1 UNICEF Mali Situation Report End of Year HEADLINES In 2013, UNICEF s nutrition component assisted 119,993 children under 5 with severe acute malnutrition. There are currently eight children in detention on terrorism related charges in Bamako. They were arrested before the signing of the July 1st MOU between the Government of Mali and the United Nations. UNICEF and MINUSMA are advocating for their release. In December, UNICEF WASH completed 350 water point technical assessments in Timbuktu region in support of the Regional Water Directorate, will lead to rehabilitation in The UNICEF-led Education Cluster reports that partners support the schooling of 86% students and 80% teachers in conflict-affected areas through provision of learning and teaching materials. In 2013, UNICEF Mail received $US 34.9 million in funding, was only 38 the amount requested to respond to humanitarian needs. For 2014, UNICEF Mali requires $74.6 million to provide urgent assistance over the course of the next year. Of the total number of cases 2,018 opted to receive treatment, including 599 children. 6 Since March 2012 there have been 51 child victims including 6 child deaths; There were 50 accidents in 2013, of half were children. Of the casualties there were 8 deaths, of 3 were children. Reporting mechanism coordinated with UNMAS and Handicap International. According to provisional data from Early Warning System for the month of December 2013, over 800,000 people in Mali are food insecure at crisis or emergency levels, while 2.3 million people classified as stressed regarding food security. In 2013, humanitarian actors provided food assistance to more than 1.4 million people in support of the Government. The number of functional health facilities is progressively improving in the North, with the return of more displaced health workers and the increasing presence of NGO partners. The proportion of functional health facilities now stands at 93% for Timbuktu, 68% for Gao and 53% for Kidal as of the end of the year Two Regional Health Directorates are also now operational in Gao and Timbuktu regions. Kidal has yet to resume due to insecurity in that zone. In general, 2013 was characterized by outbreaks of infectious diseases such as cholera, with 22 cases all in the North and sporadic outbreaks of measles cases across the country. A total of 734 measles cases were reported across all regions, compared to 620 the previous year. The increasing trend of malaria cases seen over the last two years continued in Mali has still been able to retain its polio free status in 2013, despite the major operational challenges across the country. KEY SECTOR HIGHLIGHTS: CHILD PROTECTION, EDUCATION, NUTRITION AND WASH In response to challenges posed by the complex crisis in Mali in 2013, UNICEF provided technical support to the Ministry of Education to develop an Emergency Action Plan ( ) focusing on the resumption of quality educational activities in conflict-affected areas. UNICEF, with the Ministry of Education, has supported the return to school of about 463,000 children, representing 2/3 of the 800,000 children that have been affected by the crisis. This number includes children and teachers provided support for the school year, children enrolled in catch-up classes and children and teachers provided support for the ongoing school year, began in October for southern Mali and November for northern Mali (for data on the school year, please see the table on page 5). Education needs assessments conducted by the Education Cluster have allowed a better identification of the most affected children and communities. This resulted in a more effective prioritization of the interventions targeting educational authorities, students (3-15 years), parents, teachers and school management committees. In 2013, Cluster partners supported the schooling of 86% targeted students and 80% targeted teachers in the conflict-affected areas through provision of learning and teaching materials. UNICEF s Child Protection response prioritises programmes to assist vulnerable children, including prevention of violence, exploitation, and abuse. UNICEF s programme to support the reintegration of children formerly associated with armed groups prioritises psychosocial support and a focus on family reintegration. To date, 263,403 1 beneficiaries (173,684 children and 89,719 adults) have been reached by Child Protection Sub-Cluster members through different activities such as awareness sessions (51 total beneficiaries), psychosocial and recreational activities (41 total beneficiaries), referral (Medical/Legal) and Identification, Documentation, Tracing and Reunification (FTR) services. UNICEF, in support of the Mopti Regional Bureau for the Promotion of Women, Children and the Family trained 150 new community mobilisers on the risks of explosive remnants of war (ERW). In Gao and Timbuktu, 95 people including 30 community focal points, 15 civil protection staff, 20 health 1 All Child Protection except MRE. 2

