1 UNICEF/Mali2012 UNICEF Mali Monthly Situation Report 25 June, 2012 Highlights Now in the height of the lean season, the worst is yet to come for children in Mali. While 4.6 million Malians face food insecurity this year, 385,000 children under five years old are at risk of acute malnutrition. Of them, 175,000 children under five are at risk of severe acute malnutrition (SAM) and in need of life-saving treatment. Mali remains a country divided by the rebel occupation of the North. The conflict situation compromises access for humanitarian aid, limits access to water, sanitation and hygiene, threatens child protection, cripples education services and increases the risk of disease, primarily cholera within a compromised health system. The combination of drought, food insecurity and conflict has compelled more than 330,000 people to flee their homes, many of them are children. There are more than 150,000 internally displaced people (IDPs) in Mali while upwards of 180,000 people have sought refuge in neighbouring countries. UNICEF has sent humanitarian assistance to the three northern regions of Timbuktu, Kidal and Gao, in addition to Mopti and other selected southern regions. Since the beginning of the response to the emergency UNICEF has delivered supplies benefitting more than 90,000 people, covering medical and household water needs as well as education and child protection needs. UNICEF has also distributed 13,848 cartons of ready-to-use therapeutic food. To date 20,241 children under five years old have been admitted for treatment of severe acute malnutrition in Mali of which 5,370 have fully recovered and been discharged. Another 51,278 children under five years old have been admitted for treatment of moderate acute malnutrition, of which 17,657 have fully recovered and been discharged. UNICEF has revised its funding requirement for Mali from US$ 26 to US$ 58 million to cover all of the humanitarian needs of children. US$ 12.3 million have thus far been received. 1

2 Situation & Humanitarian Needs In the height of the lean season Mali remains a country divided with two main rebel forces occupying the Northern regions of Kidal, Gao and Timbuktu. The National Movement for the Liberation of Azawad (MNLA) and Ansar Dine have jointly controlled the North since the coup in late March created a vacuum for their advances. The situation has been further destabilized by the influx of other insurgent groups including al-qaida in the Islamic Maghreb (AQIM) who are also operating in the North. The Economic Community of West African States (ECOWAS) has continuously tried to mediate the situation. Mali s interim President Dioncounda Traore has been out of the country since an angry mob of protesters attacked him in the Presidential palace on May 21st. Mali s interim Prime Minister Cheikh Modibo Diarra supports negotiations with the armed groups in control of the North. However, the objectives of the two main controlling forces in the North are at odds with one another. Leaders from MNLA and Ansar Dine have recently met with the mediator, Burkina Faso President Blaise Compaore, in Burkina Faso. While each rebel group has declared they want to negotiate and avoid further fighting, the MNLA is seeking an independent secular state of Azawad while Ansar Dine has stated this is not their concern. Alternatively they seek to impose and maintain Sharia law throughout the country. As of June 25 th, the Economic Community of West African States (ECOWAS) awaits for a response to their request that the UN Security council mandates the deployment of an ECOWAS stabilization force of 3,300 troops to stabilize Mali and if necessary stage a military offensive in the North. The instability has worsened the food and nutrition crisis due to compromised food, water and health services. It is projected that 385,000 children could suffer from acute malnutrition this year, including an estimated 175,000 annual caseload of children under five years old who could face life-threatening severe acute malnutrition (SAM). However, with the current situation in the country, that number could rise to 220,000 in the worst-case scenario. Due to UNICEF s early preparation for response to the worsening food insecurity and associated nutrition crisis, the pipeline of WASH kits and Ready-to-Use Therapeutic Food (RUTF) have been secured with an increasing number of supplies coming into the country. Significant movements are taking place in the North towards the South and interior parts of the country as well as towards neighbouring countries: There are 44,007 refugees in Niger, 65,009 in Burkina Faso, 71,044 in Mauritania and over 30,000 in Algeria according to the Algerian Government. All the assessment undertaken to date report that the displaced persons have limited access to water and health services, education, protection and nutrition services. While access to the North is limited UNICEF has delivered supplies to the three northern regions of Timbuktu, Kidal and Gao in addition to Mopti and other selected southern regions. In collaboration with partners and local actors UNICEF has been assessing needs for nutrition, WASH, Health, Education and Child Protection. UNICEF has carried out trainings to strengthen the response to the nutrition crisis and water needs. Trainings on Child Protection concerns have also been facilitated. While there has been limited functioning of the health centres at district and sub-district levels in the North some previously closed health centres have reopened in some areas of the Mopti, Gao and Timbuktu regions and UNICEF is supporting efforts to reopen more than 60 percent of the health facilities. 2

