1 UNICEF Mali Situation Report June 2013 HEADLINES Mali is now listed among the 21 countries known for grave violations against children during armed conflict, according to the Special Representative of the Secretary-General for Children in Armed Conflict. This report is one of three published this month focusing on the negative impact of the conflict on the well-being and protection of Malian children. UNICEF and the Ministry of Education visited Gao and Timbuktu this month to highlight the continued return of administrative and social services to the North. Over half (54%) of northern schools are operational, though more needs to be done before the start of the next school year to ensure schools are ready to welcome children back to the classrooms. Mali is one of only 28 countries that have not eliminated maternal and neonatal tetanus, a disease which is preventable with the administration of a vaccine. UNICEF is scaling up efforts to limit the transmission of the deadly disease with the launch of a second round of tetanus vaccinations this month, targeting 1,407,000 women aged 15 to 45 years. The cholera outbreak in Gao has been contained. UNICEF, in partnership with the Ministry of Health, World Health Organisation and other actors responded at the onset of the first cases to provide immediate cholera prevention activities in the affected communities. UNICEF has signed Memorandums of Understanding (MOU) with the World Food Programme and World Health Organisation this month, enabling better collaboration and coordination in the areas of health, nutrition and WASH. At least two more MOUs are to be signed in the near future, further solidifying UNICEF s role in responding to humanitarian needs across sectors in Mali. UNICEF Mali requires US $81.9 million to respond to humanitarian needs in Mali. So far, only 39 per cent (or $24.8 million) of the required funding has been received. The security situation across Mali remains stable but volatile and largely unchanged since the last situation report. In Ouagadougou, Burkina Faso the government of Mali signed an accord with armed separatist groups who have maintained control over the region of Kidal since April The agreement will remove the last major obstacle ahead of the presidential elections scheduled for 28 July and has put in place a process through which Mali s military has been able to return to Kidal. On 24 June and in line with the agreement, a mixed brigade of Malian troops and troops from the UN Multi-dimensional integrated stabilization force in Mali (MINUSMA) arrived in Kidal along with government authorities. United Nations Secretary-General Ban Ki-moon announced the nomination of Rwandan General Jean Bosco Kazura as the Force Commander of MINUSMA. For the first time since the start of the crisis, more people have returned to the North than have headed south, according to the International Organisation for Migration. Some 9,000 people have returned home as part of a trend that has likely been due in part to the recent end of the school year in the south of Mali. UNHCR has also reported an increase in movement of Malians from Niger and Burkina Faso back to their country. Nearby the town of Konna, in Mopti, five children became the latest casualties of an explosive remnant of war (ERW) explosion, resulting in the death of one of the children. A ceremony to celebrate the Day of the African Child took place at the Malian Congressional Palace this month. The interim President of Mali participated in the ceremony, which included the delivery of a speech by UNICEF Mali Representative. The SMART nutrition survey in Gao is now complete, carried out with support from UNICEF, WFP, the government of Mali and Nutrition Cluster partners. Data from the survey has been analysed by UNICEF and provided to the government, which is expected to finalise findings by early July. A SMART nutrition survey is being planned in the South in the regions of Mopti, Bamako, Ségou, Kayes, Sikasso, and Koulikoro. The conclusions of these two surveys are extremely important as they will allow an update of the data on nutritional status of children under 5. Three reports were issued this month, focusing on child protection and highlighting the need to develop systems for collecting information and monitoring the situation. Such a system would permit better planning to respond to the needs of children to ensure their protection. The reports are as follows: o The annual report of the UN Secretary General on Children and Armed Conflict 1 which listed Mali among the 21 countries in which grave violations have been committed 1 2