3 focal points and 30 teachers were trained through cooperation between UNICEF and Handicap International. Operational presence of 49 Child Protection sub-cluster member organizations involved in child protection in emergencies across the country. This presence has achieved the 273,402 beneficiaries to date, including 183,550 children in various areas (psychosocial support, prevention, awareness and education mines). In line with the improving access to healthcare, UNICEF support to partners has expanded to 133 health facilities and sites, represents more than two thirds of the total health facilities in the North. As of the end of the year, UNICEF exceeded the planned number of health facilities benefitting from assistance. Assistance has been in the form of essential medicines and human resources support. New partners that have been associated with UNICEF include Save the Children, working in Timbuktu region, and Premiere Urgence Aide Medicale Internationale in Gao region. As of December 2013, UNICEF was able to provide substantial quantities of malaria and cholera kits to government and NGO implementing partners over the year and supported the conduct of two major vaccination campaigns reaching more than 250,000 children in the North. In 2013, UNICEF-led Nutrition Cluster partners operational coverage areas supported 60 health districts, up from 38% in 2012 at the national level. This has ensured the nutritional management of 344,514 children, of 224,521 MAM and 119,993 SAM, reaching 96 children targeted by UNICEF for nutritional support. UNICEF WASH surpassed its target for the number of people who received access to an improved potable water source due to activities completed to benefit the populations of the three northern cities of Gao, Kidal and Timbuktu (see table below for data). Improving water networks, pumps and helping to secure ways to ensure more constant access to water (e.g. provision of alternate electricity generators to power water systems) are included in these recently completed activities in the North. The number of people reached by community level Mine Risk Education now includes a broader range of partners including from MAG in Ségou. 1 In the area of MRE education, the performance exceeds by far the plan. This is due to a number of reasons: a) At the time of planning access was still limited and it was only realistic to target 100,000 beneficiaries. When the area opened up, it was possible to reach far more beneficiaries than initially planned, b) the targeting of schools for MRE made it possible to reach more beneficiaries than planned. 2 UNICEF supported the Regional Directorate for Social Development to train 500 personnel on MRE and GBV in August and September. In addition to numbers mentioned above, 703 persons were trained as master trainers and supervisors to strengthen community awareness building capabilities... 3 To date all children confirmed as released from armed forces or groups have been taken into care. There are now two centres to support children released by armed groups or forces being supported by UNICEF. When new cases are and children released from armed groups, UNICEF is providing care and support through its implementing partner. 4 A total of 28 children were of one child received care but was not associated with armed groups. 5 While the initial target was 750, the Child Protection Section has increased the target to 1,050 through the end of the year in consideration of the current capacity to respond. The total number of GBV cases is higher nationally and UNFPA is the lead for the GBV Sub-Cluster. 4

UNICEF has a dynamic target for the number of malnourished children reached with WASH kits, based upon the actual number of children newly admitted into the SAM treatment programmes. All new UNICEF nutrition partnerships agreements now include WASH in Nutrition components. 1 Limited specific funding inhibits the WASH component s ability to achieve these WASH in Nut objectives. In the first half of 2013 WASH in Nutrition systematically imbedded in Nutrition PCAs, means this target was set later than some of the other WASH targets. Numbers will be higher in 2014 due to a sizeable grant from DFID, will be directed specifically toward achieving WASH in Nut objectives. 2 This number takes into consideration operational coverage and funding gaps, explains why the target has not been reached. In addition, there remains additional data to be collected to report on these numbers. Note that the average target achieved for SAM and MAM is 61%. This is due to largely a number of factors, including improved support provided at these centres, improved community-level support for malnutrition and due to an increase in the number of partners providing assistance. HUMAN RESOURCES In January 2013, UNICEF Mali had a total of 135 staff employed. As of 16 December 2013, the office has 194 staff (55 IP, 58 National Officers, 69 General Staff, including 40 Temporary staff), 3 by stand-by partners, 8 Consultants and 1 UNICEF Staff on mission. This increase was due to the implementation of the new CPMP, specifically tailored to allow MCO to respond to the continued humanitarian and political crisis, and the war in the northern part of the country. 7 Since January 2013, UNICEF has distributed 3,160 metric tons (MT) of supplies for a total value of $10,618, Some 287 truckloads delivered aid in the South (a total 1,871 MT) and 210 truckloads in the North (1,289 MT).
