3 About Circles in Latvia What s new? Circle Nr.1 - Valmiera Core Member age years in prison (offended at age 15) introvert, challenge to express verbally, intellectually weak low self-catering skills lack of skills - about life, work and healthy relationship lower strata of the society - in real life and also in prison 3

4 Description of the volunteers Iveta 38, teacher of ethics and a sewer, have experience working with prisoners, member of Roman Catholic Church Aleksandrs 47, IT specialist, former offender, handicapped, member of Adventist Church Artis 29, works in a primary school, is getting a secondary education, former offender, member of Pentacostal Church Laura 25, an entrepreneur and a mediator 4

6 Challenges 1. Information at the last notice 2. Living with the victim in poor conditions 3. Strong influence from the family 4. Distance (30 km) from CM to volunteers 6

7 What have we done Creative expression Talking, sharing in all variations Confronting Different Activities Visiting (at home) Meeting family and state authorities Inviting for more 7

8 Turning point On April 23, our CM was working in his new work place (Aluksne is 120km from Circle) He was found by «friends» - persons with criminal past, they all went to Jurmala (172 km from Aluksne) He was convinced and taken to Jurmala at night in an affair with other persons with criminal background (the same persons «friends») Police accidentally caught him in park with a computer with unallowed content in his hands This crime was planned (by another persons) 8

9 Turning point Police arrested him and started investigation. Only on September 24 he (and 4 other involved persons) had court decision to be imprisoned for 7 months (5 counted in, 2 letf until November 24) for distribution of such pornographic materials as relate or portray the sexual abuse of children (CL section 166 part 2)

10 Circle response 1. Communication with family members (mother and brother); 2. Chaplain Martins involment from outer Circle the only person who could contact CM in prison; 3. Meetings and discussions resulted conclusions and led to possible solution

11 Possible solution CM needs: 1. Total seperation from past and criminal contacts and lifestyle 2. Full time work away from city environment 3. New social life with learning social skills and ability to take care of himself

12 Brukna - possible solution Brukna Mountain Blessing's Community is a faithbased project Mission statement The daily program of the community is based on the three most important things: prayer, work and fellowship. Through work they learn to take responsibility, make choices, carry out their plans, and be responsible for what they are doing. So they learn many new social skills as well

13 3 key outstanding issues 1. CM has very low willpower and social skills 2. CM has poor motivation to change anything 3. Circle doesn't have enough time resource to impact CM positively

14 Circle nr.2 Core member s profile: 23 years old; In February 2013 conditionally sentenced with imprisonment with 5 years long probation (until 2018) Convicted for sexual abuse of young girl at friend s apartment (he did that secretly from friend and that was done ~5 years ago) His risk of sexual re-offending assessed as medium; Don t have plans for future, no ambitions, passive 14

15 Circle consists of 5 volunteers. From March till October 2014 there were sixteen Circle meetings Meetings with Core member are held in different places cafe, Latvian National Library, National Theatre, his home e.t.c, and with different activities (hiking, for ex.) 15

16 Key Outstanding Issues No steady job and income - no defined specific goals for the future No separate living space (CM living with her mother in a communal apartment no private spacies) No girlfriend and permanent relationships Comparatively closed lifestyle Perhaps that is the dependence on computer games

17 Circle nr.3 In the Circle nr.3 initially was involved the client (first CM) who has been convicted for sexual abuse of children(2 episodes). Risk medium. Punishment community work Client agreed to participate in this activity, circle held a series of meetings, but core member s wife agressive rejected any intervention of the client's life Reasons hyper strong religious beliefs, fanatical position and a very critical attitude about the idea of Circle, ambition to control Difficulties arise in communication core member with the case managers - and wife Circle volunteers decide to postpone the involvement 17

18 . The next circle client - convicted of attempted murder (conditionally sentenced 5 years probation) Previous crime - sexual offense (rape. Punishment five years three months in prison Client finished the program (TVSOGP specific programme for sexoffenders), but the risk remains very high - the customer is very impulsive, very negatively speaking about women During the program CM talked about violent fantasies volunteers decided it s a dangerous sign Client lives alone with her mother, poorly developed social contacts, don t work 18

19 There have been four meetings Before fifth meeting client announced attendance 40 minutes before the start of the meeting The next meeting is scheduled for October 28 Three volunteers working with client in inner circle Kaspars (psychologist, crisis center counselor),imants (project s manager), Maris (self-defense instructor, a martial arts trainer) Outer Circle Jana (probation officer, student of sociology), Ilze (yoga teacher, embodied peacemaking, conflict resolution & restorative justice professional. Mediator and meditator), Anda(former probation officer) + client s case manager Maruta + social worker + psychiatrist? 19

20 Key Outstanding Issues Understand core member behavior in various situations. Treatment of women. The level of denial. It seems the core member is agressive, but he try hide it maybe it s will be a serious problem for future Efforts should be made to establish a stable relationship in the inner circle Probably need to visit a psychiatrist for clarify the diagnosis (?) and risks (the outer circle) 20
