4 City of York Safeguarding Children Board Learning and Development 2014 Introduction Those working, either paid or voluntary, with children, young people, families and/or with adults who may be parents or carers will know that legislative and policy frameworks can change rapidly. In March 2013, the government published the new Working Together (2013) statutory guidance, which replaces previous versions (most recently, 2010), and is heavily influenced by the Munro Review of Child Protection (2011). The CYSCB reviewed its training and development provision throughout The purpose is to ensure that there is a multi-agency training, learning and development offer that can reflect current legislation and guidance, be informed by the latest research and reviews of practice (including serious case reviews nationally and locally) and fit the needs of an evolving workforce. CYSCB Training, learning and development The CYSCB aims to offer a variety of learning events that are child centred, relevant and responsive to the needs of the workforce. The new programme puts practice at the centre, and gives practitioners the opportunity to take ownership and, perhaps, leadership of their own learning, with support from the safeguarding board. We continue to develop events, and want you to participate in identifying the learning you want to see included in this programme. The programme will evolve and will be available online. 4

West Offices - GETTING THERE General car parking is not available at the venue. Delegates can reach the venue using public transport into York city centre. 7 EVENT STYLE We are developing a variety of different types of events which better reflect work styles, and enable us to be more responsive in delivering one off events as required. Some of the events require participants to take leadership roles and/or have a far more active role in directing their own learning than traditional taught courses. Bite size or ½ day briefings: Speaker led, short sessions (2-3 hours), with numbers and targeted audience varying according to subject area, for a range of purposes, including: raising awareness of current issues; disseminating key messages from research and guidance; learning lessons from serious case or other reviews; and, improving knowledge and use of procedure, practice guidance or practice tools etc. Practice seminars/learning groups: Practitioner led, short sessions (breakfast, lunch or teatime), for small (up to 8/10) groups, targeted according to subject area, where colleagues can discuss areas of practice where there have been successes and challenges, and identify outcomes achieved. Practitioners will lead the discussion, developing their own case study in the identified area of practice, posing questions and identifying learning points and solutions. Other attendees are required to have reflected on cases in their own practice which may be similar, and to contribute to discussion. Practice forum: Group led, short sessions, for a wide range of practitioners and managers interested in understanding differing perspectives on issues and good practice across sectors. Participants agree contact and inputs, with potential for rotating organisational and administrative aspects of the sessions. The purpose is to support better awareness of services, roles and responsibilities, and help to address barriers to good multi-agency working. Masterclass: Facilitator led, half day or 1-day sessions for larger groups of practitioners and managers, targeted according to subject area, which allow participants to gain knowledge from more experienced colleagues, time for one-to-one discussion and space to reflect on 7

8 challenges and issues. Masterclasses are in-depth, interactive, focusing on specific areas of practice and role development and offer practical teaching and coaching through lecture, case study exercises and groupwork. Conference: LSCB led, 1-day events for a large group of delegates from a wide range of agencies (possibly targeted according to subject area), addressing key priorities for the LSCB, using nationally recognised, authoritative speaker and, quality inputs (perhaps including drama) and other innovative techniques. Short multi-agency training courses: Trainer led, 1-day sessions, for groups of up to 25 practitioners and/or managers (depending on focus). Content and target audience vary according to subject focus. Courses reflect longer term priorities for the LSCB. ½ day session content includes awareness, knowledge and tools based learning, with the primary purpose to improve identification, multi-agency responses and use of procedures and practice guidance. 1 day session content includes knowledge, tools and some skills based learning, with the primary purpose to improve multi-agency practice and interventions. Joint and multi-agency advanced practice training courses Trainer led, often commissioned from external providers, with group size, target audience, course length and content varying according to the subject focus. Courses may be tailored around specific areas of practice to enable practitioners to work together to deliver services at a more advanced level, e.g. practitioners working together on high risk cases. 8

