New systems needed for accreditation have been implemented (and staff and volunteer responders have received necessary in-service training) Documentation & Training: Responder policies and procedures manual (and in-service training) Overhaul of call documentation system (and new call report forms) Assistant Trainer & lead trainer s manuals (and in-service training) Comprehensive agency Policies and Procedures manuals (and in-service training) Responder retention & performance has increased for those responders from the Fall 2012 and Spring 2013 training classes (enhanced training, Assistant Trainer program, and 24/7 staff supervision have assisted with this) More comprehensive training to promote de-escalation of callers; in Q4 of 12-13, only 7 calls (of 1,121 calls to the line, or.6%) required emergency services. Outreach Surveys All participants surveyed; for Q4 of : Service providers reported: 95% knowledge of warning signs (1% did not, 4% did not respond). 95% ability to get help for self/someone at risk (1% did not, 4% did not respond). 86% Activity was culturally appropriate. (14% did not respond). Youth & other at-risk groups: 84% knowledge of warning signs (2.5% did not, 13.5% did not respond). 84% ability to get help for self/someone at risk (1.5% did not, 14.5% did not respond). 83% Activity was culturally appropriate. (1.5% did not agree and 15.5% did not respond). Focus Group Q4 of : 32 community members gave input and feedback on Barriers to calling a hotline (and messaging needed to address these) Age groups most in need of services (and approaches to reach these groups) Priority populations to reach, locations for material distribution in the community Cultural responsiveness and preparedness

12 Program 2: Regional and Local Capacity Building Institute on Aging INSTITUTE ON AGING ACHIEVEMENTS Between March 20, 2013 and September 18, 2013: Friendship Line conducted 43 presentations/in-service/meetings in 22 counties (13 Superior Region; 5 San Francisco Region; 4 other California counties). Thousands of flyers/brochures/magnets/wallet cards (Friendship Line WellSpace Health) distributed to counties County, State and National news-media carried stories on older adult suicide and prevention efforts highlighting Friendship Line

13 Program 2: Regional and Local Capacity Building Institute on Aging INSTITUTE ON AGING ACHIEVEMENTS Q4 Call Statistics April 1, 2013 June 30, 2013 Call Volume Friendship Line (Total --18,860) increased 4.37% from last quarter. 6.5% of total calls coming from the Superior Region, an increase of 12.8% from last quarter. Call Volume WellSpace Health (Total -- 8,498) increased 24% from last quarter % of total calls coming from the Superior Region, an increase of 30.06% from last quarter. Wellspace Health has both crisis CHAT Service and crisis TEXT Service Capability Friendship Line has hired (a) Friendship Line Manager; (b) 2 Lead Crisis Line Workers

14 Program 2: Regional and Local Capacity Building Kings View Impact of the Central Valley Suicide Prevention Hotline CVSPH CVSPH received over 3,600 calls since January 2013 We have initiated over 35 Active Rescues We have trained over 30+ volunteers Central Region now has its first 24/7 suicide prevention hotline located locally

15 Program 2: Regional and Local Capacity Building Kings View Impact of the Central Valley Suicide Prevention Hotline CVSPH Establishment of Hotline and other local CalMHSA projects in the central valley has helped stimulate increased awareness of the seriousness of suicide Local programs involved with suicide prevention are more willing to engage and work together With 24/7 status, data collected can be used to analyze trends across various demographic fields and develop targeted interventions for counties

16 Program 2: Regional and Local Capacity Building San Francisco Suicide Prevention The 4 counties answered 23,929 hotline calls and 830 crisis chats. The 4 counties completed 67 adult suicide prevention trainings reaching 1,234 people and 57 youth trainings reaching 1,245 adolescents. Services were provided to 1,800 people in a language other than English. The Bay Area started its LGBTQ Outreach Program, participating in Pride celebrations as well as LGBTQ specific trainings and outreach. The four Bay Area counties started Linea de Crisis, a combined Spanish language hotline. The toll free number rotates from agency to agency, with each agency taking a four hour shift per day, yet serving the entire Bay Area. San Francisco started the Bay Area Warmline Network and plans to have a conference for the staff of all types of hotlines in Winter The goal of the conference is to network, learn about suicide prevention and share resources common to all hotlines.

