2 BARBECUE FUNDRAISER This year marks our 27 th Annual Barbecue Fundraiser, Sunday, October 19, 2003, 12noon to 5:00p.m. at the California Mid-Winter Fairgrounds at the Sperber Arena. Barbecue tickets were distributed out at our last council meeting. If your club was not represented at our 4-H Leader s Council meeting, please call the 4-H office as soon as possible. At our next 4-H Leader s Council meeting a working schedule will be made out, clubs are needed to help with serving and trimming of approximately 5,000 pounds of Tri-Tip meat. All 4-H clubs are expected to help out, if we all work hard in selling our barbecue tickets, and also be at our assigned workstations, we will have a very successful fundraiser year. 4-H LEADER S COUNCIL MEETING We will need names and phone numbers of adult volunteers that will help trim the barbecue meat on Saturday, October 18, 2003 starting at 8:00a.m. until we are finished. Be prepared to sign up in a working committee. 4-H LIVESTOCK LEADER S MEETING There will be a 4-H Livestock Leader s meeting on Thursday, October 16, 2003, 7:00p.m. at the Farm Bureau Auditorium, 1000 Broadway in El Centro, CA. The agenda for the Livestock Leader s meeting will consist of the poultry ban at the California Mid-Winter Fair, premium book changes, purchase dates for livestock projects and fair judges for the 2004 year. All 4-H leaders are urged to attend this meeting. What: 4-H Leader s Council Meeting CITIZENSHIP FOCUS TRIPS When: October 2, :00p.m. Where: Farm Bureau Auditorium 1000 Broadway El Centro The tentative will consist of our 27 th Annual Barbecue Fundraiser. Please have your 4-H club s representative be present at this meeting. Work schedules will be made out, all 4-H clubs are expected to help out, and we need all the help we can get. In order to have a successful barbecue fundraiser, all 4-H clubs must pitch in and help out. Applications for the Citizenship Focus trips to Washington Focus and Sacramento are due on Wednesday, October 22 nd and interviews are on Thursday October 23, 2003, 4:00p.m. at the 4-H office, 1050 E. Holton Road in Holtville. All 4-H members wishing to attend a citizenship short course trip must make the interviews, whether you are planning on going to Sacramento or Washington. Our 4-H Leader s Council offers scholarships for both Washington and Sacramento (on a one time basis). INTERCOM OCTOBER--2
3 Youth planning ongoing are encouraged to apply. The State 4-H Office offers scholarships for needy youth for both Washington and Sacramento just let the 4-H Office know and we will work with you in getting these scholarships. Chaperones are needed for these trips, scholarships are offered by the 4-H Leader s Council to adults one time only. Remember, if there are no chaperones, there will be no trips. 4-H LEVELS OF MEMBERSHIP/ENROLLMENT The levels of membership will return to an age based system with each level defined as follows: PRIMARY: Must be 5 years old or in kindergarten as of January 1 st of the program year. The only approved animal projects for primary members are dogs, rats, rabbits, cats, poultry, cavies, mice, bummer lamb, bucket calf, embryology, entomology, marine science, pygmy goats, and therapeutic animal project. JUNIOR, INTERMEDIATE, & SENIOR: Must be 9 years old or in 4 th grade by January 1 st of the program year. For home-schooled children, the age criteria only will apply. The emphasis on primary member animal project participation shall be on learning about and caring for small animals rather than the competitive aspects related to animal exhibition. Animal exhibition activities involving primary members are not encouraged. Project leaders are encouraged to advise parents/guardians if they feel the animals used by the primary members in their projects pose a hazard to individual members because of temperament, behavior, or other harmful conditions. INSURANCE FEES The general accident insurance rate will continue at $3.50 for adult leaders and $6.00 for each regular member. Horse insurance will be #3.50 for adults and $6.00 for each horse member. The County 4-H Office will need a list signed by the community leaders that have paid the insurance premium. Remember 4-H enrollments are due at the 4-H Office no later than October 7, CERTIFICATE OF INSURANCE As the 4-H club year begins, be sure you have your Facility Use Permits. Remember, only the County Director may sign Facility Use Permits so you need to get them to the 4-H Office as soon as possible. Please consider all projects and activities that may require individual dates and arrange for them at the same time, i.e., Field Days, Parties, Meetings, etc. Most school districts and facilities used last year, have already been issued Certificates of insurance good for 5 years. This saves a lot of time and headaches. INTERCOM OCTOBER--3
4 DATES OF PURCHASE FOR LIVESTOCK PROJECTS Exhibitors must pre-register all market and breeding animals. This is done by having the market and breeding animal ear tagged or tattooed (goat only) by the deadline to purchase animals.! Beef 120 days ownership rule requires purchase and tagging by October 30, 2003.! Goats 60 days ownership rule requires purchase and tagging by December 31, 2003.! Feeder Calves 60 days ownership rule requires purchase and tagging by December 31, 2003.! Sheep/Swine 60 days ownership rule requires purchase and tagging by December 31, 2003.! All Breeding and Dairy Animals 60 days ownership requires purchase by December 31, 2003.! Horse 120 days ownership for leased requires by October 30, Ear tags may be picked up at the Fair s entry room. PRIMARY MEMBERS third grade. Standard 4-H members are 9 years old or in the fourth grade and can exhibit as a member until the end of the calendar year in which the member reaches age 19. Members of the 4-H organization must abide by all rules of said organization, including limitation of primary members entering competitive events. Independent Junior Exhibitor Exhibitors may enter any Junior Class, unless specified 4-H/FFA, under the following conditions: A. Exhibitor must be at least 5 years of age as of December 31, B. Exhibitor must not be older than 18 years of age December 31, C. If open Junior Class is not available, Junior Exhibitors may enter an appropriate age and state rule requirements. D. All Independent Exhibitors must provide Certificate of General Liability Insurance ($1,000,000 minimum) or purchase insurance through the fair office ($18.00 small animal exhibitor, $35.00 large animal exhibitor). Independent Junior Exhibitors may only enter small animals including cavies, poultry, rabbits, waterfowl, winged wildlife, pygmy goats and open youth still exhibits. 4-H youth may participate as primary members upon entering kindergarten and continue through the time they complete INTERCOM OCTOBER--4

