1 Harbor Regional Center Board Planning Committee Minutes: August 24, 2011 Attendees: Absent: Wendy Sorel, Annette Ross, Nancy Spiegel Kathleen Keon, Harry Van Loon Review of Draft 2012 Performance Plan The members reviewed and discussed the draft Performance plan. Regarding the first identified outcome to reduce the percent of clients in State Developmental Centers, it was noted that as we work on this regional project (and the movement of other regional centers clients into the community), we will be supporting the improvement of outcomes statewide. We will continue to support HRC clients moving from other SDCs into the community as well, but our HRC outcome will not improve as much in relation to the statewide average, during this period. Nancy noted the areas where we want to continue to improve, such as supporting people in larger licensed settings to move into smaller and more individualized licensed homes, foster homes, or supported living. In discussing planned activities for expanding employment opportunities, including Project Search and the HRC Employment Council, Wendy shared exciting news of the upcoming Employer Breakfast, with a keynote address by the creator of Project SEARCH, Erin Reihle. Annette was very interested in increased day program options for older, medicallyinvolved, or frail adults. The committee enthusiastically commended the excellent outcomes overall, approved of the planned activities, and support the draft Performance Plan for Review of Core Values Our committee is continuing its ongoing project to review and update the HRC Core Values. At this meeting we reviewed the values that had been identified or re-confirmed at our May meeting. Members provided input on initial drafts of selected core values, and added to the list of identified core values.

2 Harbor Regional Center Community and Financial Development Committee Minutes August 23, 2011 Attendees: Dr. Bobbie Rendon-Christensen, Chair; Doug Erber, Mercedes Guzman, Nancy Spiegel Review of Draft Harbor Regional Center 2012 Performance Plan The members reviewed and discussed the draft Performance plan. Members were especially interested in planned activities related to living options for HRC clients, including the increasing availability of Foster Home Agency homes, (also referred to as mentor homes) for adults, and HRC s continuing plan to encourage the development of licensed homes for four or fewer individuals. We discussed the planned closure of Lanterman Developmental Center, the decreasing number of clients living in developmental centers overall, and the development of resources to meet their needs. It was noted that HRC currently does not have any clients residing at Lanterman Developmental Center, but is working in collaboration with other regional centers, as well as with HOPE, to support the development of homes in the community for LDC residents. Board members recalled recently touring some of these very impressive homes. Members were also interested planned activities to continue to offer day activities, postsecondary education, and employment opportunities for people with developmental disabilities. Nancy described the process of public review that will continue through October, and the Public Hearing that will take place at the October meeting of the Board of Trustees; she encouraged the members to feel free to continue to ask questions or provide input throughout that time. Members of this committee support the draft Performance Plan for Holiday Giving Fund Nancy reported on current grant proposal activities in progress to support the Holiday Giving campaign for Sandpipers awarded the Harbor Help Fund with a $2000 grant after being unable to provide funds in the last couple of years.

3 We have submitted a new application to Northrop Grumman s ECHO (Employee Charity) program. Board Member Bob Bethel and committee member Mercedes Guzman, as past employee/consultant or family member of employees, have offered to assist with support of the grant application. The next applications to be developed are Boeing, Toyota, and City of Torrance. Doug and Bobbie will assist with their contacts at Honda. Doug suggested looking into the Weingart Foundation s current funding priorities which may be programs supporting women and children and consistent with our program. Other Community Development Nancy reported on the Disneyland Community Involvement Program. HRC has received preliminary information on the process for certifying our families eligibility to order reduced price tickets to Disneyland Resort and California Adventure. Every year we have a number of families who look forward to receiving this opportunity with HRC s support. We have alerted our Counselors that they will be able to begin submitting their clients/family referrals in September and October. Nancy will alert families via the HRC Network to contact their Counselors if interested.

4 Promoting Empowerment /Self-Direction People with developmental disabilities and their families who are knowledgeable of their rights and opportunities are able to make decisions on their own behalf, and are empowered to exercise control of, and responsibility for their own lives. Harbor Regional Center is committed to providing support, information and choices in order to facilitate the empowerment process. Providing Support Ensuring that families receive early, continued, and culturally-sensitive support assists them to maintain a secure and stable family system. A viable support system includes informal sources such as family, friends, and community, as well as formal support from educators, clinicians and service coordinators. Harbor Regional Center s role is to respect, support and promote family and community relationships, and build partnerships that contribute to desired outcomes, hopes and dreams. Imparting Information Information provides individuals with developmental disabilities and their families with the knowledge to make decisions, and to be active participants in the planning and coordination of services. Harbor Regional Center believes in openness and transparency, and is committed to providing timely, accurate and comprehensive information to our clients, families, service providers, board, staff and the general public. Facilitating Informed Choice Individuals and families who are able to see themselves as capable and competent decision makers can take a leadership role in all areas of their lives. Harbor Regional Center is committed to empowering our clients and families to be knowledgeable of their options, make informed choices, and pursue their desired outcomes based upon these choices. Coordination of Family/Person Centered Services We respect the important roles and relationships of the individual, family, professionals, and the community, as equal participants on the individual s team. Harbor Regional Center is committed to strengthening each family s ability to promote their family member s development.

6 HARBOR REGIONAL CENTER CLIENT SERVICES COMMITTEE July 28 th, 2011 Members Present: Staff Present: Fu-Tien Chiou, Co-Chair; Kristine Engels; Mei Chang; Annette Ross; Jeff Brower; David Gauthier; and Juana Naranjo Claudia DeMarco, Pat Del Monico Topic: Review of recent Trailer Bills - Language effecting Regional Centers A returning member and long-time friend of Harbor Regional Center, Juana Naranjo, was introduced to the members and welcomed back to CSC. A handout summarizing key areas of the recently passed trailer bill language was shared. discussion of each item ensued, with special emphasis on the following: A lively the termination of the Prevention Program provided by regional centers; to the purchase of services young adults who are eligible for public school services (transition); implementing an annual family program fee of $200.00; the introduction of "paraprofessionals" to provide in-home behavioral services; the need for independent assessments for identified individuals receiving supported living services; the expansion of the 4.25% payment reduction to service providers; and the 15% cap on administrative costs - for both regional centers and service providers Due to the lower attendance of members and the start of a new fiscal year,the Co-chair requested staff to survey the members by as to the preference of the meeting day - either the 4th Tuesday or the 4th Thursday of the month. With no meeting scheduled for August, the next Client Services Committee meeting is set for September, with the final date subject to the results of the member survey.