17 Program 2: Regional and Local Capacity Building San Francisco Suicide Prevention Evaluation Results San Francisco completed a client satisfaction process with our hotline callers. 91% of the callers rated the service as Excellent or Good. Additionally, 61% called because they felt depressed, 57% felt anxious, 55% felt stressed, 35% felt lonely and 26% felt suicidal. 86% stated that calling the hotline helped reduce their immediate negative feelings. San Francisco completed an evaluation of our youth presentations with 718 youth participants. Over 85% indicated they leaned new and valuable information about suicide prevention, were better able to notice warning signs in a friend and felt more confident they could help a friend in crisis.

21 Program 3: Social Marketing AdEase Know the Signs - Media Campaign Outcomes November 2012 through February 2013 Media Outlets: TV, cable, print ads, outdoor and digital ads Coverage Engagement 471,925 website hits within California in the 4-month period 25% of all website traffic via mobile 23.5 million total completed views for online video ads 720, 378, 821 impressions served in California Reached 52,468,000 people Impressions were evenly divided throughout each county resulting in 8+ frequency during flight (average frequency 12) 68% value added that equals approximately $2,176,000 in media costs

22 Program 3: Social Marketing AdEase Know the Signs Directing Change Outcomes A total of 371 videos about suicide prevention or eliminating stigma about mental illness were submitted; representing 922 students and 142 schools from 35 counties throughout California 98.2 % of school advisors indicated that the contest stimulated discussion among students about mental health and suicide prevention 89.9% agreed that it inspired them to get involved in suicide prevention, mental health or stigma busting activities All films can be viewed and downloaded at % of students pledged to not keep it a secret if a friend tells them he or she is thinking about suicide After judging contest videos, 95% of judges either strongly agreed or agreed that the judging process increased their knowledge of safe messaging for suicide prevention

27 Program 1 C.1: SDR Consortium George Hills Company, Inc. The Consortium project was brought in-house (to George Hills Company, Inc.) by CalMHSA. The Consortium office at 3043 Gold Canal Drive, Suite 101 in Rancho Cordova was designed, constructed and furnished (including three lime green chairs). Four Consortium staff (Program Manager, associate and two assistants) were hired and began working full time on the project. Contracts with consultants were established and signed to assist with the facilitation of Consortium meetings and to provide subject matter expertise to Consortium workgroups. Two Consortium In-Person Meetings were conducted on June 25 th and July 23 rd. These meetings allowed consortium members and new staff the opportunity to discuss past challenges, begin working together and organize the work of the Consortium going forward. Consortium workgroups identified short and long term activities including specific tasks to accomplish outcomes outlined in Strategic Work Plan.

28 Program 1 C.1: SDR Consortium George Hills Company, Inc. In conjunction with the Consortium Steering Committee staff began a selective outreach and recruitment process to fulfill identified gaps in Consortium membership in accordance with CalMHSA Service Agreement deliverables in order to have full membership by the end of the next quarter. Consortium staff and members outreached numerous community partners including Disability Rights Ca., Working Well Together, NAMI-CA, etc. and attended numerous meetings including the Working Well Advisory Committee, OAC Community Forum in Monterey, Ca Stakeholder Coalition, etc. promoting the work of the consortium. The Consortium assumed responsibility for the ordering, distribution and partially the marketing of Each Mind Matters materials. Next In-Person Consortium meeting is scheduled for October 22 nd in Santa Clara County. Program partners and members of the public are encouraged to attend.

40 Program 3: Promising Practices Mental Health Association of San Francisco Promising Practices Program Ongoing meetings with Community Development Partners to implement engagement process to set up for collaboration and technical assistance phase. Collaborated with academic partners at Columbia University to complete first draft of literature review analysis of promising practices, as well as continued research.

41 Program 2 C.2: Partnering with Media & Entertainment Industry Entertainment Industries Council, Inc. Worked with Associated Press to add new entry on mental illness into the 2013 edition of the AP Stylebook, which includes many of our recommendations on content and language. The AP Stylebook is used by just about every journalist in every newsroom in the US and beyond, and will institutionalize the guidelines for years to come. Trained over 300 journalists in over a dozen newsrooms in California on how to report accurately and without perpetuating stigma regarding mental health. Partnerships with the National Association of Broadcasters (NAB) and Radio Television Digital News Association (RTDNA) are allowing us to distribute TEAM Up resources and technical assistance to their member news outlets all over California and beyond. Through two creative briefings held for entertainment writers and other professionals (~80 attendees), as well as one-on-one technical assistance through our First Draft program (~25 writers/executives) and regular newsletters (sent to 2,740 industry contacts), we have engaged the entertainment industry around accurate depictions of mental health issues.