9 ONLINE TRAINING This can be a useful tool in terms of quick and easy access to learning for awareness raising, knowledge and developing skills. Whilst not offering the opportunity for debate and discussion, online training offers an immediate solution which is cost effective and flexible. City of York Safeguarding Children Board Child Protection Basic Awareness web-based course For all those who have infrequent contact with children, young people and/or parents/carers and may become aware of possible abuse or neglect; and, as a prerequisite for a number of our other courses. City of York Council Disability Awareness online training A web-based training courses designed to introduce you to disability equality and give a greater understanding of how inclusive practices can be promoted to break down barriers that disabled children and young people may face. The courses have a number of short lessons which when completed will allow you to print or download a certificate. Please choose from one of two courses -Disability Equality Awareness, aimed at all, and Taxi Drivers Disability Awareness aimed at Taxi Drivers as part of their accreditation. Independent Domestic Abuse Services Domestic Abuse Basic Awareness - web-based course The Independent Domestic Abuse Service (IDAS) in York has a very useful basic awareness online course. This is suitable for all those in contact with children, young people and adults who may be parents/carers. Rape Awareness online training This training package is aimed at individuals in organisations and voluntary groups who work with adults to give a basic awareness of issues surrounding rape and sexual violence. Depending on your role, this may be the only level of training you need, although some people will need further training. National CAMHS Support Service Everybody's Business online training Everybody's Business is a set of free e-learning materials about the mental health of children and young people. It is aimed at people who work with children, young people and their families who are not mental health professionals. We recommend 9

10 that you start with Understanding Mental Health, as this contains the underlying knowledge needed for the modules on Mental Health Promotion and the Peri-Natal & Infant Mental Health. The materials are not formally accredited but participants are able to print a certificate, similar to a 'Certificate of Attendance' on completion of each module. The website will guide you through this process. There is no charge for using these materials. Department for Education Safer Recruitment Training The DfE hosts the online safer recruitment training. It is essential that those organisations who recruit paid or unpaid staff to work with, or who have access to, children ensure that they are operating the safest recruitment process possible. Furthermore, schools will be asked to present evidence to OFSTED inspectors that they have at least one member of their recruitment panels trained in safer recruitment. Packages for schools and other organisations are available. ECPAT UK Protecting Children Everywhere : trafficking and exploitation In Your Hands e-learning course This is a free resource which is appropriate for all professionals who may work with children who may have been trafficked. This course provides you with an awareness of the main issues around victim identification and what steps to take to provide support to a child victim of trafficking. In Your Hands is also available in 2 alternative versions for professionals based in Scotland or in Wales which refer to the relevant Scottish or Welsh legislation and guidance. 'Every Child, Everywhere - Child Protection Online Training in the Travel Industry This e-learning course, developed by ECPAT and ABTA, focuses on safeguarding children from exploitation in travel and tourism, preventing child exploitation and abuse, including child trafficking. 'Every Child, Everywhere' has been fully endorsed by ABTA, the main travel industry association in the UK, and in addition, has been mapped against National Occupational Standards for Continued Professional Development points in the ABTA Accredited Travel Professional Training scheme. This interactive, simple to use course consists of 3 modules. 10

11 Module 1: Following Child Protection Policies & Procedures Module 2: Implementing Child Protection Policies & Procedures Module 3: Developing Child Protection Policy and Procedures PACE (parents against child sexual exploitation) and Safeguarding E-academy Keeping them Safe: protecting children from child sexual exploitation online course Thousands of children in the UK are at risk of being forced or manipulated into sexual activity in a form of abuse called child sexual exploitation. This abuse can happen to any child, anywhere. Knowing what to look for is an important way you can help to protect your children. This online course is aimed at parents, and helps them to spot the warning signs of child sexual exploitation. Foreign and Commonwealth Office (FCO) Dealing with Forced Marriages online course The Foreign and Commonwealth Office e-learning training is designed to be used by all professionals (such as teachers, police officers, social and health care professionals, housing officers) and others who may have to deal with forced marriages in the course of their work. It provides a basic understanding of the key issues surrounding forced marriage, how cases can present, and how to respond appropriately. Social Care Institute for Excellence (SCIE) Parental Substance Misuse e-learning Primarily aimed at social care practitioners, but suitable across the workforce, this e- learning package is grouped into 3 modules: Understanding Substance Misuse - An introduction to the different types of substances commonly misused and the effects that these may have on the people taking them. Understanding the Impact on Children - Explores how parenting capacity may be compromised and how children may be affected by parental substance misuse. Implications for Social Work Practice - Explores the implications that parental substance misuse has for social work practice and to recognise when an assessment is needed. 11

