At the onset I would like to thank the last year s editors and congratulate the newly selected editors for the current year. Our first consideration is always in the best interest of the students. Our goal is to promote academic excellence and continuous improvement. I believe that excellence in education is aided by creating a learning environment in which all learners are supported in maximizing their potential and talents. Education needs to focus on personalized learning and instruction, while promoting an education system that is impartial, universally accessible, and meeting the needs of all students. It is of paramount importance that our learners have sufficient motivation and encouragement in order to achieve their aims. We are all very proud of you, our students, and your accomplishments and look forward to watching as you put your mark on the profession in the years ahead. The call of the time is to progress, not merely to move ahead. Our progressive Management is looking forward and wants our Institute to flourish as a Post Graduate Institute of Excellence. Steps are taken in this direction and fruits of these efforts will be received by our students in the near future. Our Teachers are committed and dedicated for the development of the institution by imparting their knowledge and play the role of facilitator as well as role model to our students. The Pharmacy profession is thriving with a multitude of possibilities, opportunities and positive challenges. DIPANJAN MANDAL HISTORICAL ARTICLE Virginia Apgar The American physician, Virginia Apgar is best known for developing the Apgar Newborn Scoring System (better known as the Apgar Score ), a simple, quick method for judging newborn viability. The newborn s appearance color, reflex irritability, muscle tone, and respiration are assessed one minute and five minutes after birth; low scores indicate possible health issues. The test has saved countless infants, laid the foundations of neonatology and caught potentially grave conditions. She was one of Columbia University s first female M.D.s and one of the first American women to specialize in anesthesia. Life and Career: Apgar was born on 7 June 1909 in Westfield, New Jersey. Belonging to a family of amateur musicians, Apgar enjoyed playing violin and other instruments, and became a skilled musician. A Mount Holyoke graduate, Apgar was one of a few women to complete her graduation during the 1930s from Columbia s College of Physicians and Surgeons (1933). In 1937 she successfully completed a residency in surgery at Columbia. However, she was dejected from practicing surgery by Dr. Allen Whipple, the chair of surgery at Columbia. She finished her training in anesthesia and returned to Columbia in 1938 as director of the newly formed division of anesthesia. In 1938 she accepted the position of the director of anesthesiology at Columbia-Presbyterian Medical Center-the university s first female department head. Also, she became Columbia s College of Physicians and Surgeons first professor of anesthesiology in 1949 (a post which she held until 2

4 1959), while she also did clinical and research work at the affiliated Sloane Hospital for Women. In 1949, Virginia Apgar came up with the Apgar Score System (presented in 1952 and published in 1953), which became popular in the United States and elsewhere. Before her discovery, babies at birth were assumed to be in good health unless they exhibited some obvious suffering or imperfection: needless to say, internal deficiencies (e.g., circulatory or respiratory) could be missed, resulting all too often in death. Because Apgar realized that Birth is the most hazardous time of life, she designed a system for quickly and accurately assessing a baby s health in the crucial minutes after birth. While examining the system s effectiveness, Apgar found out that cyclopropane as an anesthetic for the mother had a harmful effect on the infant, and due to which, its use in labor was put to an end. In 1959, Apgar obtained a master s degree in public health from Johns Hopkins and also the executive position with the March of Dimes. In that capacity, she worked hard to improve the healthcare of infants and children. For the next 14 years, until her death, Apgar served as an activist, fund-raiser and an instructor. In 1995 she was introduced into the National Women s Hall of Fame. Agpar published sixty scientific papers. Her book Is My Baby All Right? (1972), co-written with Joan Beck became a popular parenting hardback. Death: Virginia Apgar died as an unmarried lady on August 7, 1974, at Columbia-Presbyterian Medical Center. The Virginia Apgar Award is given every year by the American Academy of Pediatrics for stupendous contributions to the field of perinatal pediatrics. 3

5 NEWS UPDATE New structural studies reveal workings of a molecular pump that ejects cancer drugs: (24 th February, 2017) Sometimes cells spit out things we don't want them to -- like medications. Researchers have determined the three-dimensional structure of a tiny pump that expels, among other things, chemotherapy agents. This new knowledge could lead to the design of more effective drugs. New risk factors for anxiety disorders: (24 th February, 2017) Several newly discovered variants of a gene increase the risk of developing anxiety disorders. A research team aims to derive new therapies from this finding which are better tailored to the individual patients. New nano approach could cut dose of leading HIV treatment in half: (24 th February, 2017) Successful results have utilized nanotechnology to improve drug therapies for HIV patients. Intensive lowering of systolic blood pressure would prevent 107,500 early deaths per year: (23 th February, 2017) Intensive treatment to lower systolic (top number) blood pressure to below 120 would prevent 107,500 early deaths per year in the United States, according to a new study. Heart risks in middle age boost dementia risk later in life: (22 nd February, 2017) Heart disease risk factors in middle age were associated with an increased risk of dementia in later years. Smoking, high blood pressure and diabetes were all dementia risks, with diabetes in middle age raising the risk almost as much as a genetic risk factor 4