4 UNICEF is coordinating with other UN agencies and partners to assess needs and establish improved access in the North of the country. UNICEF has launched its revised Humanitarian Action Update that reflects an increase in needs of US$ 32 million (from 26 US$ to 58 USD$) of which US$ 24.5 million is needed for emergency response to children and women affected by the food/nutrition crisis and US$ 7.5 million is to respond to the displacement of over 200,000 people (including host communities). Inter-agency collaboration 1 The Consolidated Appeal (CAP) for Mali was launched on 19 June. The CAP aims to assist 5.06 million people affected by the food and nutrition crisis and 2.2 million people affected by the conflict. Total funding requirements for June December 2012 is US$ 213,822,578. UNICEF is leading the Nutrition, WASH, Education (co-lead with Save the Children) Clusters, and the Child Protection sub-clusters. The GBV sub-cluster is now under the leadership of UNFPA. In addition, WFP is leading the Food Security and the Communications and Logistics clusters, WHO the Health Cluster and UNHCR the Protection Cluster. The Nutrition Cluster is working on nutrition intervention mapping at district and health area level to strengthen partnerships and avoid overlap between partners. The cluster team is working on developing of nutrition information data system to regularly update caseloads mapping and the numbers of SAM and MAM children treated. A CERF proposal has been finalized and submitted which aims to provide an integrated package of interventions to the conflict-affected population for WASH and Nutrition, Health, Child Protection and Education. The proposed interventions will also include a monitoring and evaluation component. Programme Response UNICEF has finalized six pre-agreements with ACF, Alima, MSF, MDM, CARE and Solidarités International to allow for an immediate response to the emergency in the North. UNICEF has signed two programme cooperation agreements to respond to the nutrition crisis in the northern regions of Timbuktu and Kidal. UNICEF is discussing cooperation agreements with up to 16 partners to scale up the response to the current complex emergency. To respond to the food/nutrition crisis UNICEF has dispatched 13,848 cartons of RUTF to the conflict affected regions in the North where access is still limited and in the South of the country. UNICEF with partners has also started the training of health personnel on the revised CMAM and IYCF protocol training. 88 health personnel have been trained in the last month. UNICEF has also finalised the strategy for the distribution of RUTF in the country using the health centres as supply hubs for further distribution in the most remote areas. UNICEF has provided partners with an initial supply of 27 basic Inter Agency Emergency Health (IEH) kits (2 in Mopti, 3 in Gao and 1 in Kidal, 21 in Timbuktu) targeting 81,000 people. The kits are being used to provide mobile health services for communities as well as fixed health facilities. However many of the latter are being reported as damaged or looted. UNICEF is assessing the option and feasibility of using a private company to roll out third party monitoring in affected regions with a particular focus on the North of the country. A consultant is on board to work on results tracking system and online database in line with the strengthening of the Humanitarian Performance Monitoring. 1 Note that where relevant, UNICEF, as cluster lead agency, is responsible for information management of the cluster and sharing overall results achieved by the cluster collectively. 4

5 UNICEF s Emergency Response Nutrition UNICEF s key nutrition priorities during the next 6 months are to deliver a minimum package of effective nutrition interventions to vulnerable women and children under five years old. The package contains the following key elements: screening of acutely malnourished children, management of severe acute malnutrition (SAM), promotion of infant and young child feeding (IYCF), micronutrient supplementation (particularly through Child Health Days) and an immunization campaign in northern Mali. Several operational partners are carrying out assessment missions in the northern regions of Mali (Gao, Kidal and Timbuktu) in order to evaluate the health and nutrition situation and security. A critical number of partners are able to reopen their programs that have been interrupted due to the conflict. All southern and northern regions have been served by UNICEF with RUTF: 13,848 cartons of ready-to-use therapeutic food since the beginning of the response to the emergency. In addition, NGO partners that have a signed agreement with UNICEF and are working in southern regions will receive a buffer stock of RUTF representing 10% of the needs of their areas in order to reduce the risk of rupture which would jeopardize