Young drivers are targeted through driving schools and specific mass media campaigns. 2 Start date 01/09/2000 End date Overall objective The drug department of the city Frankfurt, the addiction prevention center and the co-operation partners inform about the legal situation and the consequences of drugs in traffic in the regional surrounding field (Rhine Main area). A goal of the campaign is to sensitize young owners of a driving licence and young adults with the help of different materials and communication. The target group of the young road users is to be informed about the possible consequences of the new law and to be motivated for the examination and/or change of the own behavior. The principal purpose is the promotion of the sense of responsibility and the increase of the social authority of young drivers. A further goal is the lowering of the drug-conditioned accident numbers. Abstract The campaign "check who drives" is a component of the Frankfurt addiction prevention work, which is realized in interlaced form with many different co-operation partners. Principal purpose of the campaign is to sensitize the target group with the help of different materials and communication on the topic of "drugs in the traffic" and stimulate a behaviour change. To reach this, the sense of responsibility must be promoted and the social competence must be strengthen. Beside the target group of young owners with a driving licence, the campaign (regionally aligned to the Rhine Main area) contacts also learner-drivers and young road users, who (still) do not possess a driving licence. These groups above all are usually few sensitized for the handling of drugs in the traffic and are inclined to self over-estimation. In order to move possible proposals for solution (drivers remain clean, forming of driving communities, night penalty or taxi) into the consciousness of the target groups, the information channels of the young people were used. It was important to select not only a youth-fair language but also, to communicate the request in a positive surrounding field and to avoid an "instruction". The problem consciousness just of driving licence owners on a trial basis concerning the handling of drugs in the traffic is covered by self over-estimation. In order to reach the acceptance of the target groups about conscious behaviour in the traffic - not only for oneself, but also toward the other road user - it is necessary to improve the image of responsible drivers which don't take drugs. According to the consumer and perception habits of the young target groups a communication-mix was realised, which include several youth media. Printed media: The information brochure, which has the same name as the campaign "check wer fährt", accompanies the campaign for three years. It was reprinted five times and revised once. With so-called Edgar postcards (spread free of charge in many bars) the attention is focused particularly on the website of the campaign. The website " is updated regularly and inked with nearly all Frankfurt discotheques. In the years 2001 and 2002 on all large city

3 celebrations informations stands have been organized. In the year 2003 we were engaged in particular on the IAA (International car fair). For two years we offer information events in youth clubs. In these events suspension of driving licence and MPU (medical psychological investigation) were in the focus of attention. Since the winter semester 2003/2004 together with the professional school Frankfurt are offered practice/theory meetings under the title of the campaign. From the group of the participating students consulting teams in driving schools are built and in the context of theoretical instruction are organised two instruction units concerning the topic 'drugs in the traffic'. The media partners of the campaign are the youth radio transmitter HR-xxl and the news station Hr-1. The school range is likewise merged in different way. The subject teachers for road safety training and the drug consulting teachers treat he topic either in their classes using the instruction unit "check wer fährt" or project weeks are organized. The Alice Busteam, a prevention offer for the party scene, distributes the brochures in the context of their advisory activities in front of discotheques and on Raves. In the third year of the campaign we assume that the portion of those out of the target group, which have information at their disposal at least trebled and the portion of the young owners of driving licence, which drives under drug influence decreased slightly. Context and theory Initial situation At the beginning of the nineties in Germany the Techno-scene arose. One of the "centers" of this development was Frankfurt, where developed quite early well-known Techno-events and Raves have been organized. Simultaneous with the developing of the Techno-movement the use of synthetic drugs e.g. Ecstasy became visibly. Raver developed an leisure behavior which up to this time was unknown: Predominantly on the weekends they drove up to hundreds of kilometers, in order to get to favored event-places. In many cases these travels were undertaken, after party drugs (Cannabis, cocaine, Amphetamine, Methamphetamine e.g. MDA, MDMA, MDE, MDEA etc.) had been consumed. On the home travels many young adults were under the effect of drugs. This behavior was noticed, when the number of the so-called discotheque accidents increased. Many personal injuries were deplorable and with blood tests and autopsies traces of party drugs were found in the blood. The legislator reacted in the year 1998 to this development, by intensifying the 24a clearly and by taking up illegal drugs explicitly in the legal text. Since then driving a car with driving errors or accident is punished as irregularity, if certain drugs (Cannabis, cocaine, heroin, Amphetamine, morphine, synthetic drugs) are provable in the blood of the driver. A driving error with accident sequences, symptoms of deficiency or a traffic accident with personal injury under drug influence is rated as criminal offence (as before). Because of drunkenness in the traffic ( 316 Criminal Code) or traffic endangerment (315c Criminal Code) are threatening prison sentences or fines as well as driving licence withdrawal. Travels under drug influence in addition will create problems with the insurance protection. The redistribution of the driving licence can be

4 refused in the instance of repetition. In the beginning of the campaign (2000) 5-7 blood tests daily have been examined in the court-medical Institute of the University of Frankfurt in connection with the consumption of illegal drugs in the traffic. At the same time the number of inquiries of dismayed to youth and addiction advice- centers, to prevention centers and the Alice bus (1998= 29, 1999 = 48, 2000 = 67). It got clear that predominantly male young adults became conspicuous, thus new owners of driving licences after the legal reorganisation. Obviously this target group neither knew the new law situation nor the effect of drugs on the personal driving behaviour and the endangerment of the own health and of the other road user. Basic assumptions/theory At the age of years possible drug-and alcohol use did not solidify itself usually yet, many young people are in a experimenting phase, a behavior change is still quite probably.. Peer - groups affect the behaviour both negatively and positively. Only well informed teachers and coworkers in youth institutions are able to impart knowledge. 5 Specific objectives and outcome indicators Specific objective 1 The topic drugs and alcohol in the traffic must already start from the 15th-16th year of life, when young adults attain the scooter driving licence. In the appropriate classes in the school, and in the theoretical instruction of all driving schools it can be more strongly embodied. In at least 50% of the Frankfurt driving schools are used materials from the campaign "check who drives". At least 10% of the driving schools (5) participate in the Peer-project of the professional school. The instruction unit about drugs in the traffic is used at least 30 times in teaching classes. Per year at least 10 info-stands at celebrations and events and 5 info-events are accomplished in youth institutions. Outcome indicator 1 Quantitative measurements of the knowledge of effects of drugs in the traffic before and after information events in schools and youth institutions, at multiplicator events and consulting teacher trainings. Specific objective 2 The teachers and coworkers of youth institutions are put into the position to treat the topic "drugs in the traffic" with pupils and young adults by suitable information materials. The goal is a critical discussion of the topic and a knowledge increase. All 150 Frankfurt drug consulting teachers annually trained and provided with the most current information material, at least 25% of all employees from youth institutions will be trained. Altogether 2400 brochures were distributed at Farnkfurter schools purposefully by chief instructors. The in the context of the campaign compiled instruction unit was used 44 times in the first year and 23 times in the second year. With an average number of 26 pupils per class about 1044 pupils could be informed intensively in the first year and in the second year 600. All Frankfurt drug consulting teachers participated in training courses (100%). From the Frankfurt driving schools 56% used theoretical instruction materials from the campaign, 84% of these driving schools want even to take part in further projects. Since the summer term of 2004, students in social pedagogy have been trained for assignments in driving schools. In pairs, they visit these schools and teach during the theory classes.
