2 Context FAO project: Strengthening Avian Influenza epidemiology, biosecurity and coordination Component: Assess the potential of using HVT-AI vaccine in the control of HPAI H5N1 HVT-AI was registered in Egypt in 2012 and is already used in several integrated systems FAO saw an opportunity to assist in the development of its use on the field Objective: Conduct field and controlled trials to evaluate the effectiveness of HVT-AI vaccination

3 Study design Farm: 150,000 broiler chickens reared in a sector 2 farm Vaccination: 75,000 chickens vaccinated with rhvt-ai at 1 day of age 75,000 chickens vaccinated with inactivated vaccine at 8-10 days of age Monitoring: Mortality and clinical signs Production parameters Serological monitoring (weekly) Challenge study: at day 28 Costing study, social network analysis, immunity model

7 Challenges Neutrality can be fragile Commercial interests risks of conflicts of interests FAO serves as mediator to safeguard neutrality Communication Regular teleconferences between partners Face to face meetings in Egypt and in Rome Data sharing Publication of the results: who owns the data? Gaining the farmer s trust: access to the farms, sharing of sensitive data

8 Benefits of the approach Complementarity of the different parties and benefits for all parties This evaluation project has been made possible through PPP Multiple expertise Farmer: benefits from free analysis and farm auditing Vaccine producer: has a guarantee that the vaccine is tested correctly. Collects data on vaccine effectiveness Veterinary services: improving trust with producers; get useful information on disease situation and poultry production, increased knowledge on vaccine effectiveness assessment Laboratory: increased knowledge on trial studies and on vaccine use in the field

9 Other important issues that could benefit from PPP Post vaccination monitoring : Encourage participation of farm owners, private veterinary practitioners, laboratories and veterinary services Encourage farm biosecurity Collaboration between public and private sector for vaccine import and supply: Speed up the process and shorten time lapse Assure adequate and timely vaccine supply Improve vaccine matching to field strains

10 Conclusion PPP allows projects towards a common goal that neither party could do alone Requirements: - Communication - Strategy - Trust - Continuous and transparent information sharing - Mediation - Motivation Next steps Further trials will be achieved using the same PPP actors Review vaccination strategy, based on these new data Develop different vaccination scenarios using SNA and immunity model
