3 TOWN OF CORTE MADERA CENTRAL MARIN REGIONAL PATHWAYS GAP CLOSURE PROJECT INTRODUCTION The Town of Corte Madera is inviting qualified consulting teams to submit a proposal to provide civil engineering, land surveying, environmental and public outreach services for the ATP-funded Central Marin Regional Pathways Gap Closure Project. The Central Marin Regional Pathways Gap Closure Project is an infrastructure project that has spanned more than 10 years of planning efforts involving a wide range of stakeholders, including: the Town of Corte Madera, City of Larkspur, Transportation Authority of Marin, Caltrans, Marin County Bicycle Coalition, Bay Trail, local citizens, advocacy groups, and school parents. These efforts resulted in the prioritization of the project as a top ATP application for both the Town of Corte Madera and City of Larkspur. The Central Marin Regional Pathways Gap Closure Project sits at the nexus of five active transportation pathways and routes (see project location map). These routes are routinely used for more than 1.6 million active transportation trips per year, and include pedestrian, bicyclist, and transit users. Current conditions in the project leave users with sub-standard and aging infrastructure, challenging intersections, no bike lanes or sidewalks, and congested streets with fast-moving traffic. The Gap Closure Project addresses these issues by creating a separated pathway, and upgrading intersection safety for pedestrians and bicyclists. It is estimated that after construction, as many as 1.9 million users per year - including students from six schools within a mile of the project, transit users, elderly citizens, commuters and Southern Marin residents would use the new facilities. The project involves improving numerous pedestrian, bicycle and vehicular improvements on Wornum Drive, Nellen Avenue, Fifer Avenue and Lucky Drive in Corte Madera (see Planning Exhibit). On Nellen Avenue the consultant team will perform an alternative analysis between an elevated Class I multi-use path (MUP) and an elevated sidewalk and cycle track with grade separation that considers cost, benefit, and challenges such as right-of-way and topography. On Wornum Drive, the existing multi-use path on the west side will be rehabilitated and brought up to current Class I bike facility standards and at the intersection of Wornum Drive and Nellen Avenue a vehicular roundabout may be implemented assuming positive results from an on-going roundabout feasibility study and concurrence by the City of Larkspur who owns and maintains that portion of right-of-way. At Fifer Avenue a vehicular connection to southbound on Nellen Avenue will be reviewed and implemented if feasible. An improved bicycle/pedestrian crossing facility will be implemented across Fifer Avenue in the north/south directions with accessible curb ramps and enhanced safety features, such as but not limited to rectangular rapid flash beacons. On Lucky Drive, the dedicated bicycle and pedestrian facility will continue in the vicinity of the intersection but then the bicycle facilities will transition back into the roadway where striping and minor physical enhancements will be analyzed. At the base of the pedestrian over crossing (POC), an enhanced crossing facility will be implemented across Lucky Drive. The project is state funded by the Active Transportation Program and is being administered by Caltrans Local Assistance Division. The consultant contract will be separated into two separate phases Project Approval and Environmental Document (PA&ED) and Plans, Specifications & Estimate (PS&E) to comply with the program requirements. The estimated professional services contract 3

4 amounts available for the PA&ED and PS&E phases are $70,000 and $300,000, respectively. The preliminary construction estimate for the project is $1,800,000. Consultant must be fully familiar with all applicable local, state and federal guidelines and requirements of the Active Transportation Program funding as administered by MTC. The Town of Corte Madera reserves the right to adjust the scope of services as deemed appropriate and necessary. The Town s consultant is expected to scope the project based on the project descriptions provided, as well as its team s site inspection and observations prior to the proposal. One consultant team will be selected to handle all the tasks within the project which includes both the technical and administrative tasks associated with each phase of the project. The consultant will be working under the supervision of the Town of Corte Madera, Department of Public Works but attentive care shall be given to all of the agencies involved and various stake holders. Environmental review process and documentation shall comply with the California Environmental Quality Act. Consultant team shall include a qualified team member who is proficient with CEQA guidelines. Environmental document shall be prepared by the consultant for Town review and signature. It is anticipated that all physical improvements lie within either the Town of Corte Madera or City of Larkspur right-of-ways and thus acquisition is not anticipated. However, due to the close proximity to Caltrans