Welcome and objectives for the meeting The Chair welcomed the Committee members and attendees to the1st meeting on Preventing suicide in community and custodial settings. The Committee members and attendees introduced themselves. The Chair welcomed the members of the public to the meeting. The members of the public had been briefed already, both verbally and in writing by the NICE team, and the Chair reminded them of the protocol for members of the public, whose role is to observe (they should not speak or ask questions). The Chair reminded all present that the Committee is independent and advisory, that its decisions and recommendations to NICE do not represent final NICE guidance, and that they may be changed as a result of public consultation. The Chair informed the Committee that apologies had been received. These are noted above. The Chair outlined the objectives of the meeting, which included: Receive an overview of the guideline scope Discuss the evidence review methods Receive an introduction to GRADE Receive an evidence review on postvention interventions Page 2 of 12

3 Discuss the health economics modelling approach Discuss the findings of a mapping exercise of the guideline evidence and how this impacts on expert testimony and call for evidence 2. Confirmation of matter under discussion, and declarations of interest The Chair confirmed that, for the purpose of managing conflicts of interest, the matter under discussion was Suicide prevention in community and custodial settings. 7 in patient need on hospital wards, for which I am paid expenses and an attendance fee of 150. There are just three meetings planned. I am on an Aneurin Bevan NHS Trust working group to establish protocols for the Support and Involvement of Families following a SUI. For my attendance at these meetings I am paid a fee of 250 and travel expenses. There are just two meetings each year. I am Chairman of a national charity PAPYRUS Prevention of Young Suicide for which I am paid expenses only. PAPYRUS is currently seeking to run a pilot project in a number of establishments delivering ASIST training and making our helpline available to staff and offenders. I do not receive any payment for supporting this project. 24/10/16 on application I am a lay member of the Midlands Therapeutics Review and Advisory Committee (MTRAC) MTRAC is a prescribing and commissioning advice committee funded by subscriptions from Clinical Commissioning Groups (CCGs) in the West Midlands. It meets six times per year to consider the evidence for efficacy, safety, and costeffectiveness of selected new medicines or classes of medicines not already covered by national bodies such as the National Institute for Health and Care Excellence (NICE). The purpose of the committee is to offer advice to prescribers, commissioners and other decision-makers in the local Page 7 of 12

After consideration of the evidence for a new medicine or existing class of medicines, the committee discusses the local use of the new medicine and agrees a set of guidance points on prescribing and commissioning issues. As a Lay Member of the Committee I am required to participate as a voting member of the committee with particular responsibility to promote patient, carer and public views and experiences to inform discussions and the decisions that the committee makes. I am expected to attend four meetings a year. The Committee then discussed the issues presented in relation to this guideline. The Chair thanked Caroline for her presentation. Evidence Review Methods The Chair introduced Tom Hudson, information specialist, NICE, who gave a presentation on the evidence review methods. Introduction to GRADE The Chair introduced Beth Shaw, Senior Technical Advisor, NICE, who gave a presentation on the evidence review methods. Beth took questions from the group. Post-vention interventions evidence review The Chair introduced Pete Shearn, Senior Technical Analyst, NICE, who gave a presentation on the post-vention interventions evidence review.