Designated staff (e.g. in Education) who are new to York, or in role, should take this course initially then, in subsequent years, move on to other courses please contact the CYSCB unit for advice. Course Aim to provide practitioners and volunteers with the knowledge and skills to identify and act upon concerns about children, including those who are suffering or at risk of suffering significant harm, in line with Working Together to Safeguard Children (2013), and other key legislation and guidance. 12

13 WHO SHOULD ATTEND This training course is for staff, either employed or voluntary, and line managers from any agency working with children, young people, families or adults who may be parents or carers. The course builds on the CYSCB online basic awareness safeguarding course, and should be attended by individuals who have recently started work in York, or who have never attended this course previously. Those who need to complete multi-agency safeguarding training regularly (e.g. as part of a designated child protection role) should not just repeat this course, but should look at other multi-agency safeguarding training for future attendance. 14 CITY OF YORK SAFEGUARDING CHILDREN BOARD Working Together ½ day update for Education designated leads* Weds 5 th Nov 2014 EB TR Facilitator: Caroline Williamson *A ½ day, targeted update for designated child protection leads, pastoral heads and governors in safeguarding roles in schools. This session is in addition to the biennial, multi-agency CPD requirements for practitioners in Education designated roles. Please get further advice on multi-agency training options from the CYSCB unit staff. Course aim: To update designated staff in Education settings on relevant guidance, legislation and practice developments related to child safeguarding; and, to offer an opportunity to develop peer support and learning networks. Course content: Up to date, relevant and appropriate content at the point of delivery. 14

15 WHO SHOULD ATTEND? This course will be suitable for head teachers, designated child protection leads, pastoral heads and other members of the senior leadership team; and, for school governors with safeguarding remits. PRE-REQUISITE AND OTHER LEARNING It will be assumed that delegates have at least a basic knowledge of safeguarding. Those in designated child protection roles are expected to undertake multi-agency safeguarding training biennially this course does not meet that requirement. COURSE PREPARATION The course facilitator will determine the content in consultation with course participants. Delegates may be asked to contribute anonymised case studies to support learning. This course is run in partnership with Lifeline. Course Aim to improve and enhance practitioners capacity and ability to provide effective intervention when parental substance misuse is identified in families in order to improve outcomes for children. Learning Outcomes To be aware of the impact of parental substance misuse on children, and on their experience of parenting To have knowledge of risk and how it changes, and how to escalate concerns To promote practitioner behaviours that support good, child-centred practice To develop skills in risk assessment, response and interventions in relation to parental substance misuse 17

Examples of this may include: family support; Integrated Family Support; youth services; mental health practitioners; substance misuse staff; social workers; health visitors; pastoral leads in schools; voluntary sector agencies. PRE-REQUISITE LEARNING Delegates will be expected to have completed some training in substance misuse, basic awareness. This may include the online course mentioned above, or other substance misuse courses provided via City of York Council s Workforce Development Unit (wdu@york.gov.uk). Basic Awareness IDAS BASIC DOMESTIC ABUSE AWARENESS online course The Independent Domestic Abuse Service (IDAS) in York has a very useful basic awareness online course. This is suitable for all those in contact with children, young people and adults who may be parents/carers. FCO DEALING WITH FORCED MARRIAGE online course The Foreign and Commonwealth Office e-learning training is designed to be used by all professionals (such as teachers, police officers, social and health care professionals, housing officers) and others who may have to deal with forced marriages in the course of their work. It provides a basic understanding of the key issues surrounding forced marriage, how cases can present, and how to respond appropriately. 19

This course is run in partnership with IDAS and Safer York Partnership. Course Aim to improve and enhance practitioners capacity and ability to provide effective intervention when domestic abuse is identified in families in order to improve outcomes for children. Learning Outcomes To be aware of the impact of domestic abuse on children and on their experience of parenting To have knowledge of risk and how it changes, and how to escalate concerns To promote practitioner behaviours that support good, child-centred practice To develop skills in risk assessment, response and interventions in relation to domestic abuse 20