6 for Alzheimer's disease. Some risk factors had a different impact in black and white participants, while genetics and smoking had a greater impact in whites. New discovery is a step towards developing Huntington's disease treatments before symptoms appear: (22 nd February, 2017) Early warning signs of Huntington's disease have been uncovered in sheep carrying the human HD mutation, leading the way for new insight into this devastating illness, a new study has found. Depression puts psoriasis patients at significantly greater risk of psoriatic arthritis: (22 nd February, 2017) Psoriasis is a lifelong disease that is associated with significant cosmetic and physical disability and puts patients at increased risk for many major medical disorders. A multidisciplinary team of researchers has found that psoriasis patients who developed depression were at a 37 percent greater risk of subsequently developing psoriatic arthritis, compared with psoriasis patients who did not develop depression. tdcs combined with computer games at home reduces cognitive symptoms of multiple sclerosis: (22 nd February, 2017) A new study reports that participants with multiple sclerosis who used tdcs while playing the cognitive training computer games designed to improve information processing abilities showed significantly greater gains in cognitive measures than those who played the computer games alone. Importantly, the participants completed the cognitive training and tdcs while at home. 5

7 Exercise can significantly improve brain function after stroke: (22 nd February, 2017) Structured physical activity training after a stroke effectively improves brain function. Training that lasts as little as 12 weeks can be an effective treatment to limit cognitive decline following a stroke. Exercise can improve brain function in chronic stroke patients. Successful insomnia treatment may require nothing more than a placebo: (21 st February, 2017) A new study indicates that successful treatment for insomnia may not actually require complicated neurofeedback (direct training of brain functions). Rather, it appears patients who simply believe they're getting neurofeedback training appear to get the same benefits. For detail mail to editor KNOWLEDGE BASED ARTICLE Louisiana drug and dietary supplement maker ordered to cease operations due to federal violations U.S. District Judge Robert G. James for the U.S. District Court for the Western District of Louisiana entered a consent decree of permanent injunction against Pick and Pay Inc./Cili Minerals, a manufacturer and distributor of drugs and dietary supplements, and its owner, Anton S. Botha, requiring the business to immediately cease operations until it comes into compliance with federal laws. The complaint, filed by the U.S. Department of Justice, sought a permanent injunction against the company and its owners for unlawfully manufacturing and distributing unapproved new 6

8 drugs, misbranded drugs, adulterated dietary supplements and misbranded dietary supplements. The company and its owner marketed their products online at and They also sold their products through a retail location in Lafayette, Louisiana. The FDA works with companies to ensure their processes comply with the public health requirements in our laws and regulations, said Melinda Plaisier, FDA associate commissioner for regulatory affairs. But when a company refuses to comply, we will take enforcement action. The FDA inspected Pick and Pay Inc./Cili Minerals four times since During the inspections, the FDA found Pick and Pay Inc./Cili Minerals was manufacturing and distributing misbranded and unapproved new drugs as well as misbranded and adulterated dietary supplements. The defendants marketed their products with claims that they could treat medical conditions such as cancer, cardiovascular disease, multiple sclerosis, autism, bipolar disorder, brain injury and epilepsy. The FDA has not approved Pick and Pay Inc./Cili Minerals drugs for any use. During the inspection, FDA investigators also found numerous violations of the agency s current Good Manufacturing Practice (cgmp) regulations for dietary supplements, including failing to establish specifications for dietary supplement components and failure to test or verify that components and finished products meet product specifications for identity, purity, strength or composition. Because the defendants failed to follow cgmp regulations, their dietary supplements are adulterated under the Federal Food, Drug, and Cosmetic Act. In May 2015, the FDA issued a Warning Letter to Pick and Pay Inc./Cili Minerals for similar violations. The consent decree prohibits the company and its owner from marketing and distributing misbranded or unapproved new drugs and adulterated or misbranded dietary supplements. Before the company and its owners can resume operations, they must, among 7

9 other things, recall and destroy their existing stock of drugs and dietary supplements, hire labeling and good manufacturing practices experts, and receive written permission from the FDA to resume operations. Pick and Pay Inc./Cili Minerals is based in Lafayette, Louisiana. The FDA, an agency within the U.S. Department of Health and Human Services, protects the public health by assuring the safety, effectiveness, and security of human and veterinary drugs, vaccines and other biological products for human use, and medical devices. The agency also is responsible for the safety and security of our nation s food supply, cosmetics, dietary supplements, products that give off electronic radiation, and for regulating tobacco products. Jeenatara Begum Assistant Professor GNIPST DISEASE RELATED BREAKING NEWS Human infection with avian influenza A(H7N9) virus China: (22 nd February, 2017) On 4 February 2017, Taipei Centers for Disease Control and Prevention (CDC) reported one laboratory-confirmed case of human infection with avian influenza A(H7N9) virus. This is the fifth human case with avian influenza A(H7N9) virus reported from Taipei CDC. 10 DRUGS UPDATES FDA Approves Siliq (brodalumab) for Plaque Psoriasis: (15 th February, 2017) The U.S. Food and Drug Administration approved Siliq (brodalumab) to treat adults with moderate-to-severe plaque psoriasis.