the care of malnourished children. UNICEF has signed a PCA with a partner for an emergency program of community based management of acute malnutrition in the district of Dire (Gao Region). UNICEF interventions in nutrition are focused not only on the North but prominently in the South where the country has 87% of the total global acute malnutrition caseloads. Global Acute Malnutrition Caseload, June 2012 The National Immunization Days and activities SIAN (Week Intensification of Nutrition Activities) will be held in an integrated manner between June 29 and July 2 in the regions of Mopti, Kayes, Koulikoro, Sikasso, Segou and Bamako. These high-impact activities on children's health are coordinated by the National Department of Health and receive financial support from UNICEF, WHO and some NGO partners such as HKI. Several activities will be carried out to vaccinate 5.78 million children under five years old against Polio, administer vitamin A to 5,262,347 5

6 children aged 6 to 59 months, as well as albendazole (deworming) nearly 4,736,112 children from 12 to 59 months old. In addition, 146,176 postpartum women will also be targeted by these activities. UNICEF in collaboration with the National Directorate of Health / Nutrition Division and National Institute of Statistics, WFP, WHO, and NGOs that are working in northern regions is preparing to carry out a nutrition and mortality survey using SMART methodology. This survey will take place in July 2012 and will allow the update of the national nutritional status of children, SAM and MAM caseloads as well as child mortality statistics. Since January 2012, 20,241 children under 5 have been admitted for treatment of severe acute malnutrition; 5,370 have recovered from SAM2. UNICEF is supporting the training on Community Management of Acute Malnutrition (CMAM). The first trainings were organized with the support of the national task force established by the Government (central, regional and district levels), UNICEF, WFP and NGOs specialized in CMAM and IYCF in Bamako. These trainings will ultimately reach 3,000 health staff in six regions of Mali (Kayes, Koulikoro, Ségou, Mopti, Sikasso and Bamako). 88 health staff (trainers and Bamako district) were trained at the end of June on the revised protocols of 2011 regarding Community-Based Management of Acute Malnutrition (CMAM) and Infant and Young Child Feeding (IYCF). In the North of Mali, NGOs will train health staff still present in health structures facilitating the reactivation of the health system. The minimum nutrition package is implemented through active cooperation agreements (PCAs) with seven NGOs (ACF, French Red Cross, Belgium Red Cross, AMCP-ALIMA, Yag-Tu, and APH) and commitments to the Ministry of Health through Nutrition Division and Regional Directions of Health. Two additional projects have being validated : one for Alima in Kolokani, Kangaba and Ouesselebougou districts in Koulikoro region and another for Agronomes et Veterinaires sans Frontieres (AVSF) in Timbuktu and Gao regions. Some NGOs having a PCA with UNICEF are under-discussion for geographical extensions and new locations (ACF, MDM- B, French Red Cross, Belgium Red Cross). Other NGOs are in discussions for signing project cooperation agreements (Save-US, ASDAP, WV, IRC). During May, 88 national trainers have been trained on the management of acute malnutrition and infant and young child feeding with support from UNICEF in collaboration with the National Nutrition Division. Following this session, a training plan for health staff at the regional level was proposed by the Health Directorate/ Nutrition Division. It is planned to train nationally some 3,000 health workers in Inpatient Therapeutic Program (ITP), Outpatient Therapeutic Program (OTP) and Supplementary Feeding Program in order to provide appropriate care to acutely malnourished children. In Northern regions (Gao, Kidal and Timbuktu), the training will be conducted through support of NGOs still present in these areas. As of June, out of the 1,094 health facilities (CSCOM and CSREF) surveyed, 58% were still not covered by support from NGOs partners. The Nutrition Cluster has defined and validated its ToR in collaboration with all nutrition partners The cluster has decided to adopt a cluster approach at regional level and has defined and validated a ToR for a Nutrition sub-cluster at the regional level to strengthen coordination among actors and data management. The strategy will be rolled out in July. The regional sub-clusters will be coordinated by a lead-ngo. A "Scaling Up" model aiming to monitor closely admissions of children under five years old in the various programs of care (ITP, OTP and SFP) was initiated. Through this mechanism, the nutrition partners will communicate and share information about admissions in the three types of components for the management of malnutrition on a weekly basis. The aim is to afford more diligent monitoring of the situation and trends in terms of admissions. WASH UNICEF and partners programming UNICEF is supporting the MoH to establish an operational action plan for the prevention of cholera in the regions of Timbuktu, Gao, Mopti, Kayes, Koulikoro, Sikasso, Segou and Bamako. Through its strategic partnership with IRC, the water supply system of Menaka town in Gao Region is being repaired for an estimated beneficiary population of 34,000. UNICEF delivered 1,550 WASH/Non Food Item (NFI) kits including water treatment tablets, soap, jerry cans as well as tarpaulins (for temporary shelters), blankets, cooking pots to address the needs of 9,300 internally displaced people in Timbuktu, Kidal, Gao, Mopti and Ségou. UNICEF is working with partners in the conflict affected regions of the North (Gao, Kidal and Timbuktu) and in the region of Mopti bordering with the conflict affected areas and in south. 7