42 Program 2 C.2: Partnering with Media & Entertainment Industry Entertainment Industries Council, Inc. The Muestra Esto event, which brought together 6 Spanish language journalists with 45 mental health stakeholders, was the beginning of a relationship with Univision executive and news staff that is expanding across the state and beyond. Picture This: Mental Health in the San Francisco Bay Area highlighted 5 local reporters and brought them in dialogue with approximately 65 mental health stakeholders. Integrated Each Mind Matters movement and TEAM Up messaging into PRISM Awards ceremony for nearly 400 entertainment industry personnel, and in PRISM Awards Showcase national TV special airing on FX and other outlets. Approximately half of the over 400 submissions to the PRISM Awards addressed mental health issues, and half of the TV special focuses on mental health.

Workplace Mental Health Program Through management training, Wellness Works! seeks to reduce mental health stigma and discrimination in the workplace By reducing mental health stigma and discrimination in the workplace, psychologically healthy and safe workplaces are developed Though improved manager and employee relations, employees will be empowered to demonstrate help seeking behaviors before there is a crisis

I would want them to be treated and helped so they wouldn't feel alone." Parents and Teachers as Allies 1 Training of Trainers conducted adding 19 new State Trainers 11 Regional Presenter Trainings conducted adding 170 new Presenters 38 Presentations conducted statewide reaching 798 audience members "This was extremely helpful. It made me more aware of what children are feeling and may be going through in classrooms and at home. Provider Education 6 Regional Trainings held "The training has been very informative and rewarding. I have learned a different respect for Providers and a different attitude when communicating with them".

48 Program 2 C.5: Reducing Stigma and Discrimination in Mental Health and System Partners National Alliance on Mental Illness (NAMI) California Cultural Competency/Responsiveness Training Retreats 10 NAMI Regional Trainings held 145 NAMI Affiliate staff and volunteers directly trained/educated Our NAMI Affiliate s Action Plan is to organize a Multicultural Fair to recruit partners for advocating wellness and eliminating stigma in the community IOOV Cultural Adaptation Project 2 Native American Specific Focus Groups held 18 Focus group participants (combined total) My favorite part about this focus group was that we had the opportunity for our needs to be heard. NAMI Affiliate Cultural and Linguistic Competence Organization Assessment Survey 75% Completion rate by NAMI Affiliates (reached target rate) We are a small NAMI Affiliate but we are committed to offering help to others in the community.

49 Program 4: Advancing Policy to Eliminate Discrimination Disability Rights California Major Accomplishments Material Development Translated into different languages, posted on our website and distributed through training and outreach. See: Training Development Developed training on rights of tenants with mental health disabilities/landlord and tenant obligations, hostile learning environment in school settings and challenges for youth with mental health disabilities transitioning from high school to college. As counties work on PEI activities, DRC materials and training enhance education, provide opportunities for discussion about issues raised and provide opportunities for further training. Policy papers identify where further enforcement or change is needed and make recommendations about next steps. This benefits county PEI efforts. For example: policy papers may make recommendations that lead to more affordable supported housing or identify best practices in first responder training. Ultimately: decreased stigma and discrimination so that people with disabilities lead productive quality lives in communities of their choice. 50

53 Statewide K-12 California Department of Education Recommendation: Add Mental Health Training to Teacher and Administrator Preparation Programs The Student Mental Health Policy Workgroup has recommended that the Commission on Teacher Credentialing incorporate mental health training into credentials for teachers and administrators. The following proposed standard is being considered for addition to the Preliminary Administrative Services credential. Provide a review of mental health and mental health conditions. Understand the role of support staff such as school psychologists, school social workers, school counselors, school nurses, child welfare and attendance supervisors, and other trained mental health professionals. Understand systems of care that interact with juvenile justice, mental health, mental health advocacy organizations, child welfare services, foster care, regional centers, and homeless youth. Understand the effective use of mental health accommodations and school disciplinary procedures, including manifestation determination for serious offenses, and prominent schoolwide intervention strategies such as those listed in the Regional K 12 Student Mental Health Initiative clearinghouse of resources at

54 Statewide K-12 California Department of Education Training Provided for Educators and Mental Health Practitioners A total of 637 educators and mental health practitioners received training through the Training Educators Through Recognition and Identification Strategies (TETRIS) and KOGNITO programs during the past quarter. In the Placer, San Diego, and Santa Clara regions: KOGNITO training was delivered to 508 professionals. These interactive video training sessions focused on suicide prevention strategies to help educators and mental health practitioners assist students at risk of committing suicide. The TETRIS Training of Trainers Program was delivered to 139 educators; 109 received Level 1 training and 20 received Level 2 training. TETRIS training provides strategies for the identification and recognition of early mental health issues in students, allowing for early intervention and referral to appropriate professional services.

