2 Introduction The County s inventory of suitable land available for residential development includes vacant sites and sites with high potential for redevelopment through the planning period. The inventory also must also include a detailed catalog of sites currently available to accommodate additional housing throughout the unincorporated County. Additionally the County has provided an explanation of the Constraints Analysis performed when developing this list of residential sites and a site inventory which specifically addresses the need for emergency shelter capacity. In addition to the detailed inventory provided in Table D., the County has also provided maps of the various residential sites. These maps were provided at two primary scales. For significant development sites and communities with a manageable number of sites, maps were provided that indicate development locations on a parcel specific basis. Where the County s inventory included numerous development sites within a community (such as Montecito with over 00 available parcels) the maps have been provided on a broader scale with the general region of site locations identified. A parcel by parcel map of these areas was not practical to produce. Constraints Analysis Methodology Process Overview As part of the process of generating an accurate Site Inventory the County included an analysis of site constraints on a parcel specific basis. For instance, a one acre parcel may be zoned to allow 8 units (i.e. homes or condominiums) of residential development; however constraints such as floodways or sensitive biological habitat may reduce the realistic build out of this parcel to 4 units. In an effort to provide a Site Inventory which accurately reflects these realistic site constraints, the County used the following 5-step methodology: Step One: Create a database of residentially zoned parcels whose land uses are defined as vacant in accordance with current County GIS and Assessor records. This database includes such site specific data as: County Land Use Designations and Zoning, acreage, and regional location. Step Two: All parcels which were deemed too small (less than 0. acres) to allow the construction of at least one unit were eliminated. An example is provided below. Step Three: The County GIS system and parcel map documentation was used to eliminate any parcels whose general shape precluded development of at least one residence. For instance, the parcel shown in the example is approximately 0.33 acres, however it cannot accommodate residential development because the parcel has a maximum width of 7 feet. Step Four: The County GIS system and aerial photos were used to visually inspect each parcel. Any parcels which were developed in a manner that would preclude future housing construction during the current planning period were eliminated. Step Five: The County GIS system was used to analyze the quantity and severity of various sites constraints present on each parcel. During this process GIS layers for the following possible constraints were applied: November

Parcels which remained in the database at the conclusion of this five stage vetting process were included in the County s Housing Element Land Inventory. November

7 Zoning Capacity for Emergency Shelters Santa Pursuant to Government Code Sections 65583(4)(A), 65583(4)(C), and 65583(4)(D) the County is required to provide capacity for the development of an emergency shelter. In accordance with the requirements of State law the County allows the development of emergency shelters within the C-3 zone district, subject to the approval of a ministerial permit. Information regarding the characteristics of the C-3 zone district and available capacity for emergency shelters is provided as follows: LUDC Definition C-3 (General Commercial) zone. The C-3 zone is applied to areas appropriate for wholesale and heavy commercial uses and services that are not suited to the commercial zones that accommodate lighter commercial uses. The intent is to provide for commercial uses in these areas while protecting adjacent uses from negative impacts including noise, odor, lighting, or traffic. All four parcels are underdeveloped, mostly with paved open storage. One site contains small, widely spaced cottages that are extremely dilapidated. Site is located in an area with a mix of commercial, retail, and residential uses. Ample services are available.