8 In the framework of the WASH response plan, UNICEF has provided a complete set of services in vulnerable schools, including latrines, water points, hygiene kits to an estimated 61,456 school children in the regions of Koulikoro, Mopti and Sikasso with a total target of 149,500 school children (including 1,150 teachers). This is important considering that Mopti and Sikasso are hosting IDPs (11,560 and 2,674 respectively) from the northern regions and Koulikoro and Sikasso are among the most affected regions for nutrition. In the field of sanitation, UNICEF has developed the Community-Led Total Sanitation (CLTS) approach in 100 villages among the most vulnerable of Mopti, Koulikoro and Sikasso Regions allowing 72,175 persons to live in an open defecation free environment and to adopt improved hygiene practices for a strengthened barrier to diarrheal diseases. UNICEF WASH has included in the in last week training provided to 42 health personnel on CMAM and IYCF a session on hygiene promotion to prevent water related diseases at household level and the use of hygiene materials from hygiene kits. The health personnel will train about 3,000 community health workers. To respond to the various crisis (food/nutrition crisis, conflict and anticipated cholera outbreaks), the WASH Programs has set-up five strategic partnerships with INGOs (Oxfam, IRC, Care,, AVSF and Solidarités International) for a WASH response to more than 615,000 persons affected by the combined crisis. The WASH sector is still significantly underfunded and requests urgent and strong attention from donors and partners. 9 WASH Cluster The WASH cluster partners have been analysing information from the rapid assessments undertaken for the past few weeks. Preliminary findings from the WASH rapid assessment conducted by partners show risks of failure of urban water networks from Timbuktu, Gao and Kidal regions. Maps of WASH Cluster Partners, June 2012 A joint cholera taskforce led by the Health National Department has been established and involves partners from the WASH and Health clusters. The taskforce will remain operational to coordinate prevention activities prior to any epidemic in cholera prone areas and coordinate medical and WASH actors to ensure effectiveness and efficiency of the emergency response. There are 61 cluster members registered including implementing partners and agencies. The WASH cluster has been established and has already developed the WASH cluster strategy and a road map till December 2012 to respond to the emergency response. 10 Health UNICEF and partners programming Emphasis has continuously been placed on the re-establishment of service delivery in health facilities in the three conflicts affected regions. Out of the existing total of 176 health facilities, UNICEF is establishing partnerships and working with international and national NGOs to enable 112 (63%) of these health facilities to resume services and offer the minimum package of health interventions. UNICEF has started to work with an international NGO to oversee service delivery in 17 of the above mentioned health facilities in the Dire district of Timbuktu. The first progress report received shows that a total of 5,063 consultations were carried out, of which 1,800 were for children under the age of five. For childbearing women, a total of 364 antenatal consultations were undertaken, with 29 deliveries, including 4 caesarean sections. More than half of the population aged between 6 months and 15 years have been vaccinated against measles in response to an outbreak of 8 cases in one of the Health areas covered in this district. A national NGO has finalized a proposal to vaccinate 138,000 children under five in Timbuktu region against measles and polio, with the administration of Vitamin A and deworming. This exercise is scheduled to commence from the 17th of July and last about 22 days. UNICEF partners have already commenced vaccination with the same package for another 14,500 children in Dire district in the region of Timbuktu. Preliminary results are still being collected. The combined work of these two partners is expected to cover 60 percent of the target population of children under five years old in the three northern regions. Arrangements for a similar exercise to cover the remaining 40 percent of children under five years old in Gao and Kidal regions are being finalized in collaboration with UNICEF partners. A total of 27 Basic Inter-agency Emergency Health (IEH) Kits have so far been released to implementing partners in the field (Mopti, Gao, Kidal, and Timbuktu), reaching an estimated 81,000 people. The National Malaria Control Programme has also set aside 80,000 bed nets supplied by UNICEF for the routine program for distribution to IDPs in the southern sector of the country through health facilities. Distribution shall start as soon as the on-going documentation of IDPs is completed. 