Apologies from: Andy Sharpe, Service Manager Helen Holland, Community Employment Team Sonia Colton, Principal Special Needs Officer Amanda Frost, Co-Chair, welcomed everyone to the meeting at the Learning Centre. Everyone introduced themselves Please note change to the last meeting minutes - Gary Billen was there but he was not listed on the front of the minutes. Everyone agreed the notes of the last meeting after they had checked the actions. - - it was agreed that Sonia Colton (not Carole Aspden) is going to be the best person to come to the Partnership Board meeting. - Sonia Colton was added to the Agenda for May but has sent her apologies for today s meeting. To be carried over. A meeting about the Transitions Sub Group has now been arranged. Kate and Bournemouth People First to give update under Any Other Business. 2

3 - - Kellie to get some information about the answers to the review questions and how they relate to the recommendations of the Citizen Checker report. - This will be an ongoing piece of work. Kellie to give update at the next Partnership Board meeting in her Team update. Work in progress - Andy and Bournemouth People First to arrange a meeting to talk about the future of Citizen Checker, with the Clinical Commissioning Group. - Dates are being looked at for the meeting. - - Jo to speak to Debbie Hyde again and to Ivor Cawthorne from Commissioning about setting up a Carers Group. - Debbie has been working on opening the Carers Resource Centre. Jo suggested that looking at the need for a Carers Group could be covered in work he is doing on looking at how the Partnership Board works, and that maybe a Carers Group could be a Sub Group. Val said that it can be hard for Carers to attend meetings and groups during the day time - Poole Carers Group is held in the evenings for this reason. Jo to look at this in his review of the Partnership Board. 3

4 - - Bournemouth People First to invite someone from the Winterbourne View Joint Improvement Programme to a Partnership Board meeting - done. Angela Ellis and Steve Taylor are present at today s meeting to talk to the Board. Bournemouth People First to find out what happens to the report once passed onto Val Cope and Debbie Hopper. - An Action Plan was made and this goes to the Hospital Board.. Not all organisations which are involved in Direct Payments have easy read information. The Board agreed that information should be available in easy read as a reasonable adjustment. - Bournemouth People First to continue to contact Direct Payment providers about their Easy Read Information. Kellie recommended that Bournemouth People First could contact Lindsay Warren at Enham about this. Mike Pochin said that Dorset Advocacy have an easy read leaflet Guide to Direct Payments Advice in Dorset. - Mike to send leaflet to Bournemouth People First to go out to other providers for their information / reference. 4

5 - Bournemouth People First to send out information on the new Artisan Cafe running at First Point Plus. - Done. - Bournemouth Borough Council (Directors team) are going to work with Bournemouth People First to produce an easy read map showing where both the accessible toilets and changing places toilets are. - Bournemouth People First to send out the proposed Year Planner / agenda for the Partnership Board meetings to the members.. Sub Group updates on agenda for today s meeting. - Andy Williams to send link to the Hate Crime Action Plan, to go out with the minutes. - Safe Place Scheme look at how it works and checks training. - Bournemouth People First did an update at the Board (see below) - done. The Safe Places are currently being looked at, there are 110 across Bournemouth and Poole. Checks are made if staff have moved on or need extra training, and also if the place has been used as a Safe Place. All current Safe Places want to still be in the scheme. Poole Forum and Bournemouth People First will be doing some Mystery Shopping at the Safe Places. 5

6 Andy Sharpe to contact Phil Hornsby (Co-Chair Keeping Safe group in Poole) about joining the 2 groups together. Bournemouth People First to send out the presentation with the minutes. Bournemouth People First to send an activity choices template to Anja, to use in the consultations. Bournemouth People First to send out presentation with minutes. Sonia Colton to invite Bournemouth People First to the working group about easy read for the Local Offer website. Not done. / chase up - this needs to be done by September. - Mike Pochin to be invited to the July partnership board meeting. - done. Mike is here to talk about Voicing Family Rights. 6

