2 N.C Council for Women & Youth Involvement s Mission The NC Council for Women & Youth Involvement s (NCCFW/YI) mission is to advise the Governor, the North Carolina legislature & state agencies on the issues impacting women & youth in North Carolina by: Raising awareness of the impact of violence against women & directing available resources to serve victims across the state. Acting as a resource for local & regional councils/commissions for women. Assuring that necessary services, policies & programs are provided to citizens in need & strengthening existing programs. Reviewing applications, awarding grants & monitoring programs providing selfsufficiency development for women & families in transition. Enhancing the quality of the lives of children & youth through leadership development & experiential education Accomplishments NC Council for Women merges with Youth Advocacy In July 2016, the North Carolina General Assembly moved Youth Advocacy & Involvement to the NC Council for Women. Our new name is NC Council for Women & Youth Involvement. Three new programs joined our team: Students Against Destructive Decisions (SADD), the North Carolina Internship Program & State Youth Councils (SYC). Go Red Health Campaign Continued Go Red is a national movement to bring awareness to heart disease, which is the leading cause of death for women in the United States. NCCFW/YI created a Go Red video with other Department of Administration divisions to raise awareness about heart disease through social media during the first week of February.

3 College Speaker Education Series Launched In January 2016, a college speaker series was launched to connect students with community leaders & to provide messages aimed to enlighten, embolden, & engage young college women in North Carolina. The series covered a range of topics impacting women s success today including women in politics, women in business & women in leadership. Participating universities & colleges included NC Central University, UNC Pembroke, William Peace University & Meredith College. Domestic Violence Commission Launches Award To Highlight Education & Innovation Purple Ribbon of Excellence Award Recipients The Domestic Violence Commission launched the Purple Ribbon of Excellence Award. This inaugural award program recognized outstanding domestic violence and/or sexual violence education, outreach & prevention programs. The 2016 Purple Ribbon of Excellence Award Recipients were: REACH of Macon County, Domestic Violence Shelter & Services, Inc. in Wilmington & Orange County Rape Crisis Center. NCCFW/YI Continues to Strengthen its Internship & Volunteer Program NCCFW/YI Internship Program has created mentorship opportunities for students to learn the importance of public service & issues that affect women & youth in North Carolina. Interns came from universities & colleges across the state, including: Johnston C. Smith University, Lenoir-Rhyne University, North Carolina State University, UNC Charlotte, UNC Chapel Hill, Vernon Malone College & Career Academy, Wake Technical Community College & William Peace University. NCCFW/YI Staff & Interns

4 Domestic Violence Client Service Profile NCCFW/YI compiled the annual client services statistical data for NC domestic violence & sexual assault services utilized by citizens during FY To date, there are 106 Domestic Violence grantees & 100 Sexual Assault grantees. We monitor the delivery of services & produce the only county-level data on client services in North Carolina. The data is used by state agencies, nonprofits, researchers, grantees & policy-makers. Domestic Violence & Sexual Assault touch all types of citizens: male, female, children & elderly. NCCFW/YI Administers $12,092,728* in grants Domestic Violence $4,860,698 Sexual Assault $2,863,770 Domestic Violence Crisis Calls 101,940 Clients 48,601 Gender Female 83% Male 17% Age Minors (9,812) Adults (36,107) What do grantees provide to victims of domestic violence with the state grant money? 11,871 victims received shelter services 45% were children ages 0-17 Nearly 3,200 victims were referred to other shelters due to lack of space. *NCCFW/YI administers state funds, as well as funds collected from marriage license fees & divorce filing fees to domestic violence agencies, which allows domestic violence agencies to provide services, such as job training, job counseling, financial services, health education & educational services to victims.

5 Sexual Assault Client Service Profile Sexual Assault Crisis Calls 20,681 Clients 10,981 Gender Female 85% Male 15% Age Minors (3,360) Adults (6,899) What do grantees provide to victims of sexual assault with the state grant money? Over 60% of offenders were either a relative (34%) or acquaintance (30%) of the victim. The most common type of assault was rape, which comprised 27% of the total number of assaults. The second most common type of assault was child sex offenses, which comprised 21% of the total number of assaults. Grantees are required to provide educational presentations, professional trainings, support groups & several types of services to victims. Agencies conducted over 6,000 educational presentations & professional trainings. Agencies provided over 3,000 support groups to assist sexual assault youth & adult survivors.