11 Health Cluster The Health and WASH clusters have partnered together to constitute a Cholera Taskforce in anticipation of the possible outbreak of cases. A response plan, covering preventive and case management related activities, has been finalised. UNICEF is supporting activities in communication, which have already commenced, as well as contributing 13 cholera kits for case management. These kits should cover the needs of 1,300 severe cases. Till date no case has been reported. The latest Epidemiological surveillance reports do not include data from Kidal due to communication challenges within that region. Data gathered from Timbuktu and Gao show that as of the 17th of June a total of 324 measles cases have been reported across the country, with 24 new cases in the last week of June. No deaths have been reported. Only 1 of these 24 cases was reported from the North, in the Gao region. However Douentza district of Mopti region, a conflict affected border district, reported 13 cases, prompting WHO to declare an outbreak in this district. A vaccination response campaign is currently underway. In the neighbouring Koro district in the region of Mopti, 7,478 persons aged between 6 months to 30 years of age have already been vaccinated, including all the 2,101 children under the age of five years. No case of cholera has been reported across the country to date. HIV/AIDS UNICEF and partners programming UNICEF has finalized its HIV&AIDS plan and decided to integrate HIV/AIDS in the health emergency response package, focusing on prevention activities due to low prevalence levels in northern Mali. Nonetheless, UNICEF is ordering 50 post-rape kits to ensure it can cope with reports of sexual violence. HIV/AIDs has been included as one of the working groups of the Health Cluster led by the World Health Organization. Child Protection UNICEF and partners programming UNICEF has trained 39 partners (13 partners from southern regions and 26 partners from conflict affected northern regions) on psychosocial support to children affected by conflict and displacement. A mapping of psychosocial interventions has been initiated. UNICEF has distributed 28 recreational kits for an estimated 2,240 children to northern regional partners from 14 districts in Kidal, Gao, Timbuktu and Mopti. The recreational kits are used to conduct psychosocial activities and an estimated 2,240 children are benefiting. A technical working group on psychosocial support has been created under the child protection sub-cluster, the technical group will liaise with the health cluster in the coming weeks 1,000 adults and 400 children have been provided with psychosocial support/orientation in Mopti Partners in the conflict affected regions have identified the following vulnerable children: 410 unaccompanied children (23 girls and 387 boys), 175 boys recruited by armed groups, 92 separated children (43 girls and 49 boys), and 8 girls, victims of GBV. Additionally 20 separated children have been identified among displaced communities in Mopti and Koulikoro To date, 46 people have been victims of explosive remnants of war, of which 25 were children (2 girls and 23 boys), 23 of the children were injured and 2 died. 11

12 Two sets of trainings were held for partners from the South and North on Identification, Documentation, Tracing and Reunification of separated and non-accompanied children (IDTR). 11 people have been trained as trainers and will replicate the training in Segou, Mopti, Koulikoro and Sikasso in the coming weeks. UNICEF started the Mine Risk Education (MRE) campaign with displaced communities in Mopti, Gao, Timbuktu, Kidal and Bamako, 535 children (115 girls and 420 boys) have been informed and sensitised. Key partners in Ansongo and Gao villages have started sensibilisation and mobilisation of families and communities to prevent the separation of children from their families. So far about 60 families have participated in information and awareness raising activities. Child Protection Sub-Cluster There are 25 cluster members registered including implementing partners and agencies. The cluster has worked on the mapping of capacities to strengthen inter-agency response that is being regularly updated showing a particular need for efforts in the northern affected areas where the access and the information are limited. The CP sub-cluster has been launched in Mopti with 37 partners being registered. Sub-cluster leads have identified capacity building gaps. The sub-cluster is also ensuring that child protection issues are discussed at the crisis committee and that a permanent sub-committee on child protection is established. UNICEF and the sub-cluster have organised an introductory training on Identification, Documentation, Tracing and Reunification of separated (IDTR) and 22 people participated. The training has been facilitated by IRC and Save the Children-US. Education UNICEF and partners programming The Education cluster has been established by the Ministry of Education with technical support from UNICEF adopted its Terms of Reference and agreed on a roadmap and action plan for the Education Emergency Response. Visual materials to accompany textbooks in use in Mali were reproduced to be distributed to schools hosting Malian refugee children in neighbouring countries. UNICEF has delivered 20 school-in-a-box for an estimated 800 school children and 25 recreational kits to 52 IDP host cluster school in the regions of Timbuktu, Segou, Mopti and the district of Bamako in favour of over 2,000 primary school children. The surveillance mechanism established to identify IDPs indicates an increase of displaced primary school children from 1,563 in May to 6,895 in June. The surveillance system is only for 12

