2 Welcome Our Mission: We promote equality for Deaf people through the provision of accessible services Dr Jan Sheldon Chief Executive As the new Chief Executive of the Royal Association for Deaf people, I am delighted to welcome you to this Annual Review. It has been an exciting and interesting year for our organisation, a year of new opportunities, steady growth and consolidation. We have developed our range of services to support partner Deaf organisations with back office functions such as finance, which has been extremely successful. Our interpreting team continue to deliver excellent Sign Language interpreting services and we have extended our range of learning opportunities to our own interpreters and to our freelance interpreters. Our social care team continues to support and empower a growing number of Deaf people with complex needs. Our Children, Youth and Families team have broken new ground by running a little fitness club, exclusively for pre school deaf children. Our advocacy service has secured additional contracts to work across London and the South East and our legal services team have worked with a record number of clients. We have seen financial growth in some of our key business areas (interpreting 19% and social care 13%), despite a back drop of challenging economic times. This would not have been possible without the sheer dedication, hard work and commitment RAD supported the Hardest Hit March campaigning against cuts for disabled people of our teams and the support of an inspirational Chair and an exceptional group of Trustees. This annual review will demonstrate to you that not only did we set challenging targets for 2010/11 but we met them and in some instances we exceeded our targets. Some of our key achievements include: Our administration and finance teams have continued to generate income by operating efficient services for our customers and by providing administrative and financial support to partner Our legal services team have advised 571 clients and dealt with 922 enquiries or cases, delivered 1,394 hours of casework, and recouped 72, on behalf of clients. Our Children, Youth and Families team hosted a Deaf Diversity Day in November 2010, attended by over 140 people. This is a special event bringing together families in the deaf community and the professionals who support them. 3 engaging with Deaf people, listening to what they tell us they need now, and what they think they will need in the future Our social care team s Deaf with Dementia Project funded by Alzheimer s Society (in partnership with University of Manchester, University College London and City University) began with research on early diagnosis of Dementia in Deaf people. Our interpreting team secured the contract to provide communication services for the London 2012 Olympic and Paralympic Games. However, moving forward, we can not afford to be complacent. We see partnership working across the United Kingdom as the best way to support Deaf people and to ensure the longer term sustainability of the Royal Association for Deaf people. We will continue to demonstrate that we offer maximum value for money, that our services are excellent and that we have clear vision, focus and leadership. We will do this through the implementation of our five year strategic plan: Together with Deaf People, creating a better future. Our five year strategic plan has been developed by engaging with Deaf people, listening to what they tell us they need now, and what they think they will need in the future, and by reviewing existing policy and legislative drivers. Our plans are ambitious but we are confident that we can deliver on them. We have developed a comprehensive implementation plan which sits alongside our strategic plan. Our implementation plan identifies our delivery objectives, our key activities and what success will look like. Our five year strategy will make a difference to Deaf people. We know this because it is based on grass roots intelligence. It will enhance accessible communication, embrace technology, break down barriers, reduce discrimination and help D/deaf children, young people and adults lead the lives they want to lead. 4 Children, Youth and Families What we do Support families, including D/deaf parents of hearing children by organising family events, support groups and providing information Enable D/deaf children to access mainstream activities, providing parents with time out from their caring role Organise youth-led activities for young D/deaf people which provide them with the skills, knowledge and confidence they need to progress into adulthood Recruit and train volunteers to support families and D/deaf children at various activities and workshops One of this year s CYF events - an interactive tour of CBBC s studio What we promised and how we performed To improve early years support for families We provided communication support for D/deaf toddlers at the Little Fitness Club, a fun exercise class for preschool children. We moved our monthly Family Support Groups and Family Sign Classes to a new modern children s centre. Four staff completed their NVQ Level 3 in Play Work. Greater involvement of young people in our volunteering opportunities Through our Sign Me Up project for D/deaf volunteers, young D/deaf people have become increasingly involved in the development and delivery of our activities including those for Fusion of Signed Arts, Deaf Diversity Day and the Essex Deaf Full Potential Club. To adapt our services to meet the opportunities provided by new technology of the RAD website and an online feedback form. Our staff can be contacted via webcam on Skype and MSN Messenger for face-to-face support and we have established a facebook group for our service. Other Achievements We have received the Matrix quality accreditation for Information, Advice and Guidance. Four staff have achieved NVQ Level 2 in Information, Advice and Guidance. We expanded our service delivery to Medway and new areas of London. 