21 WHO SHOULD ATTEND? Practitioners, either paid or voluntary, in operational roles involving support to children, young people, families and/or adults who may be parents or carers. Examples of this may include: family support; Integrated Family Support; youth services; mental health practitioners; substance misuse staff; social workers; health visitors; pastoral leads in schools; voluntary sector agencies. PRE-REQUISITE LEARNING Delegates will be expected to have completed the IDAS online Domestic Abuse basic awareness course (see above). The 1-day course will not cover the learning available in the online course. COURSE PREPARATION All prospective delegates will be required to submit a short case study based on a practice example at least 1 week prior to the course. The course facilitators will select 4-5 of the case studies to use within the course to support skills development. Details of the case study preparation will be sent out on application. Basic Awareness ECPAT UK Protecting Children Everywhere : trafficking and exploitation In Your Hands e-learning course This is a free resource which is appropriate for all professionals who may work with children who may have been trafficked. This course provides you with an awareness of the main issues around victim identification and what steps to take to provide support to a child victim of trafficking. The briefing will look at key vulnerabilities, risk and indicators of child sexual exploitation, drawing on findings from serious case reviews and research. Participants will be introduced to the range of tools available to identify risk, make a basic assessment of level of concern, and intervene at as early a stage as possible to prevent harm. Aim To support practitioners in safeguarding children and young people from risk of harm from child sexual exploitation. Learning Outcomes To be aware of know vulnerabilities, risk factors and indicators of child sexual exploitation To be assess the level of concern in relation to presenting and known factors To use relevant tools and processes to intervene early to prevent harm 23

24 WHO SHOULD ATTEND? Practitioners, paid or voluntary, working with children, young people, families and/or adults who may be parents or carers. Examples of this may include: family support; youth services; mental health practitioners; substance misuse staff; social workers; health visitors; pastoral leads in schools; voluntary sector agencies. You are not necessarily expected to be in a key worker or case holding role, but may be in a position to note behaviours, risk factors and indicators and to be able to intervene. 25 Knowledge and Skills Sexual and relationship learning for children and young people: Training to support staff working with children, young people and/or families Mon 12 th May 2014 Eccles TR Facilitators: various multi-agency staff This session will be led by a range of professionals from The Youth Support Service, Safeguarding, Public Health and School Improvement. Aim To support staff and volunteers in a range of settings who have responsibility for informing, educating and supporting children and young people in issues related to sex, relationships and domestic abuse. Learning Outcomes Basic understanding of the key vulnerabilities, risk factors and indicators of child sexual exploitation. Use relevant tools to identify risk, make a basic assessment of level of concern, intervene at as early a stage as possible to prevent harm and refer and share information with relevant agencies. Exploration of many of the resources freely available to support session planning and delivery around sex and relationships, and domestic abuse. Opportunity and support in to planning sessions and developing policies. 25

26 COURSE STRUCTURE The morning session will draw on findings from serious case reviews, research and evidence-based practice. Participants will be introduced to the tools available locally to identify vulnerability, risk factors and indicators in young people at risk of, or suffering, child sexual exploitation; and, the intervention routes available to act at as early a stage as possible to prevent harm, or to refer concerns on to appropriate agencies. The afternoon session will focus on resources available to support settings and practitioners in, for example, developing a Sex and Relationships Education policy; preparing lesson or session plans; accessing and using the resources available to support this area of work; using online resources, e.g. Expect Respect toolkit; and, building networks of others who may be able to offer continuing support. WHO SHOULD ATTEND?: Practitioners, either paid or voluntary, in operational roles involving the informing, educating and support of children, young people and families. Examples of this may include: PHSE/pastoral leads in schools; family support; Integrated Family Support; youth services; mental health practitioners; substance misuse staff; social workers; some health staff; voluntary sector agencies. NB. 27 CITY OF YORK SAFEGUARDING CHILDREN BOARD Knowledge and Skills CHILD SEXUAL EXPLOITATION: targeted training for staff working with young people TBC TBC TBC * if you are interested in this course, please notify WDU and your name will be retained Facilitators: various multi-agency staff A 1-day, multi-agency course, targeted at practitioners in paid or voluntary positions who have a case holding role in relation to children, young people and/or families. Course Aim to improve and enhance practitioners capacity and ability to provide effective intervention when child sexual exploitation is identified, or is a key risk, in order to improve outcomes for children. Course Content The course will focus on developing a deeper understanding of risk and vulnerability; grooming processes; push/pull factors at work with young people being drawn into CSE; and go on to look at assessment, engagement and establishing relationships. Inputs will be included from carer and practitioner perspectives and, where possible, direct experiences form young people affected by child sexual exploitation. 27