13 the South and done by the department of planning in the Ministry of Education with the support of the IM and UNICEF. Education cluster The Education cluster was activated on the 31st of May 2012 by the Ministry of Education with technical support from UNICEF and Save the Children. The coordination unit is composed of a focal point from the Ministry of Education, a Cluster Coordinator assigned by UNICEF and a deputy coordinator/information manager assigned by Save the Children. The Education Cluster, with support from UNICEF and Save the Children, has initiated needs assessments of out-of-school displaced children and host schools in the southern regions. The data collection operations are completed. The report is due by early July To date, 6,895 conflict affected children from the North have been identified as having access to education in schools in the South. 5,823 conflict affected children (including teachers) have received support from the Education Cluster members in terms of school materials (schools, students and teachers kits). Furthermore, 3,900 refugee children benefited from school manuals distributed in bordering countries of Burkina Faso, Mauritania and Niger. In the northern regions, the Education Cluster with support from local NGOs has put in place a chain of communication to relay information on school-age children and to encourage their parents to send them to school where it is possible. Up to 40 schools (31 in the regions of Gao and 9 in the district of Douentza in Mopti) have resumed activity, accommodating more than 3,000 children. Local NGOs have also met with local education authorities to express their concerns and asked them to liaise with the Ministry of Education at the central level for support provision. With support from several education partners such as CARITAS, COREN, Cri de Coeur, and Plan Mali, activities related to remedial courses have been initiated for 2,325 ninth graders in southern regions with the exception of Kayes. Communications for Development (C4D) UNICEF C4D is currently finalizing three Programme Cooperation Agreements (PCAs) with the Traditional Communicators Network (RECOTRAD), the Local Radios Network (URTEL) and the Association for Support to Development and Population Activities (ASDAP) which allow the implementation of effective communication channels. 13

14 UNICEF plans to include street theatre in 60 villages in Sikasso and Koulikoro to promote health seeking behaviours at the community level. In addition, 133 communities will receive local radio sensitization on nutritional practices targeting families with children under five years old. Non Food Items UNICEF has assembled 2000 NFI kits which will be delivered to partners in the northern region Overall Programme Gaps Even though access to the North is still very limited, UNICEF has been able to deliver supplies and conduct assessments as previously indicated. Moving forward, it is imperative humanitarian actors come together quickly to agree on principles for the increased delivery of humanitarian assistance and propose a modus operandi in Mali s current context. UNICEF and partners are facing challenges in collecting overall and comprehensive information that could provide a better understanding of the impact of the food/nutrition crisis regarding child protection and GBV issues in the northern part of the country. UNICEF combines a mixed approach in terms of updating the situation analysis in the north of the country by collecting information through a variety of means and plans for third party monitoring activities to be conducted in those areas with limited access. Supply and Logistics The office, with the support of WCA Regional Office, and Supply Division in Copenhagen has been able to airlift 8,000 tarpaulins from the United Nations Humanitarian Response Depot (UNHRD) from the Regional emergency stockpile in Accra to respond to the crises. UNICEF Mali is currently decentralizing supply (RUTF) to ensure that hard-to-reach communities are accessed, a plan which is currently on-going using 60 health district structures as hubs for redistribution to the 1,050 Community Health Centres. UNICEF has strengthened its storage capacity at central level with the rental of a 1,100 m2 warehouse located in the industrial area of Bamako. Human Resources Total Surge Staff mobilized: 24 staff in total.10 emergency staff currently on board. Total Staff under recruitment: 11 international professional fixed term positions have been advertised. 5 recommendation sent so far by the Country Office and 3 offers released by DHR.
