1 All Fds Sld in Schls USDA s Smart Snacks in Schls Prpsal USDA recently prpsed practical, science-based nutritin standards fr snack fds and beverages sld t children at schl during the schl day. The prpsed standards, required by the Healthy, Hunger- Free Kids Act f 2010, will allw schls t ffer healthier snack fds fr children, while limiting junk fd. The prpsed standards will supprt the wrk already taking place acrss the cuntry. Whether by schl fd service, schl administratrs r parents, the schl cmmunity wrks hard t instill healthy habits in students. The snacks sld at schl shuld reinfrce that hard wrk. The prpsed standards, cupled with the imprvements t schl lunches implemented last fall, will ensure that kids are ffered nly tasty and nutritius fd ptins at schl. Nutritin Standards fr Fds Under the prpsal, any fd sld in schls must: Be either a fruit, a vegetable, a dairy prduct, a prtein fd, a whle-grain rich grain prduct, r a cmbinatin fd that cntains at least ¼ cup f fruit r vegetable; r Cntain 10% f the Daily Value (DV) f a nutrient cited as a public health cncern in the 2012 Dietary Guidelines fr Americans (DGA). (calcium, ptassium, vitamin D, r dietary fiber) Additinally, fds sld must meet a range f nutrient requirements: Calrie limits include: Snack items: 200 calries Entrée items: 350 calries Sdium limits include: Snack items: 200 mg per prtin as packaged Entrée items: 480 mg per prtin as packaged Fat limits include: Ttal fat: 35% f calries Saturated fat: < 10% f calries Trans fat: zer grams Sugar limits include either: 35% f calries frm ttal sugars in fds r 35% f weight frm ttal sugars in fds Other Prpsed Requirements Fundraisers The sale f fd items that meet prpsed nutritin requirements at fundraisers wuld nt be limited in any way under the prpsed rule. In additin, the law permits USDA t allw fr a limited number f fundraisers t sell fd and beverage items that d nt meet the prpsed nutritin standards. The prpsal includes tw alternative appraches that prvide discretin t State agencies in determining the frequency with which fundraising activities take place and requests ther suggestins. The prpsed standards wuld nt apply t nn-schl hurs, weekends and ff-campus fundraising events. Accmpaniments Items cmmnly served with fds, such as cream cheese, salad dressing, and butter, can add significant amunts f calries, fat, sugar, and sdium t a diet. T reduce the added calries, fat, sugar and sdium in fd served t students during the schl day, it is prpsed that the use f accmpaniments be limited when fd is sld t students in schl. It is prpsed that accmpaniments be pre-prtined and included in the nutrient prfile as a part f the item served.

2 All Fds Sld in Schl Nutritin Standards fr Beverages Under the prpsal, all schls may sell: Plain water Plain lw fat milk Plain r flavred fat-free milk and milk alternatives permitted by NSLP/SBP and 100% fruit r vegetable juice Elementary schls may sell up t 8-unce prtins, while middle schls and high schls may sell up t 12-unce prtins f these beverages. Beynd this, the prpsal ffers additinal beverage ptins utside f the meal service perid fr high schl students. These are n mre than 20-unce servings f Calrie-free, flavred and/r unflavred carbnated water and Other calrie-free beverages that cmply with the FDA standard f less than 5 calries per serving. Als fr high schls, the rule prpses that n mre than 12-unce servings f ther lwer calrie beverages may be served utside f the meal service. Tw alternatives fr these beverages are prpsed: 40 calries per 8-unce serving ( 60 calries/12-unce serving) r 50 calries per 8-unce serving ( 75 calries/12-unce serving) Cmmenting Rather than ffer a single apprach, the prpsal ffers alternatives in several areas. USDA is seeking cmments n hw best t preserve flexibility fr schls in an updated healthy envirnment. Befre the rule ges int effect, the public has an pprtunity t cmment n the prpsed standards. Public cmment frm students, parents, schl fd staff, schl administratrs, State agencies and ther interested parties is a very imprtant step in the regulatry prcess. It helps USDA further refine the prpsal int the final requirements that will becme effective n earlier than ne full schl year after an implementing rule is published. 3 Nutritin Standards fr All Fds Sld in Schl Fd/Nutrient Standard Exemptins t the Standard General Standard fr Cmpetitive Fd. NSLP/SBP Entrée Items Sld A la Carte. Sugar-Free Chewing Gum Grain Items T be allwable, a cmpetitive FOOD item must: (1) meet all f the prpsed cmpetitive fd nutrient standards; and (2) be a grain prduct that cntains 50% r mre whle grains by weight r have whle grains as the first ingredient*; r (3) have as the first ingredient* ne f the nn-grain main fd grups: fruits, vegetables, dairy, r prtein fds (meat, beans, pultry, seafd, eggs, nuts, seeds, etc.); r (4) be a cmbinatin fd that cntains at least ¼ cup fruit and/r vegetable; r (5) cntain 10% f the Daily Value (DV) f a nutrient f public health cncern (i.e., calcium, ptassium, vitamin D, r dietary fiber). Effective July 1, 2016 this criterin is bslete and may nt be used t qualify as a cmpetitive fd. *If water is the first ingredient, the secnd ingredient must be ne f items 2, 3 r 4 abve. Any entrée item ffered as part f the lunch prgram r the breakfast prgram is exempt frm all cmpetitive fd standards if it is sld as a cmpetitive fd n the day f service r the day after service in the lunch r breakfast prgram. Sugar-free chewing gum is exempt frm all cmpetitive fd standards. Acceptable grain items must include 50% r mre whle grains by weight, r have whle grains as the first ingredient. Ttal Fats Acceptable fd items must have 35% calries frm ttal fat as served. Fresh fruits and vegetables with n added ingredients except water are exempt frm all nutrient standards. Canned and frzen fruits with n added ingredients except water, r are packed in 100% juice, extra light syrup, r light syrup are exempt frm all nutrient standards. Canned vegetables with n added ingredients except water r that cntain a small amunt f sugar fr prcessing purpses t maintain the quality and structure f the vegetable are exempt frm all nutrient standards. Reduced fat cheese (including partskim mzzarella) is exempt frm the ttal fat standard. Nuts and seeds and nut/seed butters are exempt frm the ttal fat standard.