5 Case Study Deaf Diversity Day Over 140 people attended our Deaf Diversity Day on Saturday 20th November 2010, a special event bringing together families in the D/ deaf community and the professionals who work with them. The day, held at St Clere s School near Thurrock, gave parents with D/deaf children and D/deaf parents access to valuable information and support, with a range of workshops covering topics including, Hearing Dogs for Deaf People, Children s Hearing Services, BabySign, Direct Payments and Vocabulary Development in Deaf Children. The event also showcased D/deaf talent with signed songs by Jade Potter and the newly formed Great Baddow School Choir. Deaf comedy was provided by award winning actor David Sands. Ruth Montgomery, the first D/deaf person to graduate with a music degree at the Royal Welsh College of Music performed on the flute. Special guest Oliver Westbury, the world s first Deaf person to reach the North Pole, amazed everyone with the stories of his adventures. Whilst parents attended workshops, young people took part in activities including a hands-on driving experience. For the children, there were drama, art and music activities led by the performers David Sands and Ruth Montgomery, along with Damien Robinson a D/deaf artist. A crèche was provided by Thurrock Play Network for the younger children aged three to seven years. Oliver Westbury gave a presentation about his expedition to the North Pole The whole day was a great success, with great feedback from those who attended: A thoroughly inspiring day. The event showed the power of working in partnership having been organised by RAD, Essex Deaf Children s Society and the local authorities of Essex, Southend and Thurrock with the generous support of this year s venue St Clere s School in Stanford-Le-Hope. 6 Interpreting What we do Provide professional, competitively priced, high quality communication services using only registered Communication Professionals (CPs) Supply BSL/English interpreters, Deaf Interpreters, Deafblind interpreters (Handson, Visual Frame & Deafblind Manual), lipspeakers, notetakers, and speech-totext reporters for a wide variety of settings Available 24 hours a day, 365 days a year via our emergency service Interpreting Practice Manager, Loquessa Smart What we promised and how we performed Continue to provide an excellent community based BSL Interpreting service, across a wide variety of settings We successfully achieved this and increased our standard of service by introducing assessment days for new freelance interpreters registering with RAD. Increase user involvement We established user focus groups in London and re-introduced the RAD Interpreting Roadshow. Continue to maintain strong links and collaboration with users and freelance Language Service Professionals (LSPs) We established London and Kent Freelance CP Focus Groups and attended the national conference of the Association of Sign Language Interpreters. Continue to develop work providing Continuous Professional Development opportunities for staff and freelance LSPs We continued to raise the standard of interpreting skill within the staff team and ran several high quality training courses for our in-house and freelance interpreters. Increase our profile and presence in London and Essex We worked in partnership with London-based training provider, Signamic to provide shadowing opportunities for student interpreters. Other achievements We secured the contract to provide communication services for the London 2012 Olympic and Paralympic Games. In response to customers needs, we provided in-house staff and Kent-based freelance interpreters with training on Equality & Diversity and Adult Protection Awareness. We responded to the changing market for the provision of Communication Services for the D/deaf community by forming a partnership with the spoken language agency, Kwintessential. We recruited three new interpreters. We confirmed our commitment to increasing the number of Deaf interpreters registered with us by tripling the number on our books. I joined RAD in July 2004 and have held various roles within the organisation. This experience has been invaluable since I joined the interpreting team in 2007 as I have previously been on the other side of the fence booking interpreters and want to ensure that the service we provide is the best it can be. What does your job involve? The post of Office Manager is a varied one. My main role is to supervise our four co-ordinating staff along with our administration assistant and oversee the booking process. I make sure that our emergency 24 hour service is always covered and that records are kept of all calls and SMS messages, authorising invoices for payments, overseeing equipment orders, processing expense claim forms and much more besides. Generally life is pretty busy! What is the best thing about your job? Working alongside our Head of Interpreting, Amanda Casson- Webb I bid for new contracts. It is really nerve-wracking when you are submitting a tender, wondering if you will be successful knowing that you have done everything you can and waiting to hear the results. It is great when you bring a new client on board, whether it is an individual or an organisation. I also enjoy attending focus groups and roadshows as this gives me the chance to meet clients and freelance interpreters and get direct feedback. In August 2009 I passed my NVQ Level 4 Language in BSL which is great as it means that I can meet and interact with clients directly rather than having to use an interpreter. I like to keep up to date with issues affecting my local Deaf community and belong to a Deaf access group. The RAD Interpreting co-ordination office 12 13

