Summerhayes, S. McMannis Also Present: M. Sinclair, C. Kuyper Regrets: T. Scheffel, Councillor Calnan None CONFLICTS OF INTEREST 1. DELEGATIONS Minutes 1.1 Health and Safety Update L. Sippel, Training, Health and Safety Coordinator -information circulated at the meeting Lisa s report contained: An update on the Public Access Defibrillators (PAD) Program Pandemic preparation training A list of New Work Procedures that were put into effect in 2009 i.e. the Gas Handling Program An update on the Wellness Initiative events held in 2009 WSIB Statistics report Vehicle Accident Reports and Investigations L. Kings asked for comment on the accident reports with no investigation. Lisa explained there is a need by the supervisors to make sure the reports get done and explained the process in place. After a short discussion B. McGeein thanked Lisa for her report and she left the meeting. M. Sinclair noted that all of the training described in the report is done by Lisa. 2. APPROVAL OF AGENDA/ADDITIONS TO AGENDA Moved by D. Summerhayes Seconded by S. McMannis TO APPROVE THE JANUARY 19, 2010 AGENDA as updated Additions: 4.7 Waterfront Master Plan update

MINUTES 3.1 Minutes from December 8, 2009 meeting - circulated Moved by W. Prowse Seconded by B. Irwin THAT THE MINUTES FROM December 8, 2009 BE ADOPTED 4. BUSINESS ARISING 4.1 Wayne Gretzky Sports Centre Project update M. Sinclair reported there has been a lot of discussion regarding the scope of the work. A lot of the cuts made by Council were repealed at the January 4 th Council meeting with some exceptions. The list of reductions is now being refined. There has also been discussion regarding fundraising. As it stands now the cuts will have little impact on the building as described at various public meetings. 4.2 Civic Centre Renovations Update The RFP was delayed but is out now. Staff is working to meet the schedule. 4.3 Ministry of Citizenship and Immigration Ontario Volunteer Service Awards No nominations have been suggested th Annual Brantford Sports Recognition Banquet S. McMannis S. McMannis reported six advisory committee members will be attending the banquet. 4.5 Olympic Torch Relay This was an outstanding event with an estimated between 15,000 to 19,000 people in attendance. Moved by W. Prowse Seconded by S. McMannis TO SEND A LETTER OF CONGRATULATIONS TO THE OLYMPIC TASK FORCE COMMITTEE MEMBERS AND TO HAVE A CERTIFICATE OF RECOGNITION MADE AND PLACED IN A PROMINENT PLACE. 4.6 Update from Roundtable Working Session on Bald Eagles M. Sinclair provided an update with regard to the issue going to Council. The item was not dealt with at Council this week due to the late hour.

Until Council has approved a course of action no action will be taken by staff. 4.7 Waterfront Master plan B. McGeein attended at least 3 meetings and is very impressed with the information being brought together and discussed at these public sessions. The archeologist has provided information on this area from as far back as 9,000 years ago. The consultants are being very open-minded and seem to have understood the residents concerns. The document will likely be very well done and it will be interesting to see how it is received by Council. D. Summerhayes noted the broader community tree canopy is also being considered as a part of the Plan. L. Kings cautioned that the privately owned property along the river will need to be addressed eventually Implementation of the Plan B. McGeein. How would the plan be implemented? The implementation Plan needs to follow. There needs to be the resources in place to implement the Plan There is an opportunity in April to speak with the Mayor; o There are two main issues that should be the focus of that conversation: The implementation of the Waterfront Master Plan and the Community Development Model Comments: Great idea because there needs to be a plan for implementation as there has to be a follow through. This Advisory Committee was very involved in putting the idea of the Waterfront Master Plan forward. Like to see Parks and Recreation have input on the implementation process (need a copy of the Master Plan when completed). After discussion it was decided these two items would be the focus of the April report/meeting with the Mayor Connection with Brant County B. McGeein Do we have a connection with the County of Brant? Yes, Councilor S. Simons sits on Multi-Use Bikeways/Trails Advisory Committee. M. Sinclair will look into having a meeting with our counterpart in the County of Brant Familiarization Tour B. McGeein In order to get a better sense of the waterfront could this group sometime in the summer take a trip down the river as a committee? There was an indication of interest around the table.

M. Sinclair will check with the Clerks Department on this matter. 5. CORRESPONDENCE 5.1 The Green Sward OPA Publication 5.2 Request from the Children s Water Festival Moved by: B. Coyne Seconded by: B. Irwin THAT STAFF SEND A LETTER BACK TO THE CHILDREN S WATER FESTIVAL ORGANIZING COMMITTEE AND THAT THE CITY SUPPORTS THIS INITIATIVE AS IN THE PAST. 6. NEW BUSINESS 6.1 Reports to Committee of the Whole: January 18, 2010 Sports Council Annual Report Baseball/Softball Field Allocations identifies some fields that are not well used and will identify some money to develop these fields, will move minor games that do not need the lights to other fields. Since it is difficult to have the reports come to this Advisory Committee before going to Committee of The Whole due to the scheduled meeting dates staff will work to out the final version when it is put on the Council agenda February 8, 2010 Legacy Fund TCO Request Community Development Update Canada Day 2010

The Task Force has been communicating through . They are moving forward taking a very in-depth look at tree cutting and retention. M. Sinclair reported the consultant to do this project has been retained. Summerhayes reported they have had three meetings with staff to review the Pool and Ice Allocations Policies. The draft report was circulated. (They will be moving forward with the fields allocations as well.) Moved by: D. Summerhayes Seconded by: W. Prowse TO RECEIVE THE REPORT FOR DISCUSSION AT THE FEBRUARY 9 TH MEETING S. Jackson, Manager Aquatics and Fitness and E. Burke, Manager Arenas and Fields will be invited to speak to the above draft policies. Sports Council reminder of the sports banquet this Thursday. Bell Homestead Attendance was up in 2009 Busy doing repairs getting ready for the 100th anniversary Need to let people know the café is open during the off season The ticket price has been set at $40.00/person for gala during the Homecoming Week. Tree By-law covered under item 7.2 Neighbourhood Associations S. McMannis reported there was a great meeting: 20 people attended The information was very well received Feb 16 th is the next meeting The people seem to be very enthused Looking at different levels of Neighbourhood Associations Bi-Centennial Committee D. Summerhayes reported the committee seems much better organized now. Looking at an application to Trillium for an administrator for four years Discussed sending a request to staff regarding a cairns (M. Sinclair will check to see if anything has been received) Healthy Eating Initiative W. Prowse received information from the staff contact just prior to this meeting. Staff will circulate.