Seafd with n added fat is exempt frm the ttal fat standard. Saturated Fats Acceptable fd items must have < 10% calries frm saturated fat as served. Cmbinatin prducts are nt exempt and must meet all the nutrient standards. Reduced fat cheese (including partskim mzzarella) is exempt frm the saturated fat standard. Nuts and seeds and nut/seed butters are exempt frm the saturated fat standard. Prducts cnsisting f nly dried fruit with nuts and/r seeds with n added nutritive sweeteners r fats are exempt frm the saturated fat standard. Trans Fats Sugar Zer grams f trans fat as served ( 0.5 g per prtin). Acceptable fd items must have 35% f weight frm ttal sugar as served. Cmbinatin prducts are nt exempt and must meet all the nutrient standards. Dried whle fruits r vegetables; dried whle fruit r vegetable pieces; and dehydrated fruits r vegetables with n added nutritive sweeteners are exempt frm the sugar standard. Dried whle fruits, r pieces, with nutritive sweeteners that are required fr prcessing and/r palatability purpses (i.e., cranberries, tart cherries, r blueberries) are exempt frm the sugar standard.

5 Fd/Nutrient Standard Exemptins t the Standard Sdium Snack items and side dishes sld a la carte: 230 mg sdium per item as served. Effective July 1, 2016 snack items and side dishes sld a la carte must be: 200 mg sdium per item as served, including any added accmpaniments. Prducts cnsisting f nly exempt dried fruit with nuts and/r seeds with n added nutritive sweeteners r fats are exempt frm the sugar standard. Calries Entrée items sld a la carte: 480 mg sdium per item as served, including any added accmpaniments. Snack items and side dishes sld a la carte: 200 calries per item as served, including any added accmpaniments. Accmpaniments Caffeine Entrée items sld a la carte: 350 calries per item as served including any added accmpaniments. Use f accmpaniments is limited when cmpetitive fd is sld t students in schl. The accmpaniment must be included in the nutrient prfile as part f the fd item served and meet all prpsed standards. Elementary and Middle Schl: fds and beverages must be caffeine-free with the exceptin f trace amunts f naturally ccurring caffeine substances. Entrée items served as an NSLP r SBP entrée are exempt n the day f r day after service in the prgram meal. High Schl: fds and beverages may cntain caffeine. Beverages Beverages Elementary Schl Plain water r plain carbnated water (n size limit); Lw fat milk, unflavred ( 8 fl z); Nn fat milk, flavred r unflavred ( 8 fl z), including nutritinally equivalent milk alternatives as permitted by the

Middle Schl Plain water r plain carbnated water (n size limit); Lw-fat milk, unflavred ( 12 fl z); Nn-fat milk, flavred r unflavred ( 12 fl z), including nutritinally equivalent milk alternatives as permitted by the schl meal requirements; 100% fruit/vegetable juice ( 12 fl z); and 100% fruit/vegetable juice diluted with water (with r withut carbnatin), and n added sweeteners ( 12 fl z). High Schl Plain water r plain carbnated water (n size limit); Lw-fat milk, unflavred ( 12 fl z); Nn-fat milk, flavred r unflavred ( 12 fl z), including nutritinally equivalent milk alternatives as permitted by the schl meal requirements; 100% fruit/vegetable juice ( 12 fl z); 100% fruit/vegetable juice diluted with water (with r withut carbnatin), and n added sweeteners ( 12 fl z); Other flavred and/r carbnated beverages ( 20 fl z) that are labeled t cntain 5 calries per 8 fl z, r 10 calries per 20 fl z; and Other flavred and/r carbnated beverages ( 12 fl z) that are labeled t cntain 40 calries per 8 fl z, r 60 calries per 12 fl z.

7 Side by Side f TPSNP and USDA s Interim Final Cmpetitive Fd Rule Intrductin The Texas Public Schl Nutritin Plicy (TPSNP), established in 2004, addresses fds served r made available in the Natinal Schl Lunch/Schl Breakfast Prgrams, a la carte and cmpetitive fds fr all grades and cmpetitive fds and snacks sld utside f the schl lunch and breakfast prgrams, as well as the nutritin envirnment in Texas public schls. The U.S. Department f Agriculture s (USDA) interim final rule Nutritin Standards fr All Fds Sld in Schl, as required by the Healthy, Hunger-Free Kids Act f 2010 was released n June 28, The new standards apply t fds sld utside f the schl lunch and breakfast prgrams staring n July 1, Cmparisn The belw charts cmpares TPSNP and USDA s Interim Final Cmpetitive Fd Rule.