8 Legal Services Legal Caseworker, Neil Fox What we do Provide Deaf people with specialist independent legal and money advice What we promised and how we performed Continue to deliver specialist legal advice through the BSL Advice Online and Equality and Human Rights Commission (EHRC) projects The BSL Advice Online project, funded by the Legal Services Commission, continues to enable Deaf people to access legal advice online in BSL via webcam. 92 clients were assessed for legal aid and 42 clients were provided with specialist advice with a total of 185 hours casework. Funded by the EHRC, a Deaf solicitor dealt with 220 enquiries and took on 67 cases with a total of 514 hours casework, all of which were on discrimination matters in the areas of employment, housing, education, and goods and services. Set up a will-writing service A Deaf solicitor has advised and created the last will and testament for six clients through our will-writing service. Achieve law centre status In September 2010, the first Management Committee of RAD Deaf Law Centre was formed, chaired by Trustee Ann Goldfinch and consisting of solicitors, barristers, human resources personnel and service users. Subsequently, our application to become a full member of the Law Centres Federation was granted in November Provide legal advice and assistance in relation to the Criminal Justice System, including Deaf prisoners and ex-offenders From January 2012, in partnership with Working Links, we will deliver specialist services funded by the National Offender Management Service. Develop a financial advice and money guidance service In partnership with A4e, we won a contract to provide the Money Advice Service across the South East (London, Essex, Kent and Surrey) to D/deaf people. Two members of the team successfully underwent intensive training to become qualified Money Advisers. Increase service users involvement in assessing service standards and outcomes Service users were invited and joined the RAD Deaf Law Centre s Management Committee. We developed three new feedback forms to be distributed to service users following their initial appointment, after receiving advice and when their case is closed. We identified ways to measure client service standards e.g. response times to telephone calls, s, letters etc. Other Achievements In May 2010, RAD Legal Services took part in the London Legal Walk raising a total of 2,100. The Legal Services Commission very kindly matched the amount, resulting in a grand total of 4,200 which provided funding for webcams across Citizens Advice bureaux in England and Wales

9 Case Studies Discrimination Issues A Deaf sign language user, Joseph* regularly attends an annual conference related to his hobby. The organisers refused to make reasonable adjustments including providing sign language support and did not permit sign language interpreters into the conference. RAD Legal Services (RLS) advised Joseph that according to the Equality Act 2010, service providers have a duty to ensure they do not discriminate against disabled people and to make reasonable adjustments. RAD Legal Services celebrating completing the London Legal Walk Aims for 2011/12 RLS drafted a letter sent in Joseph s name, advising the conference organisers of their duties, and to make reasonable adjustments by way of providing sign language interpreters upon request. This matter is progressing satisfactorily without the need for making a claim. *name has been changed Continue to deliver specialist legal advice through the BSL Advice Online and EHRC projects Deliver face to face money advice at a high standard and comply with quality assurance processes Consolidate and develop the will-writing service Establish RAD Deaf Law Centre as a subsidiary charity Develop and improve the technology we use to deliver advice via webcam Improve access for the Deaf community to legal advice via webcam across England, Wales and Scotland by working in partnership with Citizens Advice bureaux, law centres and other mainstream advice centres to establish Access Points Provide specialist services to D/deaf prisoners and exoffenders Continue to increase service users involvement in assessing service standards and outcomes Fighting for Rights Chris* is Deaf with Meniere s disease. After receiving legal advice from RAD via webcam, he appealed a decision by the Department of Work and Pensions Disability and Carers Service not to award him Disability Living Allowance. With a submission prepared by solicitor, Rob Wilks, Chris appeal was successful. He was awarded the middle rate of the care component and the lowest rate of the mobility component for three years, to be backdated to August Around the same time, he appealed a decision by Jobcentre Plus not to award him Employment and Support Allowance (ESA). With Rob Wilks providing advice on how to present his case at the ESA Tribunal, Chris appeal was successful. *name has been changed 16 17

