1 UNICEF Mali Situation Report HEADLINES February 2013 On 10 February 2013, French and Malian troops successfully retaliated following a surprise attack by armed militant groups in the town of Gao. It is feared that rebel groups, who are hiding in the bush and desert, will engage in further guerrilla attacks. In February, two suicide bombings took place on separate occasions at a checkpoint in Gao. A car bomb also exploded on 26 February in the town of Kidal. On 7 February, the Ministers of Justice, of Women, Children and Family Affairs, of Internal Security, and of Defense, signed the Inter-ministerial Circular on the Prevention, Protection and Return to Families of Children Associated with Armed Forces and Groups. UNICEF provided technical inputs to this important document. To increase the capacities of host schools accommodating displaced children, UNICEF is installing 10 temporary learning spaces in Mopti in five host schools by the end of February, supporting the return to education for 3,992 students. In February, UNICEF supported the Ministry of Education to organize a workshop with key members of the Malian education sector on the conditions for the resumption of education activities in conflict affected areas. On 31 January 2013 the Renewed Efforts Against Child Hunger and Under-Nutrition (REACH) and Scaling Up Nutrition (SUN) initiatives were officially launched in Mali. Due to the continuing crisis, UNICEF Mali has requested a one-year extension of its Country Programme. In the meantime, the country programme approach has been revised to integrate humanitarian action and the development agenda, to build stronger community resilience and to foster peacebuilding. Vulnerability is highest among displaced populations, children under age 5 and women and is increasing within host communities. Some 25,000 internally displaced students in the country s south are in need of access to education. To respond to these and other needs throughout 2013, UNICEF has called for US$82 million. 1

3 INTER-AGENCY COLLABORATION There have been a broad number of multi-sector rapid assessments conducted by NGOs, with these assessments compiled and analysed through the clusters. Key findings include the high burden of unexploded ordinance in and around conflict affected communities. A summary of the rapid assessment findings can be found at: A mechanism for civil-military coordination has been put in place through OCHA, and UNICEF has worked through this mechanism to send humanitarian supplies to Gao and Kidal in February On 31 January 2013, the Renewed Efforts Against Child Hunger and Under-Nutrition (REACH) and Scaling Up Nutrition (SUN) initiatives were officially launched in Mali, supported by the Ministry of Health, UNICEF, WFP, WHO, FAO and other partners. One initial task of this partnership will be to develop an integrated five year plan ( ) to respond to the on-going crisis. UNICEF has is finalising Memorandum of Understanding with WFP and WHO to coordinate efforts at the policy level and in the field to respond to the food/ nutrition crisis and complex emergency. These will include efforts to roll out the SUN initiative nationally and to revitalise health systems as the government gradually returns to north Mali. The UNICEF WASH team will complement actions in schools, including school canteens, working with FAO and WFP to design a pilot program where an INGO implements a comprehensive approach on Food security and WASH to tackle malnutrition. UNICEF is working with WHO on three WASH initiatives: reactivation of the cholera taskforce; a workshop on operations and maintenance of WASH services in Health Centres and communities; and a second meeting with all relevant national entities on defining a coherent national water quality monitoring strategy and implementation plan. UNICEF EMERGENCY RESPONSE NUTRITION UNICEF and partners programming (UNICEF financial/ technical support) For 2013, the estimated caseload of under-five children suffering from severe acute malnutrition (SAM) is 210,000 country-wide (SMART 2012). Based upon health service/ngo coverage, UNICEF and Health Authorities are planning 125,000 new admissions of children with SAM to nutrition treatment programmes. The UNICEF Nutrition programme and the National Nutrition Department of the Government are developing a computerised database to automatically compile community-based management of acute malnutrition (CMAM) information through routine services from monthly tally reports completed by health centre staff (including quantitative indicators, such as admissions, mortality, default and cure rates). UNICEF and the National Nutrition Department are developing supervision forms to computerise supervision information into a qualitative database. A training plan is currently under development on the revised nutrition protocol with the UNICEF Nutrition programme and the National Nutrition Department for health staff from the three regions of north Mali. Nutrition Cluster ( A system has been put in place for weekly reporting on new admissions in UREN (centres for treatment of acute malnutrition) by health districts to the National Nutrition Division. All five health regions in the south of the country have transmitted their data from the first to the seventh week of While data for these weeks remains incomplete, first results show a total 15,506 new admissions of acutely malnourished (MAM and SAM) children. For the three northern regions, only NGOs Scaling Up data remains available. From 31 December 2012 to 10 February 2013, partners in the regions of Timbuktu, Gao and Kidal have 3

