Duration: 1 st May to 31 st July Proposed Budget: BDT /- (USD 50000/-) 4. Context and Rational of the project: The stateless Muslim minority has been massing in squalid Bangladesh camps since the Myanmar army launched a ruthless crackdown on the community in northern Rakhine state last August Since then targeted violence against Rohingya communities in Rakhine State, Myanmar, has forced 688,000 people mostly women and children to flee their homes. These Forcibly Displaced Myanmar Nationals (FDMN) took shelter mostly at Ukhyia and Teknaf Upazila where 303,070 Rohingya had been staying in temporary shelter before 25 August They are not officially recognized as refugees by the Government of Bangladesh. At present above 1 million FDMN are living in congested conditions in Kutupalong and Balukhali mega camps, continue to foster risks such as protection, disease outbreaks and fires. Rain and the coming monsoon season will cause flooding and landslides. The likelihood of such crises within the crisis exacerbates the already incredibly difficult circumstances faced by the Rohingya peoples. Within leading of Bangladesh government and in coordination and complementarity International community; UN agencies, donors, different INGOS, IFRC, IOM and many National and Local Organization are implementing needful programs and projects to ensure adequate assistance for the FDMN. DCA extended its support in partnership with COAST Trust ongoing response during FDMN influxes since the beginning. The key assistance were as distribution of 15 days complementary food assistance to 4200 HHs with WFP main food package, 5 deep tube well, 25 shallow tube well and 44 Bathing cubes. Especially for women and girls the project establish and functioning 2 centers in the camps. Based on the centers 18 staffs and volunteers conducted 136 on Child marriage, hygiene, sexual abuse, polygamy, Primary education though facilitating joyful environment in the HH. Not only that staffs and volunteers introduced different demand based game materials, skill training on Handicraft and information sharing. For planned and effective assistance and to raise international fund JRP has been prepared and published. At the same time local government produces short periodic assessment through inclusive sharing with RRRC, District administration, NGOs and sectors. Followed both the assessment, needs for the FDMN are prevailed in all sectors. Especially protection of women, girls and children; awareness and information gaps on different protection issues, maintaining of already installed WASH and water points, NFI and health and hygiene kits, food, etc. are ongoing needs among other. 1

2 5. The project: Title of the project is Emergency Support for the women and adolescent among Forcibly Displaced Myanmar Nationals in Kutupalong mega camp. It will run primarily for 400 HHs who took shelter nearest of two WFS established by DCA-COAST earlier project. This project will ensure functioning of these two WFS and other assistance as below. This project is mainly for providing assistance to women and girls through facilitating different learning and awareness sessions based on established two WFS by the earlier project. Among other the sessions are a. protection from cyclone and rain led land sliding, b. protection from fire and other incidences, c. personal health and hygiene, d. using and maintenance of WASH points, d. awareness on protection issues; sexual harassment and abuse, trafficking, e. information on site management; health centers, distribution points, risky areas, role of CiC and law enforcement agencies, f. role of other UN, INGOs and NGOs and different sector lead. This project also is planning to functioning of DCA establish WASH points and WASH points by others through deploying tube-well mechanics team, a team for de-slugging functional of toilets. Apart from above the project will ensure minimum NFIs and Health and hygiene Kits for 200 HH staying at nearest around the each of two WFS. 6. Objectives: a. To develop awareness and mitigate risk issues of women and adolescents of 400 HHs. b. To reduce information gaps towards assistance and protection for 400 HHs. c. Operate two Women Friendly Space with active engagement of women and adolescent girls. d. To make functional of 200 WASH points; tube well and toilets. e. To address NFI and personal health hygiene kits needs of the 400 HHs. 7. Activities and Implementation strategies: 7.1 Awareness and Information Dissemination: Through in house and outdoor sessions one Facilitator and four outreach workers take awareness development initiatives and take session on land sliding risk, fire risk and take care of WASH point. There will be two teams for these activities. One team consists two outreach workers. A Field Facilitator will supervise and guide the four outreach workers. On the other hand in the two Women Friendly Space (WFS) session will take by the WFS Facilitator and WFS Assistant. They will conduct the sessions of risk issues of women and girls and protection measure. They will follow a roster for the facilitation. The issues of awareness and information include; a. protection from cyclone and rain led land sliding, b. protection from fire and other 2

3 incidences, c. personal health and hygiene, d. using and maintenance of WASH points, d. awareness on protection issues; sexual harassment and abuse, trafficking, e. information on site management; health centers, distribution points, risky areas, role of CiC and law enforcement agencies, f. role of other UN, INGOs and NGOs and different sector lead. The project team with support of DCA and sectors lead and government respective agencies will prepare learning brief for each of the issues. One WFS will have two members team (one WFS Facilitator and One WFS Assistant) who will keep updated information on different assistance, role of involve stakeholders, site management and contemporary sector wise information. On a regular basis and need basis this WFS team will provide information to FDMN people. At the beginning WFS Facilitators team will define and list down and collect other relevant information form nearest 200 HHs for each WFS and maintain survey data. During the sessions snacks and refreshers will be provided of a cost of an amount of BDT-400/- for each in-house sessions. Needful learning and WFS functional relevant materials will be procure in consultation with DCA. A joyful environment will be developed and attendance of women and adolescent will be ensured. All staff of WFS will be female and privacy of WFS will be established, where women and adolescent feel secure to come in WFS. In the WFS women safety and their protective issues will be discussed. Some education program will carry out. 7.2 WASH points maintenance; One team consisted of two tube-well mechanics will be based on one WFS and one team consisted of 3 members fecal slug/ toilet cleaning and deslugging will be based on other WFS. These two teams will randomly and on call basis will ensure maintenance and functioning of tube wells and cleaning/ de slugging of toilets. Per day 2/3 tube wells and 2/3 toilets are planned to be functioning the teams. But the team will give priority to DCA established WASH points. At camps there will be 50 information board asking for phone call for maintenance of tube well and toilets. Based on the phone call record every day the mechanics and cleaning team will work. Lead facilitator will distribute the duties of the mechanics and cleaning team. 7.3 Distribution of NFI and Health and Hygiene kits: The listed 200 HH of around each of the 2 WFS will get two times health kits; soap, sanitary pad and oral saline. At the same way Non Food Item distribution for 400 HHs nearest of 2 Women Friendly Centers (200 HHs in one center); NFIs are glass, mug, solar lamps, dress, bucket, umbrella, charkol (rice husk fuel wood) etc. 8. This PIU will sit at COAST FDMN operation center at Ukhia. Two field operation teams will be based on 2 WFS. Each of the WFS operation will be consisted with one Lead Facilitator and two Co-Facilitators. Among these two team one team will be supported by two member s tube well mechanics and other WFS operation team will be supported by three member s toilets and cleaning. PIU team will ensure proper directions, learning and logistics support for the filed team. A part from PIU COAST central part program focal point. Finance focal points and M&E section will ensure periodic support to the project team. 10. 5 Total of 4 staffs at PIU and 14 members field team will mainly responsible for implementing the project. With adequate experiences and educational back ground will be followed during recruitment of the staffs. 11. Reporting: Both monthly financial and program report will be prepared by 10 th of each months. Finally the project team one project completion report and finance completion report at the end of the project. 12. Standard: At it all project cycle management the project will follow CHS standard. COAST is a certified organization on CHS. The central team will ensure CHS integration at project implementation. A part from this the project will follow sector wise standard by ISCG. 5
