1 REGULAR MEETING Town of Richibucto January 16 th, 2018 The regular meeting of January 16 th was called to order at 7 :00 p.m. Present: Mayor Roger Doiron, Deputy Mayor Dwayne Thompson, Councilors: Gerard Richard, Stella Richard and Dennis Mazerolle. Pamela Robichaud, General Manager and Melanie Savoie, Secretary. Mayor Doiron in Chair. Jason Lawson does his presentation concerning the idea of having a play named Rum Runners. The General Manager will contact Anne-Renée Landry and organize a meeting with Mr. Lawson, Anne-René and herself. Mr. Jacque Ouellette, ATV Federation Development Coordinator, and Roger Daigle, President of the ATV Federation, present to council the street in which they would like for the ATVs to have access to be able to get to all of the restaurants and stores in town. The GM will work with the committee to send a letter of support It was moved by councilor G. Richard that the agenda be adopted as presented. This was seconded by councilor Mazerolle. Motion carried It was moved by councilor S. Richard that the minutes of the regular meeting held on December 19 th be adopted as presented. This was seconded by councilor Thompson. Motion carried. BUSINESS ARISING FROM MINUTES The General Manager presented the report of the business arising from minutes. She also informed council that the by-law was finalized and Appendix A was updated. 2
2 -2- CORRESPONDENCES Letter from Mrs. Bernice Ryan, Kent Centre for Prevention of Violence, asking financial support for their Fundraising Campaign It was moved by councilor Thompson that we make a $100 donation and that we offer them to set up a booth during the Scallop Festival. This was seconded by councilor S. Richard. Motion carried. Letter from Mr. Adelard Cormier, Friends of the Stella-Maris-de-Kent Hospital, asking financial support for their financial campaign, Your Heart Clinic Needs You It was moved by councilor Mazerolle that council accepts to donate a total of $6000 during the next 3 years. If the 2018 budget does not permit it this year, we will budget $4000 for 2019 and $2000 for This was seconded by councilor Thompson. Motion carried. NEW BUSINESS By-Law Committee It was moved by councilor G. Richard, that at every regular meeting, a by-law be studied, to evaluate them and see if it still meets our needs. This was seconded by councilor Mazerolle. Motion carried. Purchasing Policy It was moved by councilor G. Richard that the general manager prepares a purchasing policy for the Town of Richibucto. This policy will be brought to council to be revised. This was seconded by councilor Mazerolle. Motion carried. 3
3 -3- Partnership Director of Leisure, Culture and Tourism It was moved by councilor Mazerolle that the Town of Richibucto in partnership with the Saint-Louis-de-Kent, Aldouane, Saint-Charles, St-Louis LSD and St-Ignace community, look for a Director of Leisure, Culture and Tourism. This was seconded by councilor Thompson. Motion carried. Financial Loan Arena It was moved by councilor Mazerolle that we do and interim financing loans Ministerial Approval No for use in recreational and cultural services for a period of two years with Uni. This was seconded by councilor Thompson. Motion carried. The building permit report was presented for information. The fire report was presented for information. No report available for Jardine Municipal Park. Financial Report no report available. COMMITTEE REPORTS The General Manager presented her report, informing council of the meetings she attended. She also presented the meetings that she will be attending in the following weeks and her holidays It was moved by councilor G. Richard that the report be adopted as presented. This was seconded by councilor S. Richard. Motion carried. 4
4 -4- Recreation Council, Port Authority, Wellness Committee and Jardine Municipal Park The recreation council will be organizing the Lego Land activity during the Winter Carnival; They will also be hosting an evening for the volunteers Saturday, January 20 th ; The recreation council will have its AGA in February It was moved by councilor Mazerolle that the report be adopted as presented. This was seconded by councilor G. Richard. Motion carried. Chamber of Commerce, CBDC, Economic Development and Kent North Center Committee Councilor Thompson informed council that the Chamber of Commerce will have a meeting in the following weeks It was moved by councilor Thompson that the report be adopted as presented. This was seconded by councilor Mazerolle. Motion carried. Scallop Festival and Environment A first meeting was held with the Scallop Festival committee, they are starting to organize the 2018 festival. Councilor S. Richard informed council that she was appointed as new president of the Scallop Festival It was moved by councilor S. Richard that the report be adopted as presented. This was seconded by councilor G. Richard. Motion carried. Forum des maires, AFMNB, BIA and Mission and Vision Committee The Forum des maires will be held tomorrow January 17 th in Dieppe; The AFMNB will have a meeting February 8 th and 9 th in Fredericton; A meeting with the BIA will be held tomorrow January 17 th ; A meeting concerning the Kent North Center was held today January 16 th, they are presently 4.5 days behind It was moved by councilor G. Richard that the report be adopted as presented. This was seconded by councilor Thompson. Motion carried. 5
