Meeting Minutes Minutes from May 7, 2015, were approved; Gina Cuclis abstained. July Summer Recess It was voted on and approved to cancel the July 2, 2015 meeting. Correspondence Cuclis: We received a letter from Michelle McGary, chair of the Coalition for a Tobacco- Free Sonoma County. The Coalition felt the community was not well represented at the Board of Supervisors meeting; and has asked the advisory board, as individuals, to contact the Board of Supervisors in support of the ordinance; or attend the next BOS meeting. The MCAH Advisory Board has already sent a letter to the Board of Supervisors in support of the Tobacco Retail License Ordinance.

2 Clemmer: The Public Policy Institute of America just put out a report in May. The cigarette tax in California has drawn support, with seven out of ten Californians favoring increasing taxes on cigarettes. Dental Health Update Kim Caldewey gave an update on the status of dental health in Sonoma County and the fluoridation of drinking water in Santa Rosa. The fluoridation of drinking water issue did not go to the Board of Supervisors in May, and will not go back on the agenda before July. The Department of Health Services is working with the County Administrator s Office to determine an agenda date. DHS has created the Five Pillars of Dental Health, which include community water fluoridation, access, community education, fluoride varnishes, and sealants. As part of the work to assess if water fluoridation is feasible through Sonoma County Water Agency, the County: Hired an engineering firm for a cost estimate and a preliminary design Hired an environmental toxicologist to look at the fish, particularly the endangered and threatened species of salmon, in our waterways Created a cost estimate for tooth decay prevention and treatment Studied health and safety of fluoridation levels in community water for humans The Fluoridation Advisory Committee read the reviews and smile surveys; two recommendations were made: 1. How to put together a funding package of $4.5M to construct a fluoridation adjustment program; and maintain the program at $580,000 a year (about $1 per person/year). 2. There is a high return on investment for public health; this assessment is supported by the Center for Disease Control. On September 25, 2015, there is a Dental Health Summit at the Vintner s Inn, with Dr. J. Kumar and Dr. Karen Milman presenting. Presentation Donna Newman Fields presented Marijuana Public Health and Safety. The Department of Health Services is part of the Sonoma County Prevention Partnership, which is part of the Alcohol, Tobacco and Violence Prevention Partnership. Within this group is a Marijuana subcommittee, which includes MCAH staff, law enforcement, school officials, community coalition participants, and the agricultural community. The marijuana subcommittee focuses on public health and safety issues, rather than medicinal use or whether marijuana should be legalized for recreational use. Many of the members of this subcommittee are available to advise and provide technical support on the effects of marijuana. The group is trying to stay up to date on what is happening nationally. 3 Teen and young adult problems with brain development Animals Environment Edibles School-based parent education is an opportunity to reach students and parents through the program. Project Success Plus has been vetted by the subcommittee; it is an early intervention program used in many schools within Sonoma County. With this program, there is an opportunity to reach students, teachers and parents, and share with them the potential harm of marijuana. There are a number of online resources, including videos (see attached presentation slide 4 for links). Additionally, the Partnership for Drug Free Kids produces literature on how parents can talk to their children about marijuana and the questions they may ask. There is also a pamphlet on marijuana facts for teens created by the National Institute on Drug Abuse. Another video shown was a trailer for The Other Side of Cannabis: Negative Effects of Marijuana on Our Youth. DHS Health Policy Planning and Evaluation has a copy of the movie if anyone wants to watch it. There are also classroom activities to go with the documentary. At the local level, CPSP does trainings on marijuana use during pregnancy. There was also a summit held by six northern California counties, which resulted in a marijuana policy statement for retaining and maintaining local control over policy, revenue, taxation, the environment, and economics. It was signed by Supervisors Susan Gorin and David Rabbitt. The Board of Supervisors formed a marijuana ad hoc committee to look at the following issues, which they will start addressing in the summer of 2016: Medical marijuana stores Illegal grows on private property Illegal and legal grows at home The Sonoma County Fairgrounds hosts two marijuana events that includes THC-laced edibles. There are concerns about the events being called family friendly. One of the events had been banned due to garbage (the Cannabis Cup), and one has been allowed back: the Emerald Cup. Through the efforts of DHS, this event is now restricted to adults 18 and over; samples are not allowed; and smoking is allowed in designated areas only. At the state level, there are four marijuana legalization initiatives that may go on the 2016 ballot. The number of signatures needed is based on a percentage of voters who participated in the last election, which had a low turnout, thus it is likely they will be on the ballot. County Behavioral Health Directors Administration, a statewide group, has taken a position on youth safety, and there is a request that they include a statement regarding the dangers of prenatal exposure. Additionally, the Subcommittee is looking at creating a local version of the position statement. 3 of 5

4 Blue Ribbon Commission on Marijuana Policy is holding town hall meetings around the state. The focus of the discussions is on regulation once marijuana is legalized. There are about seven bills pending legislation that address different issues of regulation and medicinal use of marijuana. The California Department of Public Health had a statewide campaign for tobacco use. However, there is not a corresponding statewide campaign for marijuana use and counties are left to take local action. At the national level, Smart Approaches to Marijuana is an organization that takes a public health approach to policy making for marijuana use. One of their focuses is for marijuana to be grown for research purposes so that the effects are better understood. The impetus for this research is related to how medications are prescribed. Normally, medicine is not smoked, but dosed out in a way that can be regulated. The latest news in Colorado is that 31 cities voted not to allow recreational use. Marijuana edibles are still illegal at the federal level. The McClintock-Polis Amendment to Commerce, Justice and Science Appropriations Bill, if it had passed, would have stripped federal funds used to enforce federal drug laws and would have protected marijuana candy companies from regulation. However, it was determined that there is copyright infringement for food items that mimic nationally recognized foods and brands. The next steps in Sonoma County include: Expanding the marijuana subcommittee Updating the website Educating the public on marijuana issues so people can make informed decisions when voting Staying informed about the ad hoc committee and other county actions Public Comment None Staff Report The five-year action plan was submitted to the state. Through a year and a half of local research, we developed the plan, which includes trauma-informed data to better understand the underpinnings of the issues. We are waiting for state feedback for changes. We are currently developing annual reports for Maternal, Child and Adolescent Health; Fetal Infant Death Review; Adolescent Family Life Program; and SIDS. Rita Scardaci is retiring and MCAH programs may be impacted by the new director, once hired. There has been a media request of MIHA data. There are two free opportunities for ACEs: 4 of 5

5 June 11 with Dr. Robert Massy September 22 with Dr. Robert Anda, a co-researcher of the ACE study. Announcements Gina Cuclis: The Sonoma County Board of Education has money left over and is willing to pay for the printing of an e-cigarettes informational brochure for back-to-school packets.
