2 Agenda Item 10:00am Call to Order Art Rios Sr 10:15am Division Updates-Ebony Clarke Discussion -Michael calls the meeting to order. The group introduces themselves. -Michael asks if there needs to be any approval changes on the minutes, everyone reviews the minutes. -One correction -Michael Thurman makes a motion to accept the minutes with one correction -Minutes approved -County is at the beginning of fiscal year budget season -Over the last four/five years, supporting client centered and client driven services systems of care continues to be a priority -The health department proposal for fiscal year 2020 is due mid February and on December 21st there will be more information available regarding the budget constraint and what that means for the county and each division, the constraint will be in regards to county general fund, not state fund. -The County Chair will be providing specific information in regards to county general funding that we have for each department and how that is compared to operational costs including internal and external services as well as community services. -Consumers, stakeholders, and community members can start the process now of providing feedback regarding what they would be interested in seeing the county fund, including programs or projects, this also includes any recommendations that are made in the AMHSAAC subcommittee -Within budgeting process, there is an opportunity for one-time only considerations and out of target recommendations, there will be more information gathered on the specifics of how those two are embedded in the Health Department -Multnomah Early Assessment and Support Alliance (EASA) is an early psychosis intervention program for young people ages 12 to 25 who have experienced a first episode of psychosis within the last year -The eight principles of IPS Supported Employment: 10:25am EASA- 1. Focus on Competitive Employment

Time-unlimited and Individualized Support -The percentage of EASA supported employment clients Quarter 1 (Jan-March) = 62% Quarter 2 (April-June) = 48% Quarter 3 (July-Sept) = 67% -Review of recommendations 10:30am- Request for a change in #2A: Strengthen existing or develop a new central vocational rehabilitation Recommendati support center for peers to Strengthen existing and develop a new central vocational rehabilitation ons- support center for peers because most of the vocational services are targeted specific but there needs Art/Michael/Cha to be more support. rmaine For #4F: Share the alternative treatment requests with Health Share. there is no specific alternative treatment, it is a general overview of alternative treatment options All of the recommendations made need to be formulated strategically since some of them will require funding while others will require educational resources Education for trauma-informed care is one of the top recommendations under #3-Promote customer service using trauma informed protocols This will also collaborate with CU credited Peer-led training for mental health The details will go into all of the planning that will be accepted into this peer work and this request will be attached and will be one that leadership will look at and determine in their priorities if there needs to any adjustments and what kinds of funds are available for this Recommendations are approved 10:55am-Office of Consumer -In the new few weeks, there will be a review of the language on the MHASD (Mental Health and Addiction

4 Engagement- Deandre Kenyanjui Services Division) website so it is more accessible to consumers 11:00am- TriCounty Oregon Substance Use Disorder Best Practice Guidelines- Cheryl Cohen 11:50 -Purpose of the guidelines are for: 1. Clearly Defined Standards of Care- Ensure Health Share members can access evidence-based treatment for substance use disorders 2. Quality Improvement Partnership- Collaborate with providers and communities to co-create a Recovery-Oriented System of Care 3. Better Health Outcomes- Improved health, wellbeing, and outcomes for Health Share members with substance use disorders -These guidelines are a set of knowledge, skills, and practices that help define and standardize the work we all do and can be found on the Health Share website -Language from the Guidelines will be incorporated into provider contracts and the Provider Manual beginning in early Key focus areas will be in: trauma informed care, medication supported recovery, harm reduction, and lived experience -Commitment to reducing health disparities: creating a more just treatment system by commitment to populations with the greatest risks People with Developmental Differences Youth & Families People who identify as LGBTQ People without Secure Housing People using Opioids People with Co-occurring MH Pregnant women with substance use disorders -Next steps for providers will be 1. Provider Readiness Inventory: give feedback, the surveys will be ed today and due December 7th, Training and TA Plan: Expect a draft plan based on your feedback in early Best Practices in Contracts: A phased approach, sixty-day notice of any changes