10 Advocacy Advocate, Radha Manjeshwar What we do Support Deaf and hard of hearing people to achieve independence Enable Deaf people to gain access to Information, Advice and Guidance (IAG) What we promised and how we performed Secure funding to continue advocacy services to Deaf people in Essex Continue to provide advocacy support to Deaf people who are black or of an ethnic minority (BME) and secure funding to extend the service to all Deaf people in London and the South East The BME advocacy service in London worked on 228 cases supporting Deaf people from BME/ Immigrant communities. To achieve the Advocacy Quality Performance Mark (QPM) Work continues on achieving the quality mark. Other achievements Big Lottery funding was secured to deliver a three year project (Deaf Achieve) supporting Deaf people living in Essex and London. The team of four will provide person-centered support to 150 people who are isolated and lacking in confidence to bridge the gap into further opportunities such as volunteering, training and or employment. Case Study Communication problems at work Steven* is employed by a large UK company, where he has worked for several years with no interpreting support. This was affecting his confidence and he was feeling isolated and excluded. Steven suggested to his manager that he get support through Access to Work (AtW). His manager s response was, No, there is no need we can manage. Steven contacted RAD s advocacy service who met with his manager to explain the AtW process and the need for Steven to have equal access to the workplace. The advocate worked with Steven to encourage him to speak up for himself and he applied (with the advocate s support) for an AtW contract. He now has interpreting support for meetings and supervisions; improving his confidence and general work situation. RAD has established a good working relationship with this employer and continues to provide support and guidance on deaf issues through its employment service. * name has been changed Funding was secured to employ a part-time advocate/ community development officer in Hammersmith and Fulham; working in partnership with Hammersmith and Fulham Action for Disability this is a strong partnership for RAD. 11 Employment The Deaf Achieve team What we do Offer support and advice to Deaf people seeking employment, Deaf employees and employers of Deaf people What we promised and how we performed Achieve the Matrix quality mark by November 2010 The Matrix quality mark was achieved in November 2010 and the employment, advice and children, youth and family services continue to work in line with the standard. Develop a new look employment service for Islington residents A new look service was provided during the year, providing employment related workshops and advice. However, government funding cuts resulted in the service ceasing on 31 March Develop the employment service in London and the South East Partnerships have been established and applications made to provide employment support to Deaf people under The Department of Work and Pension (DWP s) new Work Programme. Aims for 2011/12 Secure funding to deliver employment support to Deaf people in London, the South East and East of England through The DWP s Work Programme Support Deaf people to achieve equal access in the workplace Continue to raise awareness amongst employers and services in London to improve service provision along with work and volunteer opportunities for Deaf people Case Study Building confidence Charlotte*, living in Essex, age 50 had never worked or volunteered. She was desperate to do something worthwhile but was seriously lacking in confidence and suffering low self-esteem. Charlotte had not received any support during her adult life to secure employment or volunteer opportunities. She had visited Job Centre Plus but had found this a daunting experience due to the communication barriers and also her lack of understanding of employment systems/processes. Charlotte was referred to RAD s Deaf Achieve project by Social Services. When she first met with an RAD case worker, her confidence was extremely low. He worked with Charlotte, explaining the basics of employment; recruitment, training, workplace protocol etc. Increasing awareness and understanding helped to boost her confidence. She worked with the caseworker to develop a CV and her job search techniques and is now actively looking for a suitable volunteer placement. Charlotte recently secured her first informal interview for a role at a local stable, something that she has always wanted to do be around horses. We will continue to work with Charlotte in her quest to secure volunteer work and build her confidence and independence. * name has been changed Develop key partnerships in order to improve funding opportunities and therefore expand service provision Appoint an Employment Service Manager to support the development of this service Advocate, Susie Slater delivering a workshop 20 21

