Purpose The attached paper provides background on: The establishment of a National Co-ordinating network to bring together NHS Scotland Police Scotland, the Crown Office and Procurator Fiscal s office, Local Authority and other interests involved in the provision of healthcare and forensic services for people in the care of the Police. A workshop on 30 May 2013 brought together key stakeholders to agree initial priorities for the co-ordinating network, and it was also agreed that the network should have a small strategic oversight Board, along with a number of sub groups which would focus on particular areas. Conclusion NoSPG Executive is asked to consider the request for nominations to join the Steering Group for the North of Scotland.

2 Nominations for Membership of: National Co-ordinating Network Board for Forensic and Healthcare Services for People in Police Care Date 30 August 2013 Your ref Our ref 07\Cttees & Grps\Policy Grps\Custody Healthcare\ Nominees Nat Co-ord Network\Corres\ Direct Line Dear Jacqui, Janette and Jim National Co-ordinating Network Board for Forensic and Healthcare Services for People in Police Care The Scottish Government has established a National Co-ordinating Network to bring together NHS Scotland,, the Crown Office and Procurator Fiscal s Office, Local Authority and other interests involved in the provision of healthcare and forensic services for people in the care of the Police. A workshop on 30 May 2013 brought together key stakeholders to agree initial priorities for the co-ordinating network, and it was also agreed that the network should have a small strategic oversight Board, along with a number of sub groups which would focus on particular areas. An outline draft of the Network structure is included at Annex A. NHS Scotland,, Social Work and the Crown Office will be expected to engage at a high level in the Board and to steer and direct the work of the Network. The Chair of the Steering Group has been nominated by NHS Board Chief Executives as Mrs Andreana Adamson, Chief Executive of the State Hospitals Board for Scotland. has nominated Derek Penman, Assistant Chief Constable, as Vice Chair. Other membership of the Steering Group is set out in the attached Terms of Reference. The Board first met in Shadow form on 31 July 2013 and decided that representation from NHS Scotland should be at Board Director level from 3 territorial NHS Boards each one representing the NHS Boards in each Regional Planning Group. I would be grateful if you could consider within the Regional Planning Group and let me know your nominations as soon as possible. The planned first date for the Network Board to meet in full is 11 November The Co-ordinating Network Board will be supported by an Operational Support Group, which will comprise the chairs of each of the functional Subgroups and the Chairs of each Regional Collaborative, along with professional representation, the national team which is supporting the Network and key stakeholders.

3 The Co-ordinating Network Board is likely to meet 3 times a year and its role is to provide strategic direction and inform Scottish Government on recommendations for policy in relation to forensic and healthcare services for people in the care of the Police. In its first year its priorities will be to: agree a Memorandum of Understanding between the organisations (nearing completion); oversee the roll out of partnerships between Police and NHS across all parts of Scotland; ensure that training and education plans are in place to support professionals contributing to the provision of these services; oversee the financial transfer from to NHS Scotland of funding to support the provision of both healthcare and forensic services by NHS Scotland; establish formal links with the 3 Regional Child Protection / Sexual Abuse Networks; form appropriate links with local provision of services for adult sexual assault. The Term of Office members will be expected to serve on the National Coordinating Network Board is 3 years with the potential for renewal of office. Nominations are being sought to form the Steering Group for the National Coordinating Network Board from NHS Scotland,, Local Authorities and the Crown Office. 4 National Co-ordinating Network Terms of Reference 29 August The National Co-ordinating Network for Forensic and Healthcare services for People in Police Care is a collaboration of agencies, working towards a joint purpose of improving health and forensic services to people in police care. 2. The partners are NHS Scotland,, Crown Office and Procurator Fiscal Service, Local Authorities and Scottish Government. 3. It was agreed at a stakeholder workshop on 30 May 2013 that a Network would be an inclusive way of engaging with staff at all levels. In order to drive the Network s ambitions, a high level steering group - the Network Board - would be established to govern and oversee the work of the Network which would be taken forward by a number of either standing groups or short life working groups. A draft structure is appended (Annex A). 4. The proposed Terms of Reference of the Co-ordinating Network are: 4.1 To ensure partnership arrangements are in place for the delivery of forensic and healthcare services for people in police custody in all NHS Boards/Regional collaboratives by end December To oversee the transfer of funds from to NHS Scotland by end March To extend the work in local / regional partnerships to improve health, reduce care inequalities, and integrate care within community pathways. 4.4 To extend partnerships to encompass areas beyond healthcare and forensic services for people in custody suites, to include other people in police care for example child sex abuse, adult sexual assault. 4.5 To support the development of the models of care to achieve a cost effective, high quality service at local, regional and national level. 4.6 To establish quality standards for the delivery of care in appropriate facilities. 4.7 To establish consistent data collection, audit and research that will develop an evidenced based approach. 4.8 To develop the workforce, training and education based on competency frameworks 4.9 To form appropriate links with other relevant Networks such as the Prisons Network and to ensure minimal duplication of effort.

Ways of Working Most of the work is envisaged to be done in s by volunteer/nominated experts and reported to the Network Board which will then in turn link to Scottish Government, NHS Chief Executives,, COPFS and Local Authorities.
