2 Grove CID Board of Directors Meeting February 12th, 2018: 11:00am At 4512 Manchester, St. Louis, MO Board Members in Attendance: Kelly Kenter, Brian Phillips, Pete Rothschild, Jack Baumstark (via phone), Chip Schloss, Tom Boldt, Board members not in Attendance: Guy Slay, Fran Fanara, Don Bellon, Austin Barzantny, Brian Pratt Others in attendance: M. Green (PCD), Jim Whyte (CWE NSI), Annette Pendilton (PCD) 1. Call to order K. Kenter called the meeting to order at 11:10 am. 2. Approval of January Minutes P. Rothschild motioned to approve the January minutes. T. Boldt seconded the motion. Motion passed Pedestrian Light Conversion P. Rothschild motioned to accept Lighting Associates to do the pedestrian lighting project. J. Baumstark seconded the motion. Motion passed The money for the lighting to come out of the reserve funds. 4. Approve the 2016 Audit Reinstatement and 2017 Audit Peter Berns from RSM went over the audit statements. C. Schloss motioned to approve the 2016 Audit Reinstatement and 2017 Audit reports. T. Boldt seconded the motion. Motion passed Chair Report None 6. Public Comments - None 7. Committee Reports a. Safety and Security Committee J. Whyte presented the NSI monthly report and crime statistics. Crime statistics as of December 31, 2017 was down by 27.74% J. Whyte stated that the contract with Washington University and NSI is still being worked out.

3 J. Whyte Is going to the Excise Commission office, after this meeting, to let them know that ShiSha is violating the Sunday liquor license ordinance. b. Finance Committee M. Green reported on the Grove CID s and comparing January s 2017 to 2018, there was an increase of $8,600. c. Marketing Committee - None d. Public Services Committee - None e. Nominations Committee - None f. Transportation Committee C. Schloss reported that the committee was looking at parking possibilities on Manchester. One of the options was to make sure that the all of the parking lots are available. g. Administrator s Report M. Green announced that the Grove sign is repaired and it is back up. Second set of globe lights are 90% up just need to have cable lines for electricity. Repair to first set of globe lights will be billed. M. Green announced the calendar for Special Events. K. Kenter asked about who are owning the special events. Forest Park Southeast Development Corp. will own Grove Fest and is going to discuss owning the Indihop as well. B. Phillips stated that PCDC will not be owner of the infrastructure and recommended for the Grove CID to do a drop-down LLC. K. Kenter asked if the Grove CID should look into a LLC for Special Events. K. Kenter suggested to table the discussion until the next meeting. M. Green congratulated the CID for the Great Streets award. M. Green announced that Chroma and Gateway is due to be opened this spring or summer h. Adjournment T. Boldt motioned to adjourn. P. Rothschild seconded the motion. 7 7340 Coronado Saint Louis, MO T (314) crbetts@tcf-llc.com March 9, 2018 Grove Board, The following is Summary Report for TCF s activities and findings for the period of February 1, 2018 through February 28, 2018: Notable Incidents 2/3 - Shots fired CFS in 4200 block of Chouteau. 2/3 - TCF Officer escorted intoxicated subject to sister s residence in the 4400 block of Chouteau. 2/10 - TCF Officer noticed a strong odor of gas near Chouteau and Sarah. Spire was contacted and responded within 10 minutes. They confirmed a leak and began emergency repairs. Good job by the Officer!! 2/11 - TCF Officers conducted a business check of Shi-Sha as they were open past 12am. Due to the City of St. Louis not providing official confirmation of the ordinance prior to the incident, the establishment was not ordered to close. Owner was under the impression his license allowed him to remain open, although he was advised that it is believed that was not the case. (2) Secondary Officers were observed working at the establishment. TCF Management conducted a follow-up with Ron Coleman. 2/16 - TCF Officers assisted SLMPD with a CFS at Atomic Cowboy relative to a heavily intoxicated and irate male. Later on that evening, three females were observed arguing as the left the establishment. Peace was restored in both incidents. 2/17 - Dark Acura observed spinning tires near Manchester and Sarah. Officers were unable to obtain any plate information. 2/18 - TCF Officers spoke to Uber drivers about their unsafe parking practices near the bars. 2/18 - TCF Officers conducted a business check of Shi Sha. They were in compliance of liquor laws, having the establishment closed by midnight. 2/24 - TCF Officers issued 16 parking tickets within the Grove. 2/26 - TCF Officer observed a dumpster fire in the rear of 4108 Manchester. Fire Department responded and extinguished the fire without further incident.

8 Arrests (0) Arrests during this period. FIR s (2) FIRS were conducted during this period. Parking Tags (16) Parking Tags were written during this time period and (0) vehicles towed. TCF Concerns & Observations Shi Sha is now complying with liquor laws. The Grove may want to look into the company Lightgaurd Systems.