4 registered a total of 1,557 new admissions, out of which 803 were in URENAM, 711 in URENAS, and 43 in URENI. Since January, nine multi-sectoral assessments with nutritional components have been conducted in the north (Timbuktu and Kidal regions) and the centre (Mopti and Ségou regions) of the country. These assessments have shown no degradation of the nutritional status of children to date. However, results should be taken with caution because of limited humanitarian access in northern regions, and current limited community screening for malnutrition. On 7 February, the third Nutrition sub-cluster was installed in Koulikoro region, with some 40 partners present. The first Koulikoro sub-cluster meeting will be held on 28 February. As part of the Consolidated Appeal Process (CAP) 2013, a total US$ 73.8 million is required for the Nutrition sector, to date, 1 per cent has been funded. WATER, SANITATION AND HYGIENE (WASH) UNICEF and partners programming (with UNICEF financial/technical support) Rapid assessments have found a high risk of shortage of fuel and water treatment products to run urban water networks in northern regions, including due to lack of capacity and looting. In Douentza, the water network is currently not chlorinated and in Diabaly, some staff are reported to be leaving due to salaries not being paid. The water networks in Gao and Menaka have been supported by UNICEF with fuel and water treatment products (Calcium Hypochlorite) to ensure safe water for 30,000 people. In the north, there remains very limited access to non-food items and to safe water and sanitation services, especially for internally displaced populations. UNICEF has sent three trucks with essential emergency supplies to Mopti and Ségou. These include 600 non-food item (NFI) kits to be distributed to 3,600 displaced people and their host families by UNICEF partner CARE in Ségou. Further hygiene kits have been pre-positioned for 24,500 people (1,000 kits in Kidal, 2,000 kits in Ansongo and Menaka, and 2,750 kits for people in Timbuktu. UNICEF is assisting the Mopti Regional Hydraulics Directorate to quantify urban water network needs for water treatment products and repairs due to the conflict and to reinforce its role as a technical expert in assisting the city council in reorganizing the water network management system. The same assistance will be provided to Ségou region with ACTED. 4

5 In Kolokani, our partner Solidarités International has started working on repairing 3 schools out of 10 affected by floods in 2012 ensuring WASH minimum package in these schools. In the WASH in Nutrition strategy, in the past month UNICEF has supplied 2,230 hygiene kits for children with SAM to the French Red Cross in Kayes, Bamako, and Dire (in Timbuktu). UNICEF WASH partners (ACTED, Solidarités International, IRC, CARE, Handicap International, ACF Spain, AVSF) ensured humanitarian early warning systems across conflict affected areas. WASH Cluster ( Cluster coordination is being increased to every week. The WASH sub-cluster is active in Ségou and discussion is on-going with partners to activate the sub-cluster in Mopti. Rapid assessments have been carried out in 18 communities in the Mopti Region including Mopti town, Konna, Sévaré, Djenné and Douentza. In Ségou, a total of 35 communities have been assessed including Diabaly town and Niono. One assessment has been made in Kidal, by Solidarités and MDM. The rapid evaluations have raised the following observations. o Most WASH needs (water quantity, water quality, sanitation, hygiene promotion) in communities were chronic and not necessarily caused by the recent military interventions. The influx of displaced persons was an aggravating factor. o There are huge WASH needs in informal settlements, particularly in Tinzawaten (6,500 IDPs living in the open without shelter and) on the Algerian border in Kidal. The need for shelter, water, construction of latrines and distribution of hygiene kits has been identified. o Assessments around areas of intensive fighting (in particularly Diabaly) have revealed significant conflict damage to water, education and health infrastructure. In the last month, WASH Cluster partners have achieved the following: Since January a total 23,532 persons have received hygiene kits or WASH NFIs in the areas affected by the military interventions, with additional distributions planned. To date, Save the Children has distributed WASH NFIs to 1,150 families, CARE has distributed to 1,200 families, IOM has distributed to 600 families and ICRC have distributed to 1,731 families. There are still gaps in assistance for the 8,538 new IDP arrivals in Bamako; since January only 300 families are reported to have received WASH NFIs from IOM. 5