6 Eastern Region Region Director: Philisa Fowler Office Location: New Bern, NC The Eastern Region Office provides program development, technical assistance & consultation to grantees & un -funded non-profits, in 27 counties addressing family self-sufficiency, domestic & sexual violence. 10 domestic violence & sexual assault agencies in the region received surplus vehicles from the State Surplus Vehicle Project, also known as Going the Extra Mile, in December Safe of Lenoir County received funding to provide domestic violence services in Duplin County & hired an advocate in December Promise Place received funding to provide services in Jones County for The Eastern Region Director (RD) attended Jones County town hall meeting to address substance abuse with approximately 40 others from various agencies in November The Eastern RD conducted region training for agencies & grantees receiving funding to support professional development, safety planning & program sustainability. The new Eastern Region Director was hired in October Northern Piedmont Region Region Director: Bernetta Thigpen Office Location: Greensboro, NC The Northern Piedmont Region Office provides program development, technical assistance, & consultation to grantees & un-funded non-profits, in 27 counties addressing family self-sufficiency, domestic & sexual violence. The Northern Piedmont Region Director (RD) served on multiple internal & external committees, such as the Domestic Violence Formula Committee, Domestic Violence-ESG Oversight Committee, Prison Rape Elimination Act Advisory Committee & the Batterer s Intervention Sub-Committee. The Northern Piedmont RD utilized expertise & knowledge of grant writing to assist non-profits & state agencies with grant evaluation & scoring. The Northern Piedmont RD served as internship site director to students from Bennett College & North Carolina Agricultural & Technical State University. The Northern Piedmont RD partnered with local faith based organizations serving as a speaker to enhance community awareness of domestic & sexual violence. The Northern Piedmont RD continues to promote collaboration & problem solving through cluster region meetings within the 27 counties to better assess needs of the region, to enhance service delivery between counties, & to offer networking opportunities between service providers.

7 Western Region Region Director: Kathleen Balogh Office Location: Asheville, NC The Western Region Office provides program development, technical assistance, & consultation to grantees & un-funded non-profits, in 25 counties addressing family self-sufficiency, domestic & sexual violence. The Western Region Director (RD) guided the application & renewal approval process for 87+ Batterer Intervention Programs (BIP) in North Carolina, provided technical assistance, maintained the annual BIP statistical data base, & provided training in collaboration with NC PAT (Providers of Abuser Treatment) at their annual training. The Western RD presented at Western Carolina University during their Women s History Month celebration. The Western RD presented It takes a village to end Domestic Violence at the NC Coalition Against Domestic Violence Annual Training Conference. Katherine Kendall, an intern from Lenoir-Rhyne University, presented on the implementation of empowering language in Shelter Handbooks & engaged our region grantees in a way that brought together individuals that do not work together on a day to day basis. Southern Piedmont Region Region Director: Elyse Hamilton-Childres Office Location: Charlotte, NC The Southern Piedmont Region Office provides program development, technical assistance, & consultation to 45 grant programs & un-funded non-profits, in 23 counties addressing family self-sufficiency, domestic & sexual violence. The Southern Piedmont Region Director (RD) delivered two regional meetings & ten trainings on topics including nonprofit governance roles & responsibilities, support group facilitation, trauma-informed care, human trafficking & male survivors of domestic violence. The Southern Piedmont RD created a human trafficking organizational assessment tool & presented at the NCCADV biennial conference in collaboration with Project COPE. The Southern Piedmont RD coordinated with local high school groups to produce a teen dating violence project featured at the Family Violence Prevention Services Act Program Conference. The Southern Piedmont RD partnered with the Education & Training Committee of the Domestic Violence Commission to launch the Purple Ribbon of Excellence Awards in recognition of outstanding education, outreach & prevention programs. The Southern Piedmont RD engaged in leadership with the Charlotte-Mecklenburg Domestic Violence Advocacy Council to implement eight community education programs, four domestic violence awareness marches, & an annual domestic violence memorial ceremony.