6 What is West Nile Virus? What can 4-H Members and Leaders do to Protect Themselves and the Community? Q: What is WNV and where did it come from? A. West Nile Virus (WNV) is a virus transmitted by mosquitoes that can cause flu-like symptoms, encephalitis, or death. WNV is commonly found in Africa, Eastern Europe, West Asia, and the Middle East, but until 1999 had not been documented in the U.S. and was found in Imperial County this summer. WNV viruses infect humans, birds, mosquitoes, horses and some other mammals. Q: What is West Nile fever and West Nile encephalitis? A. West Nile fever is an infection from WNV resulting in mild flu-like symptoms, typically lasting only a few days and does not cause long-term health problems. West Nile encephalitis is a severe illness with symptoms including headache, high fever, neck stiffness, stupor, disorientation, coma, tremors, convulsions, muscle weakness, and paralysis. Q. Who is at risk of severe illness due to WNV? Who is at risk of death? A. Most people infected with WNV have no symptoms whatsoever. About 20% of infected develop West Nile fever including mild symptoms of fever, headache, and body aches, occasionally with a skin rash on the trunk of the body and swollen lymph glands lasting a few days. About 1 in 150 persons infected with WNV develop a more severe form of disease resulting in encephalitis, meningitis, or meningoencephalitis, requiring hospitalization. Symptoms of severe disease may last several weeks, although neurological effects may be permanent. More than 4,000 cases of WNV were confirmed in the U.S. in 2002 and 6% of those people died. People over the age of 50 are most susceptible to severe symptoms requiring hospitalization. Q. What should I do if I think I have symptoms of WNV infection? A. See your doctor immediately if you or a family member develops symptoms of high fever, confusion, muscle weakness, and severe headaches. WNV is diagnosed by laboratory tests on blood serum of cerebrospinal fluid. Medical attention is not needed for mosquito bites without symptoms. Q. How do people get infected with WNV? A. People become infected by the bite of a mosquito infected with WNV. Mosquitoes get WNV from birds. Most mosquito bites will not transmit the disease, but it only takes the bite of one mosquito carrying the WNV to potentially cause an infection. There is an incubation time of 5-15 days between the time a person is bitten and the onset of illness. Q: Where do the mosquitoes come from and is there any danger in being bitten? Mosquitoes breed in pools of water from home landscapes, in neglected birdbaths or swimming pools, water puddles from rain, and in tail water pools from irrigated crops. The two mosquito species most likely to spread WNV in Imperial County, Culex tarsalis and Culex pipiens. These mosquitoes actively seeking a blood meal from dusk until dawn. INTERCOM OCTOBER--6
7 Q. How can I reduce my risk of becoming infected with WNV? A. There are no human vaccines to prevent WNV infection at this time, but several companies are working towards developing a vaccine. Avoid spending time outside when mosquitoes are most active, from dusk until dawn. Wear loose fitting, long-sleeved shirts and long pants when outdoors. Mosquitoes can bite through thin clothing tight fitting clothing. Treat clothing with repellents containing permethrin or DEET. DO NOT apply permethrin to your exposed skin! Apply only enough DEET to lightly cover skin and clothing, following label instructions. DO NOT apply DEET liberally. MORE IS NOT BETTER! Do not spray DEET indoors. DEET doesn t kill mosquitoes; it only repels them within a few inches of a treated surface. DO NOT spray DEET toward your face or on children. Use a DEET wipe formulation or apply DEET to your hand and wipe on children or to your facial skin including behind the ears. DEET only prevents mosquitoes from landing on treated surfaces; coverage is critical. An application of DEET usually lasts from 2 to 4 hours before reapplication is needs. Flying mosquitoes don t bite. Reapply when mosquitoes begin to land on skin or clothing. DEET has been safely used for over 50 years. A very low percentage of people may develop a mild rash. The rash may be due to the formulation and not to the DEET. If you get a rash from DEET sprays, DEET wipes, or clear liquid formulations, you may be reacting to alcohols or other carriers in the formulation. Try a DEET cream formulation that does not contain alcohol. Mosquito netting can be placed over infant carriers when outdoors. Window and door should have tight fitting screens, kept in good repair. Repair or replace screens with tears or holes. Caulk around windows and doors. Install door sweeps or thresholds at the base of exterior doors. Draining standing water where mosquitoes can breed. Empty water from flowerpots, pet water dishes, birdbaths, swimming pool covers, buckets, barrels, and cans weekly. Clean out clogged rain gutters and remove discarded tires, and other items that collect water. If you are experiencing high mosquito populations in areas where you live, work or go to school, contact the Imperial County Health Department Vector Control office. Eric T.