12 Social Care What we do Provide community support services for D/deaf adults with learning disabilities and mental health challenges, including communication and self-advocacy support Run life skills, self-expression and communication groups Provide information, advice and access to services for D/deaf carers Provide Makaton training for adults with learning disabilities, carers, care workers and other professionals What we promised and how we performed Continue to expand and improve our community support service for D/deaf adults with learning disabilities and mental health challenges We provide an excellent community support service and remained a registered two star domiciliary care agency. Through increased contacts and partnerships with other care providers, we expanded our services into ndependent living and housing services. A member of Colchester s Life Skills Group attended and continue to flourish. We continued to manage the South East Surrey Valuing People Group, on behalf of Surrey County Council. Continue to develop projects for older D/deaf people and develop support services for D/deaf people with dementia The Deaf with Dementia Project funded by Alzheimer s Society (in partnership with University of Manchester, University College London and City University) began with research on early diagnosis of Dementia in Deaf people. Next year, we will assist in developing the qualitative research and focus group work that will lead to Deaf-friendly information materials and care practices. Support and develop mental and primary health related initiatives for D/deaf people We supported a range of individuals to access primary health care and mental health services. We worked in partnership with specialist learning disabilities and mental health providers. Our Brent drop-in for Deaf people with mental health challenges is a continued success. We are partners in a European Lifelong Learning Project enabling the exchange of professional training for Deaf organisations in Europe. We hosted a visit of care professionals from Austria and Finland who experienced our working practises. Build on our Deaf Carers projects We provide services for Deaf Carers in Kent and Essex. Develop new services for In Essex, we also provide respite D/deaf older people services. We run a Deaf Carers Our Life Skills, Communication and Facebook page with hundreds of Self-Advocacy groups were well members

13 We received funding from the Department of Health to develop national information resources for Deaf and hard of hearing carers. The tool kit is available in BSL and written format via the RAD website and as an information pack with a signed DVD. Aims for 2011/12 Continue to expand our community support service into residential and independent living housing Develop initiatives which empower older Deaf people to plan their own care services and address the needs of isolated older Deaf people Support and develop mental and primary health related initiatives for D/deaf people Pat s Story The most important thing to us is what people who use our services can achieve for themselves. Pat tells us her story: My name is Pat and I am 79. I was born in London. My parents died in the War in Afterwards, I moved into a mental hospital, but I was not silly. I am clever. I did not need to be there. I lived there for 24 years, until I was 36 years old after which I moved to a residential care home near Colchester run by Scope. It was a very large home with over 40 residents. I started my doll collection and did a lot of knitting. I made dolls clothes and other things. Then the very best thing happened to me, I met and married my husband. He also lived in the residential care home. He was hearing and I taught him signing. I was 51 and we were married for five years until he died. I still love and miss him so much. We were very happy. I lived at the residential home until I was 59. the shopkeepers signs so they can communicate with me. RAD is supporting me with my signing. RAD supports me to communicate with other people care staff, doctors, social workers and people I meet. They support me 10 hours a week. Build on our Deaf Carers work Continue to develop support services for D/deaf people with dementia I do not have any family still alive. After Stanley died I was not always happy, I wanted my own home. I got my own first home in I have nursing support in the morning and the evening and to help me with my cleaning and washing. I like to teach signs to other people. I have taught the pharmacist and 24 25

14 Deaf Community Development Case Study - Deaf Culture Day In partnership with University of Brighton, Deaf Sussex Today and University of Sussex, RAD organised Deaf Culture Day in Brighton in May Held at Hamilton Lodge School, the day included a range of artistic, historical and practical activities promoting the lives of Deaf people. The event encouraged Deaf people to display their hidden talents and become role models for Deaf and hearing communities. Sands and graphic designer Lee Kemp. Deaf Culture Day formed part of the Our Space project funded by South East Coastal Communities project (Community and University Partnership project), awarded by the Higher Education Funding Council for England (HEFCE). Members of Southend Deaf Club What we do Develop the Deaf community by working with Deaf clubs and other self-help groups throughout London, Southeast and East of England. What we promised and how we performed Following major refurbishment, RAD s Green Lanes Centre reopened in March Over 400 people attended the opening party. The centre is a base for RAD services in Hackney and is host to St John s Deaf Club who provide a place for Deaf people to meet and social activities. To support the London Organising Committee for the Olympic and Paralympic Games (LOCOG) to set up a Deaf space at the Games A total of 300 people attended (more than twice the number expected) enjoying activities led by Deaf watercolour artist Hamish Rosie, actor Daniel 2012 Olympics to the Deaf Community. This was judged very effective and LOCOG extended the secondment. Other Achievements RAD continues to work closely with the British Deaf History Society and attended the Who Do You Think You Are family tree exhibition in London in RAD supports events such as Deaf Day at City Lit, and initiatives that celebrate Deaf people s successes, e.g. by sponsoring Deaf Parenting UK Lifetime Achievement Award.