28 WHO SHOULD ATTEND? Practitioners, either paid or voluntary, in operational roles involving support to children, young people, families and/or adults who may be parents or carers. Examples of this may include: family support; Integrated Family Support; youth services; mental health practitioners; substance misuse staff; social workers; health visitors; pastoral leads in schools; voluntary sector agencies. NB. This training is not suitable for practitioners whose role is to note concerns and pass them on for others to work with. PRE-REQUISITE LEARNING Delegates will be expected to have a basic understanding of child sexual exploitation. COURSE PREPARATION All prospective delegates will be required to submit a short case study based on a practice example at least 1 week prior to the course. The course facilitators will select 4-5 of the case studies to use within the course to support skills development. Details of the case study preparation will be sent out later. Please note that cases should be anonymous. 29 CITY OF YORK SAFEGUARDING CHILDREN BOARD Safeguarding Disabled Children: developing awareness, knowledge and skills Regardless of your role, there are a number of learning opportunities in to support practitioners (paid or voluntary) in understanding equality issues; and, recognising and responding appropriately and effectively to additional vulnerability to abuse and neglect faced by some disabled children. Basic Awareness City of York Council Disability Awareness online training A web-based training courses designed to introduce you to disability equality and give a greater understanding of how inclusive practices can be promoted to break down barriers that disabled children and young people may face. The courses have a number of short lessons which when completed will allow you to print or download a certificate. Please choose from one of two courses -Disability Equality Awareness, aimed at all, and Taxi Drivers Disability Awareness aimed at Taxi Drivers as part of their accreditation. 29

Focused on understanding the additional risk of child abuse associated with physical and learning disability, and sensory impairment (particularly communication), the course will enable practitioners to develop appropriate intervention and practice skills in this field Aim To enhance skills and knowledge in communicating with children with additional needs, identifying vulnerability and abuse, and intervening appropriately to safeguard and promote the welfare of disabled children and young people Learning Outcomes Define disability in a way which demonstrates commitment to equality and values diversity Demonstrate awareness of the key relevant legislation, procedures and practice guidance Identify and address additional vulnerability and/or risk of disabled children and young people to abuse, including an understanding of communication barriers and means of addressing these, in order to improve the prevention and reporting of abuse. 30

Practitioners and volunteers working regularly with children, young people and adults who may be parents/carers in key services, particularly with disabled children and young people, including: teachers, health staff, youth workers, sharing carers, social workers, and volunteers. Also, those who could potentially contribute to assessing, planning, intervening and reviewing the needs of a child and parenting capacity where there are safeguarding concerns. These may include. paediatricians, GPs, early years sector, residential staff, midwives, school nurses, health visitors, sexual health staff, probation staff, welfare officers, those working with adults in, for example, learning disability, mental health, alcohol and drug misuse services.. 32 CITY OF YORK SAFEGUARDING CHILDREN BOARD Masterclass The neuro-biological impact of abuse and neglect Fri 26 th Sept 2014 EB TR Weds 26 th Nov 2014 EB TR Facilitator: Sue Roughton, NHS North Yorkshire & York Sue Roughton (Designated Nurse, Nurse Consultant for Safeguarding Children, NHS North Yorkshire and York) has worked with children and families since She has specialised in child protection and safeguarding children work for the past 15 years. Sue is also a qualified psychotherapist and has mainly worked with adult survivors of sexual abuse and some sex offenders. Sue currently works across the health economy with North Yorkshire and York at a strategic level. AIM This event aims to have a significant impact on the professional interventions of those working with children, young people or adults who have experienced child abuse and/or neglect. 32

33 CONTENT This event will explore the impact that child abuse and neglect has on the development of the child s brain, and how this impacts on their future life. It will demonstrate how the structure of the brain can be permanently altered by all forms of abuse, including by neglect and emotional abuse, and can even alter a child s DNA. STYLE OF DELIVERY This event will be in a lecture format but attendees will have the opportunity for questions, and to identify what they can do differently as a result of the learning. WHO SHOULD ATTEND? This masterclass is aimed at frontline staff and volunteers working with children, young people, adults who may be parents or carers. This might include: social workers and their managers; teachers, particularly designated safeguarding and pastoral leads; health visitors; school health practitioners; children centre staff and managers, etc. Places are limited, so registration does not ensure a space. All successful applicants will receive notification. PRE-REQUISITE KNOWLEDGE Experience of working with children, young people or their parents or carers.