7 Angela Ellis (Engagement Adviser), and Steve Taylor (Principle Improvement Adviser) from Winterbourne View Joint Improvement Programme came to the Board to give a presentation on the work they do. - Presentation to go out with minutes. Angela has come to talk about the how local people, self-advocates and carers can really drive the work, and also ideas from other areas of the country. Angela said that for her, co-production means local people and services are designing and delivering services and support. It s about real partnership, not just asking people what they think. Ideas that have worked well elsewhere in the country: : with people and their families (when people move back to an area). : with clear outcomes. A group in Yorkshire have looked at case studies in a Pathway Group. Emily asked Jo about the Bournemouth pathway working locally in Dorset, and who was involved. Jo explained that they did it on behalf of people who used the Intensive Support Team. Gary said that next time they could look at how people with learning disabilities could be more involved. Amanda P told the Board about the Dorset Hate Crime Scrutiny Panel, which is like the Pathway Group, they look at Case Studies. Amanda F is the only person with a learning disability who attends the Scrutiny Panel. : if there is a Blue Light incident / near miss / serious incident it will be looked at and all agencies involved will talk about lessons learnt. 7

8 Steve explained they work with the Department of Health, with NHS England and with an organisation that represents local authorities. They support areas to get people out of in-patient units and to develop the services that are needed. Also to prevent people in the future going back into these units. They work with as many of the 152 areas in England to support with individual cases, develop services and prevent people going into hospital units. They also try to have a say about planing (policy) and national policy at the Department of Health. They to try to help them to understand and know about the problems that may happen. There are 3 big pieces of work going on: 1. Looking at and working closely with 34 areas of the country. 2. Developing area partnerships; getting commissioners working together, with local providers, people with learning disabilities and their carers, planning ahead. 3. Advocacy workshops with Inclusion North, with the 9 areas across the country to look at Advocacy. There is a big problem around children going into educational / residential units which are not local. Sandra Stewart is leading on this, and links with the Department of Education. The National Forum for People with a Learning Disability and the National Valuing Families Forum. It is very important to be working with these forums as the Improvement team are only working till March

9 Other groups and organisations will be taking this work forwards. A discharge pack (information for when you leave hospital) has been made and explains people s rights, what good advocacy looks like and information on housing. There is also, family worksheets with information for the families on what might happen when a person goes into or leaves a hospital unit. Steve said that it was nice to attend a Partnership Board which was working well and that people were held accountable (services are asked questions about how they work). Steve and Angela would love to hear about what is going well, with pathways from childhood to adulthood. - Success Stories and information to be sent to Angela and Steve. Jo said that there were some areas that we asked for help, but heard nothing back. Steve and his colleague Nick work in our local area. Jen asked if there is a Wessex area team link for health with the Clinical Commissioning Group? Jen has struggled to get a contact Steve suggested Louise. If areas are not linking to the area teams, it will score Amber on the Action Plan. Sharing information seems to be a stumbling block. Steve will let Jen know the contact for the Wessex Health Team. Hayley offered some thoughts Bournemouth and Poole are doing well, and are keen not to use hospital as a long stay plan. 9

10 The Health and Wellbeing Board talk about the Winterbourne View action plan at each meeting. Amanda P asked about what the meaning of an in-patient is. Do mainstream mental health hospitals count? Steve answered that generally it s people with a learning disability and or autism who are in some kind of in-patient unit. Angela said it is not just about assessment treatment units, it also includes people in a forensic unit. Angela to send this information on what the meaning of an In-Patient is. Steve says there is evidence to show that people are leaving the Criminal Justice System are using these in-patient beds and receiving treatment, which explains some of the beds in use. After the break, Hayley said that the Work and Education sub group update will be carried over to next Partnership Board meeting (the last presentation was allowed to go on longer). Jo let the group know that it is very likely that he will be on paternity leave for the next meeting. He suggested that Helen Holland would attend, or he will prepare an update. Jo to ask Helen Holland to attend and update for Work and Education Group, or Jo to put together an update if Helen is not able to come. 10

