8 For Children s Services MASH is the Front-door for all new enquiries and subsequent referrals into social care across the county of Norfolk, including Children with Disabilities. One of the front doors into Norfolk Early Help. Approximately 3500 per month

12 How are referrals made Referrals can be received through Customer Service Centre on Written referrals are made via NSCB1 into Professional Consultation Line

13 Telephone calls are initially received by our customer service centre and for non-active cases handed over to our team of Referral Co-ordinators within MASH who will gather the presenting information and then seek guidance from one of the decision makers as to next steps

15 How do we make up our minds what to do? Every contact that is received into the Team is viewed and considered by one of the Decision Makers. Norfolk Threshold Document. Do we need additional information do we have consent? Triage and BRAG (blue, red, amber and green)

16 BRAG HIGH RISK: Child, young person appears to be at immediate risk of abuse or neglect MASH process / package to be completed within four hours Police, Health, EH & social care assessment teams notified immediately MEDIUM RISK Child, young person at risk of abuse or neglect but no immediate action required to safeguard MASH process / package to be completed within one working day

17 STANDARD Concerns raised about a child, young person or adult but no indication of abuse or neglect; further information or signposting may be required MASH process / package to be completed within three working days NO FURTHER ACTION Information received does not indicate a need for any further investigation or assessment

18 Threshold Guide Outcomes Level 1 - Emerging family pressure of stress over a short period of time that could be resolved by existing universal support Level 2 - Emerging pressure or stress that requires a coordinated multi agency response via Family Support Plan (Universal services or Family Focus) Level 3 - Child/young person will be assessed and provided for as a child in need - S17Children Act 1989 Level 4 - Children require child protection measures under S47 of the Children Act 1989 where there is reasonable cause to suspect the child is at risk or likely to be at risk of significant harm.

19 Feedback One of the greatest criticisms received is that the referrer was not informed of the outcome of the enquiry. Standard template letters. Information that is reported back to the referrer needs to be proportionate and appropriate. Feedback after assessment from locality teams

21 Concern about CSE? All concerns about CSE need to be shared with MASH New cases this is likely to be via NSCB1 or CPI (C39 d) Children/Young People who are already active via request for CSE consultation/screening into the MASH mail box

23 Missing Children and Young People 9am Multi Agency morning meeting in MASH discusses all children, young people and adults reported missing to the police since the last meeting and whether or not they have been found. If already active then CS MASH will notify allocated worker/team and add a missing notification to carefirst for allocated worker to complete with return interview information. If young person is LAC and in NCC residential unit then Barnardo s will complete RHI feed back to worker and police (unless already engaged with ROSE) Other LAC ROSE will complete RHI and feed back to worker and police Previously not known or active RHI offered by Early Help

24 If a young person declines to participate in a RHI then information should be sought from parents or carers about the incident and recorded. Missing episodes need to considered in all planning (CP, CIN,LAC,FSP) and what actions are being taken and by who to reduce further episodes and risk. Children s Services need to include CSE and missing in placement profiles and to make enquiries of other LA before placement as to whether there are any known factors that might increase risk and services that might be available. Weekly Thursday morning meeting to review RHI s over the previous week, share information and names of those who we are most worried about.

25 Operation Encompass Joint information sharing protocol between Children Services, Police and Schools after the police have a attended a domestic incident where children have been witness, affected or present. Children Services staff notify schools before 9am the following day so they are able to provide support to the children and families affected by these incidents. Started in September 2016 and was piloted in Great Yarmouth. Following this successful pilot it was launched across the rest of the county. 165/438 schools currently signed up and we have made 143 notifications. 35 DISCUSSION HOW RESILIENT DO YOU FEEL RIGHT NOW? What has contributed to this state?

36 Resilience Resilience is the process of adapting in the face of adversity. Being resilient does not mean that a person doesn't experience difficulty or distress. In fact, the road to resilience is likely to involve considerable emotional distress. Resilience is not a trait that people either have or do not have. It involves behaviors, thoughts and actions that can be learned and developed in anyone.

37 Factors in Resilience Primary factor in resilience is having caring and supportive relationships Skills in communication and problem solving. The capacity to make realistic plans and take steps to carry them out. The capacity to manage strong feelings and impulses. A positive view of yourself and confidence in your strengths and abilities.

42 Multi-agency family Certain families seem to have a whole range of professionals involved. Its very common that the more difficulties or disturbance the family or its individual members present, the more new professionals will be recruited to provide help. This requires the family to hold multiple relationships. The professionals attempt to hold the anxiety and this can help provide release of the family s worries but possibly not allow the development of resilience. Frequently such help further enhances the parents sense of failure-thus requiring more help, which in turn, leads to parents experiencing increased helplessness and feeling less able to make independent change. SO HOW DO WE EMPOWER AND BUILD RESILENCE IN FAMILIES?