3 o o against children, notably in Mali the recruitment and use of children and sexual violence by Malian armed groups. 2 A report by Amnesty International3 was published this month, and laid out the preliminary evidence on human rights violations in Mali, including the violations of children s rights in conflict zones. A report by the organization Watchlist4 focused on the situation of children in the Malian conflict. Watchlist highlights the number or reports of people in the communities confirming the occurrence of the six grave child rights violations, in particular the recruitment and use of numerous children in armed forces and groups as well as sexual violence (early and forced marriage in particular) and the occupation of public buildings including schools. INTER-AGENCY COLLABORATION The MOU with WHO details the priority actions for the emergency response, common strategies and the distribution of work between the two agencies for the sectors of Health, WASH and Nutrition. Priorities include the revitalization of health centers and hospitals, improvement and management of WASH services in health facilities and also the implementation of advocacy, policies and strategies in nutrition. The MOU with WFP reinforces the collaboration between the WFP-led Food Security Cluster and the UNICEF-led Nutrition Cluster. Because the challenges that these two sectors face in Mali are closely linked, the MOU has been signed with the aim of bringing together the two lead agencies working on nutrition to better ensure a positive outcome when working through constraints and developing a coordinated response. A Real-Time Evaluation took place over two weeks in June, looking at all aspects of the UNICEF Mali country office response to the current crisis. Findings have been shared within UNICEF at the local, regional and headquarters levels. A draft report is in process and a longer report will be finalised toward the start of July. UNICEF presented plans of action for the annual work plans from each section to the Ministry of Planning on 17 June. Each of the sections work plans received informal endorsement from the government of Mali. UNICEF in Mali has partnership agreements with 23 organisations and agreements with eight other organisations in the pipeline. UNICEF has signed partnership agreements (both development and emergency) amounting to $22.2 million. UNICEF also works with government institutions to finance activities and supplies. In June, US$1.4 million new funding has been received from Australia for nutrition. EDUCATION UNICEF and partners programming (with UNICEF financial/technical support) To support the resumption of school in the North, UNICEF (through partners) has distributed additional school supplies and teaching materials. So far 56,728 students have benefitted from such educational supplies. In June, UNICEF partners Save the Children and APADL distributed learning and teaching materials for 14,892 conflict-affected children and 329 teachers in Mopti (Konna, Douentza, and Sévaré); and Timbuktu (Dire, Goundam). They also distributed Early Childhood Development kits and user guides for 142 young children and 14 educators in Gao. UNICEF, Save the Children and the Ministry of Education have provided support and training for 352 teachers in the areas of pedagogy of large groups, psychosocial support and remediation in Mopti and Timbuktu. The objective here is to ensure the well-being and quality education to affected children. To date, 1,509 teachers have received support in terms of psychosocial support training and 155 on themes related to pedagogy of large groups and remediation. Revitalizing children s committees in schools remains a viable strategy to encourage children to better understand their rights and to promote peace and tolerance at school. In the regions of Gao and Mopti, UNICEF has established 18 children s committees in partnership with Save the Children. Education Cluster 5

6 According to the Education Cluster, schools in Gao, Timbuktu and Kidal continue to open, with 580 primary schools functioning out of 1,079 in the regions. Some 112,166 students are being taught by 2,478 teachers in these schools. Providing teaching and learning materials and relevant teacher training on education in emergencies remains a critical priority for conflict-affected schools in the north. To date, Education Cluster members have distributed school kits to 93,004 crisis-affected children in Mali for the school year (including an additional 26,224 students in the month of June alone). Partners have also trained 3,412 of 12,500 teachers on thematic issues related to Education in Emergencies including psychosocial support, pedagogy of large groups, peace education and remediation classes. In late June, Cluster partners WAGYA, CARITAS, Plan-Mali, Right to Play and Save the