The meeting was chaired by WHO and facilitated by UNOCHA as per agreed agenda. Agenda point/discussion Action point Responsible/ Time Frame Recitation of Holy Quran One of participants Introduction of Participants Recap on previous meeting minute: After a short round introduction had a quick recap on previous meeting minute and action points. CDC and DEWS-ER were assigned to call a meeting under the Zoonotic Diseases Control Committee (ZCC) with participation of WHO, Mayor department of Jalalabad city. CDC/DoPH, Religious Affairs, department of environmental protection, UNFAO, DAIL, UNICEF and UNOCHA to discuss and strategize stray dogs control but the action point has not been followed and sorted out due to administrative changes in DoPH/Nangarhar. Action to be Taken: CDC and DEWS departments should discuss the issue in Zoonotic diseases Control Committee (ZCC) meeting and/or with other partners to solve the problem. See participants list CDC and DEWS Update on Polio outbreaks: WHO-ER presented update on Polio outbreaks and confirmed the number of polio cases at national and regional level. It was reported that three confirmed cases of polio have been detected since January to April 2014; one in Nangarhar province, one in Kunar province and one another detected in Laghman province. In comparison in neighboring country Pakistan where 34 polio confirmed cases recorded. Similarly, they presented the results of the NIDs against polio launched by MoPH with technical and financial support of WHO and UNCEF in which they reached to 936,669 under 5 years children in all over the ER, but still 22,118 children have not been reached in 12 districts of ER (Marawara, Watapoor, Sarkani, Nari, Shegal, Chapadara, Pech, Lapura, Kamdish, Bargimatal and Paroon). WHO highlighted that they will focus more on border districts and will establish some health facilities in some of the border districts through BPHS implementing NGOs, and will also put

2 more focus on border teams as well. Diseases Early Warning System (DEWS) presented diseases outbreaks that occurred in the course of 2014 as was explained and so far 10 outbreaks happened in ER. Majority of the cases were measles, while three polio confirmed cases reported by WHO. DEWS added that all of the outbreaks have properly been managed with no deaths. Besides this, DEWS informed that there are 49 sentinel sites all over the region and a regular reporting system is in place. DEWS-ER also urged that targeted diseases must be reported to DEWS department and emphasized that DEWS should not neglected and all outbreaks should be coordinated through DEWS-ER. Update on Health services providers BPHS & EPHS implementing organizations; All contracted out organizations (for both BPHS and EPHS) presented: AADA running 98 health facilities in Nangarhar province and have pre-positioned medical supplies for three months with buffer stock aimed at outbreaks control. IMC having adequate supply in it s all (25) health facilities. In addition IMC has established two sub- centers and two more will be established very soon. IMC will also upgrade two BHCs to CHC-Plus in Nuristan. SCA reported of having prepositioned their health facilities with medical supplies and non medical supplies for three to four months with buffer stock. PU-AMI delivering health services through BPHS & EPHS projects and 47 health facilities they prepositioned adequate supply in all health facilities. In addition PU-AMI established 7 more subhealth centers with financial support from WHO in some border district of Kunar province. JVC and CWS also presented their activities and health care services currently being implemented in Nangahar and Laghman provinces. CHWs and ARCS volunteers involve to the assessment: AADA and ARCs volunteers should be involved in assessments. Health Cluster Co-Chair; After the floor discussion, AADA has been selected as Co-Chair with having a large scale of activities compared with rest of the BPHS and EPHS implementers in the region All health partners should be alert to share the initial report of disease outbreaks timely. Epidemiological/ Incident reports can be circulated through DEWS only. Action to be Taken: AADA will coordinate a meeting at MoPH CBC department on , and both ARCs and AADA will discuss the issue, and the result will be shared with UNOCHA and WHO. Action to be Taken: 1. AADA will discuss this with AADA-HQ and will revert to health cluster lead. 2. Action Point: AADA, ARCS, CBS department of DoPH and DEWS-ER will set together on 29, AADA AADA management

3 AOB April,2014 to facilitate the linkage of Community Health Workers (CHWs) and ARCS volunteers at field level, the outcome will be shared in next health cluster meeting. UNOCHA: WFP: Health cluster related 3Ws were also updated. WFP representative updated the floor that WFP provides food under Nutrition Projects -Supplementary Feeding Program (SFP) to both Pregnant & Lactating Women and Malnourished Children under 5 year of age, in Kunar, Laghman and Nooristan Provinces as following: Kunar: the project is being implemented in partnership with PU- AMI with having mixed food approved total MT to cover 6,758 (PLW & CH) food recipients. Laghman: the project is being implemented in partnership with SCA with having mixed food approved total MT to cover 8,822 (PLW & CH) food recipients. Nooristan: the project is being implemented in partnership with IMC with having mixed food approved total MT to cover 1,290 (PLW & CH) food recipients. Currently total food dispatched and distributed in all three provinces (Kunar, Laghman and Nooristan ) is MT which covered four months so far. Besides, this project will continue the food assistance support up to end of December 2014.