jurisdiction, in particular at Fifer Avenue, the consultant team shall assume they will need to obtain an encroachment permit from Caltrans as part of the scope so that the project can proceed into construction. In addition, consultant shall prepare documentation for Caltrans Local Assistance to obtain the right-of-way certification. The project must comply with the California Environmental Quality Act (CEQA) procedures and requirements. Project scope shall include but not limited to the following tasks and deliverables: Project Approval & Environmental Document Phase: 1. Provide project management services, including but not limited to, project administration, team/agency coordination, prepare project schedule, monthly progress meetings and reports, and overall leadership to ensure project success. 2. Provide public outreach services; assume one public workshop and one presentation at the Town s Bicycle Pedestrian Advisory Committee and related presentation exhibits and documents. 3. Provide utility identification, relocation and coordination services. 4. Perform topographic survey and base mapping. 5. Using the concept exhibits as a starting point, further develop these into advance planning drawings to obtain project approval from the community stakeholders. 6. Alternative Analysis - Project team will need to review and present the Class I multi-use path and cycle-track with mode separation options to the public to community a community consensus. Analysis will review; cost, benefit, and feasibility. 7. Project to review the Town s roundabout feasibility study as it relates to the intersection of Wornum Drive and Nellen Avenue and take over further analysis moving forward. Consultant team to coordinate with Larkspur to obtain approval of the intersection design concept. 8. Project team to prepare advanced planning drawings to solidify the design concept of the project approval process. 9. Consultant team to prepare CEQA document but Town will be signatory and will review and assist as needed. Plans, Specifications & Estimate Phase: 1. Present the improvements at Fifer Avenue to Caltrans to obtain feedback on the design and the Caltrans encroachment permit process. 2. Develop "bid ready'' contract documents consisting of Plans, Specifications, and Estimate (PS&E). Assume 60% and 90% review cycles. 3. Consultant team shall prepare at least one grant application for construction funding to be determined by the Town. Project team will be provided the most recent application documents that were used to apply for ATP Cycle Project team to prepare necessary documents to obtain a right-of-way certification from Caltrans. 5. Project team to obtain an encroachment permit from Caltrans. 5

6 Designs shall comply with all environmental requirements and will result in bid-ready PS&E packages to be submitted to the Town. Consultant will be responsible for providing the Special Provisions section of contract specifications but the Town will provide the front end or general provisions. Construction management services are not included in this request for proposal. However, typical design support services during construction shall be listed as a line item in the proposal. CONTENTS OF PROPOSAL To maintain uniformity in the evaluation process, your proposal shall be limited to a maximum of 25 pages on single-sided, 8½ x 11 paper (occasional 11 x17 sheets for charts and graphics are acceptable). The text font (ARIAL, TAHOMA, or similar) shall not be smaller than size 10. The cover letter, table of contents, front and back covers, and section dividers and resumes are excluded from the page count. The proposal shall be bound, with tabbed section dividers, and include the following sections in order: Cover Letter Include the primary consultant s name and business address, as well as the Project Manager s name, telephone number and address. Summarize your understanding of the project and briefly introduce your team. Address any exceptions to the Indemnification requirements listed below. The cover letter shall be signed by the person authorized to negotiate a contract for proposed services with the Town of Corte Madera on behalf of submitting firm/team. INDEMNIFICATION: Contractor agrees to indemnify, defend, and hold the Town of Corte Madera harmless from any and all liabilities including, but not limited to, litigation costs and attorney's fees which it may incur as a consequence of this Contract and from any and all claims and losses to anyone who may be injured or damaged by reason of Contractor's willful misconduct or negligent performance of this Contract. The Town reserves the right to reject any proposal that provides changes to the agreement not acceptable to the Town. Organization Chart and Prime and Subconsultant Introductions Clearly identify the prime consultant, all subconsultants, and their respective roles. Show the project manager and the key staff proposed for this project, including subconsultants staff. Excluding circumstances beyond the consultant s control, it is expected that the project team proposed under this proposal will remain unchanged throughout the duration of the Project. Replacement of key staff without written approval of the Town of Corte Madera will not be permitted. Include contact information and a brief summary of the Prime firm s organization and history. Provide a résumé of each key team member in Appendix 1. Provide two references (name, title, agency, and telephone number) for the project manager and task leaders from similar type/size projects. Include contact information and a brief summary of the each subconsulting firm s organization, history, and two firm references. Provide a brief résumé (one page each) of each key team member. 6