Children organized remediation courses for 187 displaced secondary school students in Ségou region preparing to pass final exams. With schools continuing to re-open in the North, responding to the food security crisis through the provision of school feeding programs is critical to effectively promote the return and retention in school of conflict-affected school-aged children. Cluster partners have successfully implemented school feeding programs for 278 schools in affected regions (to date Education cluster partners have supported 832 schools in Mali). Support to the reopening of all schools in the North is jeopardized by on-going insecurity in rural areas of Gao and Timbuktu and throughout Kidal. Lack of funding through the Humanitarian Appeal limits the Cluster s ability to respond effectively. To date, the cluster has received 13 per cent of the requested funds through the 2013 CAP. CHILD PROTECTION UNICEF and partners programming (with UNICEF financial/technical support) UNICEF continues to carry out child protection outreach sessions and case management trainings across Mali. In June, 24 people (including 10 women) from the services of the government, civil society and NGOs are being trained/sensitized with the support of UNICEF in collaboration with the Regional Directorate for the Promotion of the Family and the NGO Family Care International. In June, UNICEF identified 279 cases of gender-based violence, including 220 girls / women and 59 boys / men were identified in Mopti, Koulikoro and Bamako districts amongst the IDP population. Of the total, there were 37 survivors rape and 38 survivors of physical violence. Some 185 survivors received support, of which 109 survivors received medical assistance and 76 received psycho-social support. Several GBV public outreach sessions were carried out in schools in Mopti and Bamako involving 114 students and 60 officials who work in the education sector. Education on the risks of unexploded mines continued this month. Sensitization sessions were held in Mopti (including in Konna where an ERW explosion occurred this month) and Timbuktu (in Nyafenke, Timbuktu city and Dire). UNICEF is currently discussing with the Minister of Justice and other government officials to determine how best to treat the caseload of children associated with armed groups and forces who are currently detained in a youth detention center. UNICEF has provided information to 10 government actors who are implicated in the detention, transfer and care for these children. UNICEF continues to work together with the relevant actors, including the gendarmerie, legal actors, UN entities and civil society groups. Child Protection sub-cluster This month, progress has been made concerning the development of protection programmes in Gao and Timbuktu. The UNICEF-led child protection sub cluster lead and IM officer conducted a mission in Ségou. This effort was able to provide support to the regional humanitarian coordination structure to reinforce coordination with child protection actors. To date, 83,602 children and 59,616 adults have benefitted from Child protection sub-cluster activities. Major activities include public outreach sessions 5 (76 per cent of total beneficiaries), 5 Awareness sessions include including MRE, GBV and other topics The Child Protection sub-cluster is working on developing a system to extract disaggregated information on the specific types of awareness sessions conducted. 6

7 psychosocial and recreational activities (21 per cent of total beneficiaries), referral services (medical/legal) and identification, documentation, tracing and reunification (IDTR) services. These activities are carried out in six regions of Mali (three in the North/three in South). Financial support as well as the broadening the overall response to better adequately respond to problems and needs identified. Plan Mali is planning to establish 31 Child Friendly Spaces, including six in Ségou, nine in Mopti, and sixteen in Timbuktu. There are currently 13 open. Activities in the CFS include recreational activities for children and outreach activities for children to help build up resilience. The Child Protection sub-cluster team visited Ségou to strengthen coordination in the run-up to the establishment of these CFSs. WATER, SANITATION AND HYGIENE (WASH) UNICEF and partners programming (with UNICEF financial/technical support) While the cholera outbreak has been contained, preventative measures are still being taken by UNICEF in collaboration with the government. Prevention remains key at this stage, because an outbreak of water-borne diseases is still highly possible, especially in lieu of the present rainy season. This month UNICEF has contributed to the coordination