People in Cardiff are healthy There is a statutory duty to implement The Healthy Eating in Schools (Wales) Measure The intention of the Measure is to require local authorities and governing bodies to promote healthy eating and drinking by pupils in maintained schools in Wales and to provide for the regulation of food and drink provided in those schools. Have communities or stakeholders been engaged in informing or developing the priority work stream? Cardiff Food and Health Steering Group have been engaged in the development of this priority work stream. Neighbourhood Management Area Action Plans relate to the priority workstreams as identified. Priority Work Stream Description What is the Scope of Project? What outcomes will the work achieve? The scope of the work stream is to improve levels of healthy eating amongst the population of Cardiff. This will be done through ensuring : increased availability of healthy options in order to make the healthy choice the easy choice; increased knowledge and skills about healthy eating, food preparation and cooking. Particular emphasis will be placed on increased levels of eating healthy eating amongst those living in areas of socio economic deprivation and low income families. Increase uptake of Healthy Start Vitamins amongst pregnant women, new mothers and children under 4 years in Cardiff 2. Increase the number of babies that are breastfed in Flying Start areas of Cardiff 3. Implement the Healthy and Sustainable Pre Schools Scheme, which includes a focus on healthy eating in 10 early years settings Target Date Lisa Williams Flying Start Health Visitors July 2013 Lisa Lewis 4. Increase number of childcare settings having maintained the Gold Standard Healthy Snack Award at 18 months follow up visit 5. Implement the Healthy Eating Schools Measure in all primary schools by Sep 2012 and all secondary schools and special schools by Sep Increase uptake of free school meals, free breakfast clubs and milk in schools 7. Implement 6 MEND programmes in Cardiff in 2012/13 including MEND 5 7 and Deliver 10 accredited Community Food and Nutrition Skills Courses in to increase the number of front line staff working in deprived communities and with vulnerable groups (such as older people) 9. Implement community food projects in areas of socioeconomic deprivation (particularly focusing on low income and BME families) in partnership with neighbourhood management teams and Communities First to address identified need. 10. Develop, launch and implement the Cardiff Food Charter to develop local and sustainable food action, with an identified Charter lead 11. Increase the availability of healthy options at large scale city centre events, initially focusing on the Big Weekend; Cardiff Half Marathon and Winter Wonderland. 13. Increase the number of Businesses that secure the Healthy Options award from 45, through promotion and engagement with food businesses via 6 annual business forums held throughout the city and responding to business enquiries throughout the year. 14. Increase the percentage of food businesses which are Broadly Compliant with food hygiene standards from 67% to 68% as compared to the total number of food establishments for which the Authority if responsible. Reduce unhealthy eating and increase the proportion of adults who eat at least 5 portions of fruit and vegetables a day above the baseline of 37% by 2015 Increase the proportion of children who eat fruit and vegetables every day above the Wales average of 58% (fruit) and 51% (vegetables) by 2015 Story behind the curve/s See Cardiff and Vale University Health Board (UHB) Upstream Prevention and Wellbeing Local Delivery Plan A poor diet is one of the major causes of ill-health and premature death (Food Standards Agency, 2003) excess intake contributes to obesity cardiovascular diseases, diabetes, cancer and dental caries. Low incomes and area deprivations are barriers to purchasing fresh and unfamiliar foods, and five per cent of people on low incomes report skipping food for a whole day (Marmot, 2010). Only 37% of adults in Cardiff and the Vale of Glamorgan eat five portions of fruit and vegetables a day and more than half the Cardiff and Vale of Glamorgan population is overweight or obese (Public Health Wales, 2010).