7 Relevant Project Experience Include similar type/size projects that your team has completed. Provide a project description, services provided, consulting fees and the project s construction cost. Discuss whether the design and construction were completed on time and within budget. Project Understanding and Approach Describe your firm/team s understanding of the work to be performed and identify the approach for key services and/or issues anticipated for this project. Describe project manager s and firm/team support and approach to managing project to ensure effort is completed on schedule and within established budget. Project Schedule Describe the project schedule from start to finish with reasonable completion expectations. Indicate stages of work, time frames, and your team s ability to perform the required services in a timely manner. Indicate the methods and tools used to develop the schedule and the plans to update it throughout the life of the project. Scope of Services Provide a detailed description of the proposed scope of services through PS&E, bid support, and construction support. The scope of services submitted with the consultant s proposal must include a list and number of all deliverables, digital and hard copy, to be provided. Consultant must also plan for the necessary meetings for every aspect of the improvements program. FEE PROPOSAL 1. Two copies of your proposed fee shall be submitted in a separate sealed envelope, plainly labeled Fee Proposal with the prime company s name and the project title. 2. This RFP contains consultant services leading all the way up to a final plans, specifications and estimate package. However, the consultant team shall split their proposed fee schedule into two phases; Project Approval & Environmental Document and Plans, Specifications & Estimate. Consultant s fee proposal for the second phase must remain active for a time period of no less than eighteen (18) months. Any annual or standard rate increases that may occur within this time period must be clearly defined in the original fee proposal. 3. The fee shall include separate services for PA&ED, PS&E, bid support, and services during construction for each of the project components described earlier. 4. The fee proposal shall include a cover letter stating the not-to-exceed fee, and separate fee schedules depicting individual project tasks, staff hours, and basic hourly charge rates. The fee proposal shall reflect all anticipated fee increases during the contract duration. 5. The final contract price may be negotiated. RFP DISTRIBUTION, SUBMISSION, AND SELECTION PROCESS The Town will notify select firms as well as advertise publicly in Marin Independent Journal. 7

Suokko Senior Civil Engineer Town of Corte Madera 300 Tamalpais Drive Corte Madera, CA A consultant selection committee will evaluate each proposal and rank the consultant teams based on the technical information, qualifications and check of references provided in the proposal. Interviews are anticipated for this project and will be tentatively set as listed in the timeline below. The issuance of this RFP constitutes only an invitation to present responses. The Town reserves the right, at its sole discretion, to determine whether or not any aspect of the response satisfactorily meets the criteria established in the RFP. The Town reserves the right to seek additional information and/or clarification from the respondent, the right to confer with any respondent submitting a response and the right to reject any or all responses with or without cause. In the event that the RFP is withdrawn by the Town for any reason, the Town shall have no liability to any respondent for any costs or expense incurred with the preparation of this RFP or related work. The Town reserves the right, at its sole discretion, to waive any irregularities or informality. The Town may conduct interviews with any respondent it deems necessary. In order to minimize the potential for a conflict of interest or unfair competitive advantage, respondents must be aware that if they enter into a contract with the Town of Corte Madera to provide services sought by this RFP, the Town reserves the right, in its sole discretion, to disqualify them from later serving as a consultant, advisor or sub-consultant to others for the project for which the consultant, advisor or sub-consultant provided services to the Town of Corte Madera. The Town of Corte Madera reserves the right to reject any and all responses for failure to meet the requirements contained herein, to waive any technicalities and to select the responses which, in the Town s sole judgment, best meets the requirements of the project.
