RECOMMENDATION: To receive the report. BACKGROUND/DISCUSSION: During recent City Council meetings, some citizens expressed concern over the safety and limited sight distance- at specified locations along the Woodinville Duvall Road Widening project; specifically at the intersection of 162nd Avenue NE and Woodinville-Duvall Road. Additionally, staff has received third party comments about visibility issues for eastbound traffic turning left at h Avenue NE. On Tuesday evening, we will review these two specific sites along with the professional and adopted sight distance standards that apply to these locations. ALTERNATIVES: 1. Receive the report. 2. Request additional information. RECOMMENDED MOTION: INFORMATION ONLY. NO COUNCIL ACTION IS REQUESTED OR RECOMMENDED. I 1
2 Presentation to City Council July 14, 2015
3 Background On March 17, 2015, staff presented Council with information on several topics relating to the Woodinville-Duvall Road Widening Project, sight distance being one of them. In reviewing the project for sight distance, staff found five locations (driveways) that did not meet sight distance minimum standards. These are being corrected now. Citizens continue to express concern about sight distance at the intersection of 162 nd Avenue NE/ Woodinville-Duvall Road. Council has requested further review and analysis of the available sight distance at two locations: 162 nd Avenue NE/Wood-Duvall Road intersection left turn out 156 th Avenue NE/Wood-Duvall Road intersection left turn to 156 th Avenue NE
4 City Standards From Transportation Infrastructure Standards and Specifications (1999) Ordinance No. 232 Section Sight Distance Intersection sight distances shall be evaluated based upon the most current adopted edition of the AASHTO Policy on the Geometric Design of Highways and Streets. The most recent AASHTO Policy was issued in th Edition.
5 From the 2011 AASHTO Policy Section If the available sight distance for an entering or crossing vehicle is at least equal to the appropriate stopping sight distance for the major road, then drivers have sufficient sight distance to anticipate and avoid collisions. For Woodinville-Duvall Road - 35 MPH speed This distance is 250 feet (Table 9-6) Design intersection sight distance - Left turn from stop Desired to have 415 feet (Table 9-6, Table 9-5) Design intersection sight distance - Right turn from stop Desired to have 335 feet (Table 9-8) Intersection sight distance - Left turn from major road Desired to have 285 feet (Table 9-14)