11 Jen Lea gave an update. - Presentation to go out with minutes. The group have agreed to meet 4 times a year. They have talked about their Terms of Reference (how they work). These are being looked at and will be agreed at the next meeting. Membership of the group and role of those who go was talked about. Amanda P asked that the Terms of Reference has a strong link to the Partnership Board. The group are aware this is wanted. Members of the Health Action Group are feeding back to their own groups and will take on feedback from the groups. There has already been some feedback from Poole Forum, asking that the Action Plan is the main point on the agenda to be talked about and agreed at the next meeting. Community Nurses are working closely with Community Learning Disability Teams. Each hospital now has a link with community teams, and they can offer advice on reasonable adjustments. GP surgeries in Dorset are all aware of their link person, this will need to be kept up to date. GP practices are starting to contact the Community Nurses with a view to more training. Kellie explained that it was things like if a patient needed a longer appointment time, or a quiet area to sit in. Also possibly offering appointments at the very start or end of the day, which may not usually be available to try to make sure there is easy access. 11

12 The Hospital Working Group have finished all their actions, so the group has now come to an end. All hospitals have a system in place. Emily asked if the Hospital Working Group were looking at the Health Champion s report on the Hospitals, which Bournemouth Hospital has turned into an Action Plan. Jen said that Val Cope has formed a Health Facilitators Group. This group is looking at the Action Plan, but does not have to report back to the Health Action Group. Emily asked if there were people with learning disabilities on this group, Jen said there were not, but she thinks the information will be feedback through the Partnership Board. Jen to make sure that the actions are given as feedback to the Partnership Board and the Health Action Group. is now finished, contracts all owned by NHS England, no longer local contracts. There is a new Dental Wellbeing Group. Amanda F said that at her last dental appointment there was an easy read questionnaire. Jen to try to get some information and contact details about this group for the Partnership Board. Amanda P said they talked about a new health Group being set up, at the last Health Action Group meeting. It would be for Community Services like Chiropodists. 12

13 Learning Disability staff have been running a memory café for people with learning disabilities who have dementia, there will be a report made soon. Memory Café report to be bought to the Partnership Board when it s ready. received, and future funding options are being looked at. Mark Harris will be booking meetings to talk about this with Bournemouth People First, Poole Forum and People First Dorset. The Health Champions have found that the use of books continues to be mixed. Some members of the Health Action Group have asked that the use of the Yellow books is looked at, along with the This Is Me: My Care Passport. Gary said that the Health Action Group will do this. Are people with learning disabilities involved in any choices about changing / merging books, or which one went on to be used? Gary explained the Health Action Group would make the decision on this. John said that this was a good example of how Health Champions were important. Jen agreed, and said that the need for Health Champions has been shown, and that Mark would talk more about this at the meeting to be arranged. Jo said that last week the Bournemouth and Poole Provider Forum was launched and it went very well. There was a lot of talk around the consistent use of Yellow Health Books. 13

14 In Poole, it is written into contracts that the providers use this information - would Bournemouth want Brian to state this in the contracts? Amanda P said that the parents are expected to bring along the Red My Personal Health Record for children, to all appointments. This is because everyone in Health Services are aware of them and have to use them! This should be the same with the Yellow Health Book. Mike Pochin was at today s meeting to talk to the Board about Voicing Family Rights, the draft protocol for parents with a learning disability. - Presentation to go out with minutes. This is to make sure Adult and Children s Services work well together to support people with a learning disability and their children. Mike asked how many people had heard about Voicing Family Rights some but not all had. The protocol has come about because Dorset Advocacy have been supporting people with learning disabilities for the last years. What they learnt and heard, was that people who were parents were not happy about the way they were being spoken to and treated (by services). Just over 2 years ago Dorset Advocacy were given some funding by Esme Fairburn Foundation to run a project to listen to and record how parents with learning disabilities found their experiences. Local Authorities and Partnership Boards are invited to sign up to the protocol, so that pan Dorset everyone works in the same way with parents with learning disabilities and their children. 14