8 Family Violence Prevention Services Act The Family Violence Prevention & Services Act Program (FVPSA) is dedicated to the support of emergency shelter & related assistance for victims of domestic violence & their children. NCCFW/YI managed $2.4 million from the U.S. Department of Health & Human Services/Administration for Children, Youth & Families for the Family Violence Prevention Services Program. NCCFW/YI administered 79 domestic violence shelter grants & 13 family violence prevention program grants across the state for the federal fiscal year. Highlights: NCCFW/YI held its second annual FVPSA Conference for 92 FVPSA grantees in June 2016 in Concord. Approximately 225 participants registered for the conference. Eight vendors partnered with NCCFW/YI to share resources with agencies, including NC Department of Public Safety s Correction Enterprises, Mecklenburg County Schools, Eastern NC Stop Human Trafficking & the Diaper Bank of NC. Batterer Intervention Programs Pictures from the 2016 FVPSA Conference NCCFW/YI is responsible for the approval & oversight of agencies providing batterer intervention programs. Batterer Intervention Programs (BIP) work to bring the social change necessary to end battering & all forms of domestic abuse, to aid in the elimination of domestic violence by providing services to batterers to hold them accountable, & by promoting safety & justice for all victims of domestic violence. Highlights: Approved 47 agencies to provide Batterer Intervention Services in 70 counties. Many agencies service multiple counties. There were 85 total approved programs in In there were 5,166 referrals to approved programs with 3,915 enrolled. Developed a new Partner Safety Guide to share with victims of domestic violence when their offender is ordered by the courts into a Batterer Intervention Program.

9 Project C.O.P.E. Project C.O.P.E. (Collaboration, Outreach, Protection & Education) is a human trafficking program that collaborates with organizations to strengthen existing programs & services to vulnerable populations. C.O.P.E. provides free training & outreach on how to identify & serve victims of trafficking in North Carolina. Funding for Project COPE is provided by the Governor s Crime Commission. Highlights: Conducted the Red Sand Project at William Peace University. The Red Sand Project is a community awareness project to raise awareness about human trafficking victims living at risk. Trained 450 school resource officers on how to identify & respond to child trafficking. Worked with SADD to train 300 students on healthy relationships & the intersection of human trafficking, domestic violence & sexual assault. Presented a poster on the Impact of Human Trafficking & Exploitation at the RTI Ending Gender Inequalities Symposium in Chapel Hill. Assisted with referrals for human trafficking victim services. 10 State of North Carolina Internship Program The State of North Carolina Internship Program offers paid summer internships in numerous state agencies to fouryear college, community college, graduate & law students who are permanent residents of North Carolina. The internship program was established in 1970; it is the oldest & one of the largest paid state government internship programs in the country. Since its inception, the Internship Program has provided valuable experience to nearly 4,000 students while offering creative support to state agencies. This program has created an opportunity for students to experience careers in public service & consider careers with state government. Highlights: Males 33% 2016 summer interns visit the Supreme Court In 2016, the State of NC Internship Program had 94 interns. 11 NC Students Against Destructive Decisions (SADD) SADD empowers young people to successfully confront the risks & pressures that challenge them throughout their daily lives. We accomplish this by creating, equipping & sustaining a network of student-run chapters in schools & communities focused on peer-to-peer education. SADD fosters a sense of belonging & promotes resiliency, leadership & advocacy skills, so that young people make positive decisions that will carry them throughout life. Highlights: 2016 NC SADD Leadership Conference Started 8 new SADD Chapters across the state. Held the NC SADD Leadership Conference in Research Triangle Park from November There were 232 participants. The conference included workshops on teen coaching, pregnancy prevention, safe dating/intimate partner violence prevention, alcohol & drug prevention, highway safety & social media. 12 State Youth Council State Youth Councils are community-based groups that provide an opportunity for youth to share in local government matters & to learn to become responsible citizens. Members of Youth Councils learn the value of teamwork, respect for self & others, a strong work ethic & what it means to be a responsible citizen. Youth Councils provide a creative outlet for the youth of the community. The focus is to allow collaboration & serve as one united voice for all local youth. Each local youth council is unique & provides opportunities to get involved in communities, build leadership skills & have fun. Currently, there are more than 20 chapters across the state performing more than 5,000 hours of community service per year. The Mini-Grant Program in State Youth Councils provides youth organizations grants to enhance youth programs. Oversight is provided by the Youth Advisory Council.
