He was permanently employed at the Norwegian Police University Collage in His field of research is social science. He is also administrative head of the Master study in police science. 3 Background Ci Crime prevention measures for a group of juvenile boys in a small Norwegian town (Skien). The boys were of different ethnic - between the ages of years. Crime had developed from typical juvenile offences to seriously violent and to some degree organized criminal acts For the boys, these acts resulted in repeated and prolonged prison sentences Tittel Dato

5 Project organization The project was identified, planned and developed based on the principles ples of coordination o of local crime prevention enterprises (SLT) Th d i f h j l h i The duration of the project was almost three years, it was named Gutteprosjektet The Boy s Project

6 Resources The idea was to mobilize existing resources that already were available The important task of coordinating, organizing and motivating the boys, was assigned to a project leader and a project assistant, both in full-time positions The project organization included a multidisciplinary The project organization included a multidisciplinary group of experts (Agency for local cultural affairs, the Child welfare authorities and the local police)

7 Result The primary goal was to intercept the development of a criminal career, and motivate them for education or employment. During the three years project period the police noticed a significant reduction in criminal acts By the end of the project, most of the boys were either in school or in a full- or part time job situation.

8 Evaluation Question; what methods and approaches used in the interaction with the boys led to this positive development? Six key themes are to be mentioned

9 1) Few people involved The two project workers act resourcefully as door opener, mentor, conversation partner, counselor, coordinator and more. That shielded the boys from having to relate to a large number of people. p

10 2. Establishing relationships of trust The project staff was available 24 hours a day. The boys were followed-up regardless of what situation they were in, even while serving prison sentences.

11 3. Guiding for handling everyday life The boys had to cope with their everyday problems and to be motivated to education and job training. Both the school and the work place are important arenas for socialization.

12 4. Local rooted The project operated on the boys home ground. This fact cause a confrontation with the childhood environment and the environment they still were a part of

13 5. Individual approach Each boy in the project, in different degrees, got an individual adapted and goal-oriented effort. As a result of this approach a negative common (gang-)identity was prevented.

14 6. Voluntariness The boys voluntary participated in the project. An important factor was to help the boys to see alternatives to a continued criminal career

15 The participation and role of the Police The engagement was made possible because the local police station in this town had its own crime prevention section. The police in cooperation with the prosecuting authority make seriously attempts t to finish and put the cases behind and form alternative criminal sanction that were linked to the super eminent objective for the project: finish school and get a job.
