambling Act had 34 House sponsors but no hearing and thus no further action; this was the third time the bill was introduced and we ll keep working to build support for this vital initiative to provide the first-ever Federal gambling for problem gambling in the years ahead. For forty years NCPG has worked tirelessly on problem gambling issues. Our programs have broadened to encompass prevention, education and treatment. Our state chapters now reach coast to coast and provide the majority of direct services to problem gamblers. Our members have grown to include a vast array of stakeholders, from recovering gamblers to racetracks, casinos to counselors. On behalf of the Board of Directors and our staff, I am pleased to present to you our 2012 Annual Report. Keith S. Since 1972, our network of state affiliates, individuals and corporate members has grown to include leading U.S. experts in problem gambling prevention, education, treatment, policy and research, as well as responsible gaming. NCPG works with government, gaming industry, counselors, treatment facilities, associations and other organizations and individuals to achieve our mission. NCPG maintains a neutral position on legalized gambling.

5 National Conference on Problem Gambling NCPG s National Conference on Problem Gambling is an annual event and is the oldest and largest annual conference in the world dedicated to problem gambling issues. The conference is held in a different location each year in order to facilitate access by stakeholders in all parts of the country, many of whom do not have the resources for extensive travel and may attend only when the conference is held in their region. The conference is co-hosted each year by an NCPG Affiliate, which offers state and national staff alike the opportunity to transfer, broaden and deepen their knowledge, expertise and skills in event planning, fundraising, administration, communications, technology, and other areas. Conference sponsors enjoy cost-effective visibility among peers and networking opportunities. Annual Awards are a highlight. The 26th National Conference on Problem Gambling was held July at the Hyatt Regency Hotel in Milwaukee, Wisconsin. Attendees were welcomed to the city by host Wisconsin Council on Problem Gambling for education, training, professional development, networking opportunities and much more. The theme of the conference was Moving Forward in a Challenging Economy. There were 411 attendees. Preconference workshops were held the two days prior to the main conference. 13 presentations given by 26 speakers were arranged in a combination of half-day and full day workshops, limited to 30 attendees each, to provide in-depth intensive training. During the main conference there were a total of 36 presentations given by 62 speakers. The keynote presentation, Internet Implications, was packed extra chairs had to be brought in. It was moderated by Don Feeney, President of NCPG s Board of Directors, and featured Angela Wiczek of GTECH, Dr. Jeff Derevensky of McGill University, Richard Schuetz of the California Gambling Control Commission, and Herbert Beck of Casinos Austria. On the second day of the Conference, the morning plenary presentation given by Brent Neiser of the National Endowment for Financial Education (NEFE) focused on financial literacy and problem gambling. Attendee seating at lunch facilitated regional networking. Special events included our Friday Night Highlight event at the Harley-Davidson Museum, featuring dinner and museum access exhibits included Elvis first motorcycle and participants could get a temporary tattoo. Attendees also had the opportunity to attend a Milwaukee Brewers baseball game or the free Bastille Days Festival in a nearby park on Saturday evening. This year of course also included planning for future conference. The 2013 National Conference on Problem Gambling location was announced: Seattle, WA hosted by the Evergreen Council on Problem Gambling.

(Croatia) State Lottery of Serbia National Referral Resource The National Helpline Network ( ) received an average of 26,115 calls per month for a total of 313,389 total calls in Each call was routed to one of the Network s 26 call centers that between them provide seamless, 24/7 coverage for the entire country. In 2012 we began adding more marketing opportunities to our referral web pages. Initiatives include offering counselors the option to add a photo and short statement as well as banner ads on our home page. NCPG maintains the only national online database of certified gambling counselors, which is offered at no charge to the community. Anyone who is seeking a counselor can use our the site to find someone in their city, state or region. Counselors who receive certification and keep their status active with renewals are listed and can received referrals from our website. Treatment facilities that meet our criteria for a gambling-specific treatment track may be listed on our facility referral resource for a modest annual fee.

7 Programs The National Problem Gambling Awareness Week (NPGAW) campaign is a grassroots public awareness and outreach campaign. The goal of this campaign is to educate the general public and health care professionals about the warning signs of problem gambling and raise awareness about the help that is available both locally and nationally. The campaign is held during March to coincide with the NCAA basketball playoffs known as March Madness, one of the most widely bet-upon events in the U.S. This year more than 50 organizations participated in events during the week. NCPG provided tool kits, fact sheets, screening tools and posters as well as distributed news releases and Public Service Announcements. International Gambling Counselor Certification (IGCCB) NCPG serves as the administrator for the International Gambling Counselor Certification Board (IGCCB). The certification program for gambling counselors is based upon key elements of the counseling profession. The standard is used to evaluate each applicant's qualifications. Individuals with the basic competencies to assume responsibility for counseling pathological gamblers, their families and associates are eligible for certification. IGCCB and NCPG believe that counseling for problem gambling is a service which is most effective and best provided by those with specific training and expertise. Individual Membership NCPG launched new $40 Treatment Provider membership category for its 40th Anniversary. There were 414 Individual Members in These members included individuals from across the country who represent a broad cross-section of the problem gambling field. We also created materials and launched Peer Membership benefits for larger affiliates in keeping with our 2011 decision to offer benefits to Affiliates, similar to what organizations of the same size receive. Throughout the year, work was done to help revitalize Affiliates in Maine, New Hampshire and Rhode Island.