6 WASH partners are evaluating the potential impact of fuel shortages and fuel looting on piped water systems supplying the principal conflict affected towns. A list of at risk piped water systems has been produced however there are still difficulties physically making contact with operators in the conflict zone. Efforts are underway to procure and distribute aquatabs and PUR in the event of shortages of fuel. The WASH Cluster has requested an additional US$ 4 million on top of the CAP 2013 request to respond to the immediate needs following the military interventions. HEALTH UNICEF and partners programming (with UNICEF financial/technical support) Following reports of fresh displacement of people from fighting around Kidal, UNICEF supported partner, MDM Belgium dispatched a team of medical personnel to Tinzawaten 300 kilometres from Kidal. A total 4,650 persons, mainly women and children, were found to be living in precarious conditions, without basic health, water supply and hygiene necessities. A health post was immediately set up, and basic preventive and curative services are currently being provided to the displaced persons and surrounding communities. A daily average of 50 patients have been treated by the team since their arrival. An outbreak of measles was reported in the Tacharane health area of Gao district in a nomadic community. There have been a total of 52 cases, 20 of which in children under 10 years old, resulting in three deaths over a two-week period. In response to the situation, MDM Belgium set up an emergency health post for case management, and organized a vaccination campaign covering 2,466 children aged between 6 months and 15 years. The high incidence of malaria across the country has continued, although there are indications that the numbers of new cases are slowing. A total of 173,534 suspected cases have been reported until the seventh week of 2013, almost 70 per cent higher than the same period in In South Mali the Community Health Agents are now actively identifying and cases at the community level for referral to health centres. In the north UNICEF has supported partners with significant quantities of curative and preventive supplies. CHILD PROTECTION UNICEF and partners programming (with UNICEF financial/technical support) On 7 February, the Ministers of Justice, of Women, Children and Family Affairs, of Internal Security, and of Defence, signed the Inter-ministerial Circular on the Prevention, Protection and Return to Families of Children Associated with Armed Forces and Groups. This document serves as a basis for the development of Standard Operating Procedures (SOPs) for the reintegration of children formerly associated with armed forces and groups into communities. The document considers international standards and conventions as well as national laws concerning the protection of children a particular strength of the Circular. The official declaration was disseminated during the celebration of the International Day against the Use of Child Soldiers on 12 February in Bamako presided over by the Ministry for the Promotion of the 6

7 Family, Women and Children and with support from the Child Protection Sub-Cluster. Sessions were held with national and international partners to divulge the inter-ministerial circular in Mopti and Sévaré, alongside the presentation of the minimum standards to respond to Children Formerly Associated with Armed Groups and Armed Forces. Civil-military liaison officers of the Malian Army, the French Army and the African-led International Support Mission to Mali (AFISMA) have indicated an urgent need for child protection trainings for AFISMA troops and Malian forces deployed in conflict zones in the north. UNICEF is in the process of mapping all training conducted to date for armed forces in Mali. Training structures in Mali include the Ecole de Maintien de la Paix Alioune Blondin Beye and the European Union Training Mission. Training partners include UNICEF and UN Women. UNICEF has pre-positioned kits to respond to emergencies, such as ready to use kits to open a transit care centre for Children Formerly Associated with Armed Groups and Armed Forces in Mopti and Ségou. A further 2,100 individuals kits are ready for Separated and Unaccompanied boys and girls and Children Formerly Associated with Armed Groups and Armed Forces. In 2013, UNICEF partner Handicap International has reached 18,458 people with awareness sessions on unexploded ordinance in Mopti and Konna. Additionally 168 messages on unexploded ordinance were disseminated on national radio in five languages. A further 15,000 leaflets and 2,000 posters to raise awareness on unexploded ordinance have been prepositioned for distribution in northern regions. To respond to Gender Based Violence, community awareness and referral systems were reinforced in Bamako and Mopti. 126 radio messages were disseminated in Mopti, and 1,200 referral maps were distributed in Bamako through GBV sub-cluster members. Types of GBV are physical, verbal, psychological and socio-economic. Child Protection Sub-Cluster Following the escalation of military action from January, the Child Protection Sub-Clusters in Mopti and Bamako have met on a weekly basis. A Child Protection sub-cluster was launched in Ségou at the beginning of February. Sub-cluster partners such as Development Social, BNCE and Right to Play have engaged on Mine Risk Education reaching 3,300 beneficiaries. The elaboration of a formal network for data collection of the presence of mines and incidents is underway in collaboration with UNICEF, UNMAS and other key actors. 1,572 separated and unaccompanied children were pre-identified by IOM and IRC between December and February, with Bamako and Mopti particularly high caseloads. Assistance is focussed mostly on temporary care, provided by Intersos in Mopti, AJDM in Niono and Save the Children in Sikasso. Draft Inter-agency Standard Operating Procedures (SOPs) for unaccompanied and separated children is under review. Small-scale psychosocial programmes are underway in Bamako, led by AJDM, Islamic Relief and UNICEF through ENDA and BNCE. Since 4 February, Télécom Sans Frontière (TSF) has put in place a telecommunication system to facilitate the reestablishment of family ties in Timbuktu. 7

