Motion No. JAC Moved by: Councillor Cheryl Murdoch; Seconded by: Bev Kraulis Be it resolved that Councillor Liz Danielsen be appointed as Chair of the Haliburton County Council Joint Accessibility Committee for Appointment of Committee Vice Chair for 2012 The Deputy Clerk called for nominations for Vice Chair of the Haliburton County Joint Accessibility Committee. Motion No. JAC Moved by: Councillor Liz Danielsen; Seconded by: Councillor Suzanne Partridge Be it resolved that Councillor Cheryl Murdoch be appointed as Vice Chair of the Haliburton County Joint Accessibility Committee for ADOPTION OF AGENDA Councillor Danielsen took the Chair and proceeded with the meeting. DISCLOSURE OF PECUNIARY INTEREST No member of the Committee disclosed any pecuniary interest. ACCEPTANCE OF THE MINUTES The minutes of the December 7, 2011-meeting of the Haliburton County Joint Accessibility Committee were circulated for approval. DEPUTATIONS None Motion No. JAC Moved by: Bev Kraulis; Seconded by: Deb Everitt Be it resolved that the minutes of the December 7, 2011-meeting of the Haliburton County Joint Accessibility Committee be adopted as circulated. ACCESSIBILITY STANDARDS UNDER THE AODA No report CORRESPONDENCE None received PUBLIC AWARENESS/EDUCATION Accessible Customer Service Training Canoe FM The Committee received a report on the Customer Service training presented by the Barrier Aware team to the staff and volunteers at Canoe FM radio station. Motion No. JAC Moved by: Councillor Cheryl Murdoch; Seconded by: Deb Everitt Be it resolved that the March 14, 2012-staff report on the Accessible Customer Service Training be received for information by the Haliburton County Joint Accessibility Committee. BARRIER AWARE PROGRAM OTHER BUSINESS County Administration Building Accessible Parking Update Councillor Murdoch informed the Committee that the Township of Minden Hills Council, at their January meeting, approved 2 additional disabled parking spaces in front of 11 Newcastle Street. Barrier Aware Assessment - County Administration Building A report on the outcome of the Barrier Aware Assessment of December 7, 2012 on the County Administration Building was circulated to the Committee for review. Councillor Danielsen noted that the suggestion of possibly putting a fold up bench in the elevator was Minutes of the March 14, 2012-meeting of the Haliburton County Joint Accessibility Committee Page 4 of 8

5 Agenda Item # 4 omitted from the list. Jim Wilson, CAO/County Clerk, advised the Committee that a report on the feasibility and actions taken to meet listed suggestions would be brought forward at the next meeting. It was noted that an on air interview with the local radio stations would be beneficial in creating an awareness of the services that the Barrier Aware Team could provide toward making businesses accessible within the Community. The Committee directed staff to look into this and make the necessary arrangements if the suggestion is well received by the radio stations. The Committee also inquired if Canadian Tire should be assessed and directed staff to contact Canadian Tire with respect to performing an assessment at the new Minden location. The Committee inquired if there were any other County buildings that would need assessment and determined that the Registry Office at 12 Newcastle Street could be assessed at the next Joint Accessibility Committee meeting and directed staff to make necessary arrangements with the staff at this location in order to carry out the assessment. Motion No. JAC Moved by: Bev Kraulis; Seconded by: Councillor Suzanne Partridge Be it resolved that the March 14, 2012-staff report on the County Administration Building Barrier Aware Assessment be received for information by the Haliburton County Joint Accessibility Committee. NEXT MEETING DATE The next meeting will be held Wednesday, June 13, 2012 at 2:00 p.m. or at the Call of the Chair. Box Newcastle Street Minden, Ontario K0M 2K phone fax Warden Murray Fearrey CAO Jim Wilson To: From: Re: Chair and Members of Haliburton County Council Joint Accessibility Committee Angela Balle, Deputy Clerk/Administrative Assistant to Human Resources Update on Accessible Customer Service Training Date: June 13 th, 2012 Recommendation: Haliburton County Council Joint Accessibility Committee receives for information the Update on Accessible Customer Service Training. Background: In 2009 the Joint Accessibility Committee made a recommendation to Haliburton