15 Mike explained that some families had social workers involved in their children, but not to support them as parents. It would focus on the parents strengths, not just the weaknesses. Easy read information will be promoted. 18th August. - Feedback to be sent to Mike by Emily asked if the protocol would be easy read if it was signed up to Mike agreed that it would be. Amanda P told Mike that she had spoken to Dee Capon, who had done a lot of work with the WISHES Group which had support parents with learning disabilities and their children. Dee wants to be involved in giving feedback under her new role as Early Help Co-ordinator. There should be more information on how personal budget can support parents to care for their children. Amanda P said that peoples needs change when they become a parent, and that support needs may change too short or long term. Mike agreed that he was happy to spend the time to get it right and add or change things in the protocol. Kellie said that the Community Team are giving lots of support to parents with learning disabilities. And that there was a gap in services for parents who lose a child to foster care / adoption they suffer a bereavement. Kate said that the skills needed by parents can be learnt. This is what the WISHES Group had done in the past. Bournemouth People First feel that the organisation could support the protocol in principle, but there needs to be more work to develop it. 15

16 Jo wanted to reflect the role of children s services, universal services (health visitor / midwife), and role of adult services needs to be making the reasonable adjustments. Jo said that it is a small number of people with learning disabilities, and that the Care Act and assessment would have big impacts. The ideas are good, but how it works needs looking at. Directors of the Authorities will not sign it off before everyone thinks it s as good as it can be. Gary said that it s important to remember that rather than a policy, it should be principles that are achievable. Amanda P asked Jo if Dee Capon could be involved in developing the protocol, and meet with Jo O Connell who is taking the lead. Kellie thought it would be good for an experienced person from Bournemouth to be involved. Bournemouth People First to send contact details for Dee Capon to Jo. Changes to the draft agenda for September meeting include: Work and Education to be carried over to September meeting Agenda, as not done today. Where we Live group to be carried over to November agenda as next meeting cancelled. Self Assessment update to be carried over to November meeting, report may not be ready by September. 16

17 Jo mentioned the Quality of life Standards for the Partnership Board to talk about. - Bournemouth People First to add to a future agenda. Jo talked about the Learning Disability Self Assessment Framework Report (96 pages long). - Jo to send a link to the report to go out with minutes. Meeting agendas are getting very busy. Amanda P said this is because items keep getting moved around. agenda. - Bournemouth People First to change Where we live group - Lorraine Mealings has taken over Co-chairing meetings, but is on holiday for the next date so the meeting has been cancelled. Emily asked about a Housing event - Jo may have South West Homes to talk about Shared Ownership to the Poole Housing Group. Bournemouth may attend. meeting. - Jo to inform Emily of the date of the T - the aim is for this group to become more person focused than service focused. YMCA Chatterboxes, and Bournemouth and Poole Parents and Carers Forum now come. It is also hoped that the Clinical Commissioning Group will come. There is a Teenagers and Adults event on 8th October at Bournemouth AFC. Tim Branson has taken over from Steve in the Transitions Group. Hayley may take over from Tim, she will let the Board know. Amanda F told the Board that Bournemouth People First were hoping to find a young person to be on their Management Committee to co-chair transitions. 17

18 - there will be a soft launch at the event - to tell people about the new website, and giving local information for people with learning disabilities up to the age of 25. Sonia also sent some information on the Person Centred Training on the Continuing Professional Development. 2 day course for facilitators on 16th and 23rd October at the Bournemouth Learning Centre. - Bournemouth People First to send out this information with the minutes. - Bournemouth People First s AGM is on September 8th. - invites will be sent out.
