24 Comments demonstrated a thorough understanding of the demands of the question explained logically the difficulties for the Hong Kong Government of achieving a broad consensus among citizens, showing a good understanding of consensus and the situation in Hong Kong presented his/her stance consistently demonstrated an ability to formulate a critical analysis on whether providing economic incentives is the most effective way by comparing economic incentives with other approaches, such as education and regulations provided an answer marred in parts with insufficient elaboration (e.g., in Part (a), the discussion of the difficulties with reference to the waste charging scheme could have been given in greater detail). Nevertheless, the overall performance exemplified the skills required for attaining Level 5. 24

39 Comments demonstrated a clear understanding of the concepts of sustainable development and quality of life was able to explain clearly and logically the relationship between some measures implemented under the sustainable development strategy on the quality of life in the long run, and among people in the same generation in different parts of China, with reference to the situation in China, though this was marred by a not-well supported analysis of a green lifestyle delineated the criteria for assessing the relative importance of the two development strategies in the question (e.g. the impacts on environmental quality and national image), and justified why environmental protection should take priority over economic development; though the discussion on the extent of agreement could have been put forth more clearly. Also, some examples were irrelevant. demonstrated an ability to think from multiple perspectives and to apply related concepts generally demonstrated a high level of analytical skills, and knowledge of the situation in China, exemplifying a Level 5 performance 39