8 EDUCATION UNICEF and partners programming (with UNICEF financial/technical support) UNICEF supported the Ministry of Education to organize a three-day workshop with key members of the Malian education sector on the conditions for the resumption of education activities in conflict affected areas. An education sector operational roadmap for the north was put in place and formally recognized by the Minister of Education. The following priorities were established: supporting the administration to return to northern regions; national curriculum revision; Back to School campaign for students and teachers in the north; psychosocial teacher training; and advocacy for the demining of school buildings identified in zones at high risk of Unexploded Ordinance (UXO). In an effort to support the reopening of schools for the academic year, UNICEF, through IRC, has distributed learning materials to 2,794 students (including 1,404 boys and 1,390 girls) in five schools in Kati. Through IRC there have been 3,329 beneficiaries in UNICEF has also distributed 9,424 school kits and 216 teachers kits directly in 46 schools which have received IDPs or which were affected by floods in Mopti. An additional 64 teachers in Kati have completed psychosocial training/ healing classes, as part of the implementation of the national psychosocial support strategy. To date, 1,157 teachers have been trained to provide psychosocial support to crisis affected students over the 2012/13 school year. To increase the capacities of host schools accommodating displaced children, 10 temporary learning spaces in Mopti in five host schools will be operational by end February to support the enrolment of 3,992 students. UNICEF partners, Plan and Aga Khan, are planning the installation of 18 Early Childhood Development (ECD) centres in Mopti and Ségou to accommodate 800 young IDP children. To promote the protection and safety of children in conflict affected areas, a workshop on gender based violence was held February 2013, and 12 personnel were trained on gender based violence (GBV) in schools. An action plan was also put in place to kick start actions to address GBV in schools. Education Cluster ( Following multi-sectoral assessments, the Education Cluster, in collaboration with partners, reviewed the existing targets and response strategy to incorporate the needs of 81,724 newly affected students. A total of 754,724 students, 2,486 schools and an estimated 12,578 teachers have been identified as in need of priority assistance to ensure continuity of education activities. In a continued effort to support educational programming for students in all affected regions of Mali: o Partner agencies have distributed learning materials to 13,624 students, bringing the total to 28,897 beneficiaries for the academic year. Cluster partners have also trained 227 teachers (1,640 in total) in psychosocial support and peace building and a further 90 teachers (212 in total) have been trained in pedagogy of large groups. 8

9 o Partners have put in place school canteens in 640 targeted schools supporting 125,700 students in affected regions. o Partners have installed 20 temporary learning spaces to support 15 schools in need of additional capacity In Mopti and Gao regions. 123 schools in the region of Gao have re-opened since early February hosting over 28,000 students and 600 teachers. While community initiatives continue to push forward educational programming, additional support is needed to ensure that both teachers and students are provided with adequate resources for education quality and sustainable learning environments in conflict affected zones. The worsening of the existing crises in Mali calls for an increase in Education sector funding to insure an effective response within the context of Education in Emergencies in Mali for Only UNICEF has received education funds against the 2013 CAP to date leaving the sector critically underfunded. Sites (including schools in Konna and Douentza) are being inspected for the presence of UXOs, while Child Protection Cluster partners are addressing issues pertaining to mine risk education programming in affected areas. COMMUNICATION FOR DEVELOPMENT (C4D) There were 37,122 participants in 6,422 community sessions on Essential Family Practices across all regions, except for Bamako, through UNICEF partners Recotrade and ASDAP. These beneficiaries included 2,597 religious and community leaders and 903 internally displaced persons. Through UNICEF partner URTEL 74 local radio stations in Kayes, Koulikoro, Ségou, Sikasso and Mopti have broadcast 16,260 micro-programmes on Essential Family Practices, including good nutrition, health, WASH and education. HIV/AIDS An HIV awareness and prevention campaign is on-going in Mopti region with the Ministry of Youth, targeting Sévaré where there is a high concentration of military, and Soufouroulaye where there is a large centre for youth (both high risk groups). A radio campaign for the prevention of HIV and STIs is also on-going with 4 radio stations in Mopti, and others in Bamako, Ségou, and Kayes transmitting key messages in three languages.
