2 Agenda Item 1 Welcome & Introductions Clare James, RPF Chair, welcomed all to the Western Bay Regional Provider Forum (RPF). Apologies were given (listed above) Action Mins of last forum Mins were agreed as accurate. Regional monitoring questionnaire The group questioned whether this work was being duplicated elsewhere. Some providers said that the questionnaire wasn t being completed in other RCC areas. It was suggested that we ask Supporting People teams what they do with information. Some of the larger organisations, particularly sheltered housing providers, struggle to get this info together. Agreed it would be helpful if the form would stick to the same format every year and if there are changes to be made these should be communicated in April 2015 to allow providers time to change their processes in order to capture the data. It is not clear whether any feedback on the results of the survey had even been given to providers/stakeholders in the past. Providers requested that an analysis be forwarded to them. ACTION to be put on the Regional team agenda 2 SP Update Management charges questionnaire The group felt a sense of frustration for being asked for information in the busiest time of the year, while organisations are trying to organise their budgets etc. Again, the group felt frustrations about where this information is going, is it valuable information. There has been no feedback. Some of the smaller providers are happy to have this information included as they felt this may benefit them as smaller organisations. The timing of the request for the information is an issue. Finance Letter from the Minister Some agencies in Swansea have not received the letter from the Minister. The Western Bay chair has written a response to the letter. Feedback from Welsh Government is that tackling poverty should be a priority. The group feel they are still unclear of the direction of teh RCC in relation to families 1st, Communities 1st ACTION LS to

3 etc. LS reported that representatives of Families first and Welsh Government will be invited to the RCC development day. feedback. REPS Taking things forward as RCC. The group have invited Dr Kerry Bailey (SPNAB member) to their next meeting. Kerry has previously compiled research for the Aylward review. Reps feel she would be of great benefit. 3 Local discussion points Tendering NPT and Bridgend are both currently commissioning - putting services out to tender. NPT Homes have had no notification of tendering. Regional /Local Commissioning Plans all have been submitted. 4 Regional items Regional gateway A task and finish group has been set up to ask questions such as what is needed in gateway with a number of actions to be raised. Currently looking at 1st meeting date. The group consists of Anita Evans, Dave Tovey, Martin Ridgeway and Gareth Evans. This will feed into the prevention of homelessness policy. Discussed services for men fleeing domestic abuse. Calan DVS has supported men who experience domestic abuse for a number of years within their floating support services. They generally need a different type of support however there is a referral pathway open and there is also a refuge in Powys. Older person s services There has been no progress in relation to setting up a meeting particularly for sheltered housing providers. NPT Homes work with EROSH however some of the smaller providers feel it would be of benefit. ACTION Cymorth to organise a regional group. Clare Way is leading on an older persons task and finish group on behalf of the RCC. SPP Funding updates Discussion paper with indicative amounts have been sent to LAs with info on budget cuts. Looking to be around 5.45%. ACTION Sharing best practice not getting enough returns on

4 Chris Price discussion paper Cymorth are preparing a response to the paper and would value the opinions of all providers. these. response to Cymorth. Cymorth will also be launching a Let s keep supporting people campaign, further information to follow. The group discussed the cuts and impact on services. Sam Williams is currently off Local Authority have taken forward meetings. RCC A task and finish group is now set up for vision. A task and finish group has been set up to discuss regional contract monitoring. Huw Owen (Bridgend) leading on the outcomes monitoring group. Domestic abuse will be the main agenda for May RCC Meeting. The next Provider Forum will focus on this issue in more detail. Gateway To link in with Mark Campisi Mental Health. ACTION LS find out if Clare James could be included on the outcomes monitoring group Complex needs to be looked at RTM in June Prison leavers Angie (Bridgend) will lead this give an update on pilot in Park prison. Finance development day feedback from LS meeting on Thursday. Feedback from SP meeting New RCC members from Swansea, Cllr Jane Harris. Bridgend did not attend last meeting Housing Act RCC Reps have grave concerns for vulnerable tenants housed in private rented sector. Reps will advocate for impact of universal credit on private tenants to be included in RCC discussions. Local/regional outcomes Swansea providers have been asked for postcodes for service users aged over 55. Could this also be related to the general mapping of floating support services?

5 The group noted that the SP team receive this information from their monthly/quarterly returns - could they not extract the information from here? NPT Forum there is ongoing discussion with providers re costs. NPT Homes meeting on Thursday Sarah Millar, Alana/ Alexi s Sonia. Providers do struggle with changing SP teams. 6 AOB: Next meeting date 13 th May Bridgend (venue tbc)