and setup of prevention activities over a wider area on the Gao-Labezenga axis (on the border with Niger) which included the distribution of cholera prevention kits, household water treatment products and mass hygiene promotion. More specifically, UNICEF has donated supplies to Solidarités International, ACF and IRC. To date 12,800 hygiene kits, 40 sprayers, 16 HTH drums, 57,600 cholera brochures and 100 cholera image boxes have been distributed through these partners. A national communication plan (radio, television, SMS) has been developed by the Ministry of Health, National Health Directorate and UNICEF, including ten messages for cholera prevention. The implementation of this national communication plan is scheduled for four months from 1 June to 30 September. WASH Cluster WASH Cluster partners are actively undertaking cholera prevention activities including disseminating cholera prevention messages, training community leaders, chlorinating water systems and distributing household water treatment products and reinforcing WASH conditions and staff capacity in health-care facilities. To date 5,790 hygiene kits have been distributed in the cholera affected area of Gao. In addition 310 cartons of PUR, 450 kg of chlorine HTH, 18 cartons of disinfectant and 16 sprayers have been distributed to health-care facilities. The water shortages in Gao town have improved with the arrival of a team of SOMAGEP technicians and the replacement of two broken water pumps. An additional five pumps and financing for fuel and maintenance have been provided by the government of the Netherlands. There is still much to do to repair the damage from illegal connections, repair the water treatment works, and reinforce the electricity supply so that the pumps continue to function. Since January 2013, 633,270 people have received temporary access to potable chlorinated water through temporary interventions including chlorination of water networks, supply of fuel, distribution of aquatabs or water trucking. At the same time, 80,750 people have received permanent access to an improved potable water source through the construction of 31 new water point water sources and the rehabilitation of 121 point water sources. In addition, 59,146 hygiene kits have been distributed to 354,800 people. The presence of WASH partners ensuring the Minimum WASH package in the CSCOMs remains very low at 14.5 per cent. Many CSCOMs are situated in areas that have been identified as having an extreme cholera risk not covered. Funding continues to be the biggest challenge for the WASH Cluster and its partners. To date the WASH Cluster is the lowest financed cluster having received only US$ 6.3 million, or 11.6 per cent of the requested funds. HEALTH UNICEF and partners programming (with UNICEF financial/technical support) As of 23 June, 618 cases of measles have been reported, an increase in 41 cases since the last month. Of the new cases, at least 26 were children and 6 were reported in the North (in Gao). In 7

8 2013, 12 people have died from measles, a number that has not changed since April. Compared to last year, there are more overall deaths from measles but the death rate has dropped from 2.3 per cent to 1.9 per cent this year. In response the ongoing transmission of measles across the country, which affected the North in the first part of 2013, UNICEF and Health Cluster members are extending the response to the rest of the country with an immediate priority emphasis on the six communes of Bamako. UNICEF has procured 270,000 doses of measles vaccine to replenish stocks of the vaccine that are expected to arrive mid-july. 9 The content of the inpatient kit, containing the major drugs and renewable necessary for the treatment of severe malnutrition with complications, has been finalized and the kit is being ordered to UNICEF Copenhagen Supply Division. Distribution of equipment, job aids and anthropometric material for stabilisation centres and OTPs in all the districts of the six regions of southern Mali has started in June. In June, joint IMAM supervisions were held by UNICEF, the National Division of Nutrition, the regional and district health authorities in the region of Koulikoro (districts of Koulikoro and Ouelessebougou), Mopti (districts of Bandjagara and Djenné) and in Ségou (districts of San and Macina). The REACH (Renewed Efforts Against Child Hunger and Undernutrition) technical group met in June with the four heads of UN agencies (FAO, UNICEF, WHO, WFP), allowing the latter to communicate on the elaboration of the multisectoral nutrition plan. On 20 June, the elaboration process of the multisectoral nutrition plan was launched. Working groups organized in 13 themes which will result in the