County Council that directed County Staff to create and implement a Customer Service Training Team with participation of members from the Joint Accessibility Committee. Since the Accessible Customer Service Standard has a compliance date of January 2012 for the private sector a number of community organizations have requested the Team provide training. At the last meeting of the Joint Accessibility Committee it was reported that Canoe FM held a training day at the Dysart Library for their staff and volunteers. As a result of that training the Team was asked to provide training to volunteers and staff of area churches. This interdenominational training was a 3 hour session hosted by the Northland Faith Church on May 28, 2012 at the Dysart Library. A training session was also requested by the Township of Algonquin Highlands and the Municipality of Dysart et al in order to train staff and Councillors who had not yet received Customer Service training. This training, held on April 24, 2012, consisted of a 3 hour session for front line staff and a 1 hour session for committee members and staff who are not front line workers. Financial: Author: Approved by: Costs associated with travel and per diems of members of the Committee to provide the training have been invoiced to the respective organizations on a cost recovery basis. Wilson, CAO/County Clerk jwilson@county.haliburton.on.ca To: From: Re: Chair and Members of the Haliburton County Joint Accessibility Committee Angela Balle, Deputy Clerk/Administrative Assistant Human Resources Barrier Aware Assessment Update Date: June 13, 2012 Recommendation: Background: Be it resolved that the Barrier Aware Assessment Update report on the administration building at 11 Newcastle Street be received by the Haliburton County Joint Accessibility Committee and recommends to Haliburton County Council that staff be directed to proceed with implementing the outstanding items contained in the June 13, 2012 Staff report on the Barrier Aware Assessment update. The Joint Accessibility Committee carried out a Barrier Aware Assessment on the administration building at 11 Newcastle Street on December 7, A report on the findings of the Assessment team was presented to the Committee for information at the March 14, 2012 meeting. Staff advised the Committee that a report on the feasibility and actions taken to address the outstanding items would be presented to the Committee at the June 13, 2012 meeting of the Committee. The following is a list of items that have been addressed and implemented on or before June 13, 2012 as per the suggestions received: Main Floor -Wheelchair accessible computer tables have been purchased under the CAP programme and installed in the CAP location on the main floor -Red Tape for the top lip of the stairs outside the Ontario Works door has been installed to indicate the change in the floor from flat surface to stairs Resource Centre -The Resource Centre has been dismantled and moved to a location in the village of Haliburton. Bottom Floor -High Contrast strip at the entrance to the engineering room has been installed to indicate a change in the floor elevation. -There is an accessible entrance available on the lower floor beside the Engineering room. Council Chambers -To minimize the tripping hazard due to the electrical cords rubber mats have been placed over the cords and are adjusted on a regular basis. Wilson, CAO/County Clerk jwilson@county.haliburton.on.ca Elevator -The purchase of a backup power source in case of power failure has been deferred. -A whistle has been installed inside the elevator in case assistance is needed. -A fold down seat was discussed with Precision elevators and it was determined that the addition of the seat would not only compromise the structural integrity of the elevator it would reduce the amount of space for a wheelchair. Addition of the seat would have to have the approval of the Technical Standards and Safety Authority. It was recommended that a portable stool be carried into the elevator if needed. General -Accessible Signage at main entrance and on washroom doors has been installed. Research has been made to the cost of the following items that have not yet been upgraded: Folding Shelves near toilets 6 x $ = $ Additional Handrail in stairwells $3, Levered Door Handles on Toilet Stalls 6 x $50.00 = Replacement of Soap Dispensers 6 x $75.00 = Financial: The estimated cost of the outstanding items is $4, (parts and labour).