The district initiative will support the development of formalized policies and procedures to address behavior intervention. Fresno-Reedley Consortium worked with the College Veteran Association to successfully lobby for the establishment of a Veteran Center on campus to open in the fall Santa Rosa Junior College maintains a strong peer-to-peer network as one of the vehicles in delivering PEI efforts. Each campus has addressed the needs of the veteran students by implementing various health and wellness workshops and/or events to promote healthy living lifestyles and raise awareness of mental health by promoting early intervention, and reducing stigma. 61 Higher Education Student Mental Health Program California State University Tri City MHSA co-sponsored a Unity Luncheon with CSU Pomona. This event was well attended with 425 participants. The message was Demystifying Mental Health Disabilities. Riverside City College invited Cal-State San Bernardino to partner with them in their first CalMHSA Regional Strategizing Forum. Monthly conference calls of the Higher Education Committee, which was formed through the San Diego Suicide Prevention Council, CSU San Marcos, CSU San Diego, UC San Diego, San Diego City College and Mira Costa College. San Jose State makes all trainings available to Department of Rehabilitation, Galvin College, Santa Clara Suicide Prevention Hotline, and Billy Defrant LGBT community. CSU San Luis Obispo has partnered with Transitions Mental Health to increase the amount of student volunteers for the SLO Hotline (suicide prevention hotline). The L.A. College Consortium: Los Angeles Harbor College (Lead College), Los Angeles City College, Los Angeles Mission College, Los Angeles Pierce College, Los Angeles Southwest College, Los Angeles Trade Tech College in collaboration with West Los Angeles College, Rio Hondo College, and California State University, Dominguez Hills joined forces for best practices at the Regional Strategizing Forum, Partners in Shifting the Paradigm: Proven Practices of Collective Impact Part 1 at CSU Dominguez Hills campus.

62 Higher Education Student Mental Health Program University of California Evidence of Impact UC Student Mental Health Risk Summit (March 28, 2013) The Summit was attended by almost 100 invited representatives from the UC Office of the President, ten UC campuses, the CSU and CCC systems, CalMHSA, and various County Departments of Mental Health. The Summit provided the opportunity to share emerging issues and concerns, as well as promising practices. A total of 51 people (52%) completed a feedback survey following the collaborative summit Participants agreed or strongly agreed that they were satisfied with the materials and overall format of the summit. (Average rating was between 4.1 and 4.6 on a 5 point likert scale. Participants agreed or strongly agreed that they were satisfied with the logistics. (Average rating was between 3.76 and % of the respondents expressed willingness to attend another summit of this type. Over 90% of participants reported that the best thing about the summit was the opportunity to collaborate with various professionals across disciplines and systems of higher education. Participants felt that this event should be held annually and should be more than a one day event.

63 Higher Education Student Mental Health Program University of California Online Interactive Depression Screening Program (ISP) Two campuses evaluated the effectiveness of two methods for implementing the American Foundation for Suicide Prevention s depression screening tool, the ISP. One critique of this program has been the low response rates (about 8%). In this study, one UC campus followed AFSP s the recommended outreach procedure while the other UC campus developed a unique strategy to attract respondents. In the results, the revised strategy yielded a higher response rate (14% vs. 6%). The study concludes that ensuring anonymity, department support, and tailoring solicitation increases student response rates and may reduce barriers to utilizing this outreach method. Collaboration with department informants and the strategic solicitation appeared to positive effect the overall response rate to the questionnaire. While AFSP s outreach method has been previously identified as a promising practice to identify at-risk students, the revised strategic intervention seeks to improve its utility for targeting at-risk populations, improving student participation in mental health treatment.

65 Statewide Evaluation RAND Corporation Impact to Date Published three literature reviews related to mental health prevention and early intervention (PEI) in each initiative area. Administered a baseline general population survey designed to understand current attitudes and knowledge related to stigma and discrimination, suicide prevention, and student mental health. Collaborated with Program Partners to implement tools and processes for collecting data on new capacities and resources developed, reach of implemented program activities, and short-term outcomes. Drafted an interim evaluation report describing initiative progress in building new capacities and resources and the reach of these capacities and resources. Preliminary results were provided where possible.