first draft of the multisectoral nutrition plan will be established. The elaboration of the multisectoral plan results from the adoption of the national nutrition policy adopted in January Nutrition Cluster The estimated number of children under 5 at risk to URENAM New Admissions suffer from acute malnutrition in 2013 is 660,000, including 210,000 with severe acute malnutrition (SAM) URENAS New Admissions URENI New Admissions and 450,000 with moderate malnutrition (MAM). Nutrition Cluster has redefined its objectives until the end of the year in terms of management of acute 47,701 malnutrition taking into account the current physical coverage of operational partners, level of funding, existing structural constraints and risk or threat 26,457 envisaged by the end of The Nutrition Cluster 8,941 estimates that 60 per cent of all under 5 children at risk 5, ,715 of acute malnutrition will be reached, meaning 395,000 children, of which 270,000 will suffer from MAM and 125,000 from SAM. NORD SUD Source : NGOs Source : DNS/DN Between 1 January to 16 June, some 91,791 acutely malnourished children were admitted in Nutritional Rehabilitation Units (southern regions: 76,873 / northern regions: 14,918). Cases of children suffering from severe acute malnutrition with complications represented an average of 9 per cent of all new SAM admissions or 3,130 children. The Nutrition Cluster expects an increase in the coming weeks of the number of new admission registered, as the lean season begins. In June 2013, the Nutrition Cluster and DNS/DN participated in two Nutrition sub-cluster meetings in Koulikoro and Mopti regions. The mapping of operational partners in nutrition in both regions has been updated; recommendations have also been edited regarding the new monthly and weekly reporting formats for use by Health Districts and Regional Health Authority. The financial requirements for Nutrition have been revised upwards in the Mali CAP mid-year review. The Nutrition Cluster Action Plan was amended, a goal was added: "Ensuring a coherent and cross - sectorial coordination to support the process of gradual recovery of health activities in the three northern regions of the country" and an activity "Implementation of three rounds of screening and active mass (June, September and November 2013) in all health districts supported by partners." HIV / AIDS The HIV/AIDS sub-cluster has begun to plan re-implementation of activities in the North, although a lack of human resources continues to hinder the response. UNICEF continues to support the government s efforts to return health workers to the North. C4D Réseau des Communicateurs Traditionnels pour le Developpement (RECOTRADE) carried out C4D activities in 33 vulnerable health districts in the regions of Kayes, Koulikoro, Ségou, Mopti, Sikasso, Gao, Kidal and Timbuktu, Essential Family Practices (EFP) were promoted 6,082 religious and community leaders were trained on EFP promotion, 23,688 households were visited by local traditional communicators, 9,026 group discussions took place with 51,407 participants. Some 2,126 IDPs were also educated. 9

10 Association de Soutien au Développement des Activités de Population (ASDAP) carried out C4D activities in the health districts of Bla, Niono, Koro, Djenné and Koutiala (regions of Ségou, Mopti and Sikasso) conducted 1,633 educational group discussions on EFP and infant and young child feeding. They also provided 1,192 counselling sessions, 3,131 house visits and 15 community dialogue sessions for 61,331 beneficiaries (33,402 women; 7,068 men; 13,876 young women; 6,985 young men under 19 years). UNICEF, in partnership with the government and civil society, launched a national media campaign on cholera prevention and treatment. Disseminating 936 messages via radio, television, SMS text and through community mobilisers. SUPPLY AND LOGISTICS From 15 May to 15 June UNICEF Mali has distributed in total 202 metric tons (MT) of emergency supplies, of which 130 MT to the North and 72 MT to the southern Mali. In the North, Education, Health, WASH and Nutrition supplies were distributed to Gao, Timbuktu, Ansongo, and Dire towns through UNICEF partners ALIMA, ACF IRC, Solidarités and Academy Timbuktu. In the South, Education, Health, WASH and Nutrition supplies were distributed to Mopti, Kayes, Ségou, Macima, Kangaba, Kolokani, Banamba, Macina and Markala to NGOs and several academies in Ségou, Macima, Banamba, Bla. HUMAN RESOURCES In January 2012 at the beginning of the crisis, the country office had a total of 108 staff employed. As of 18 June 2013, the office has 173 staff including six stand-by partners (Save the Children, DRC, NRC and Cornell University), consultants and UNICEF staff on support mission.
