APOLOGIES FOR ABSENCE Stasia Osiowy, Cllr Sean Serridge, County Cllr Tony Winder, Sue Harvey, Janet Reidy, Alison Nutter NOTE OF PREVIOUS MEETING 21 ST NOVEMBER 2011 NOTES OF PREVIOUS MEETING MATTERS ARISING Agreed as correct Carmel Fenning reported the number of NEETS (16-19 year old) in Rossendale, as153. A event is to take place at the Old Fire Station, in Rawtenstall on Wednesday, 8 th February 2012 for parents, guardians, carers & young people to see what opportunities are available in Education, Employment and Training for the year olds, targeted at NEETS. Week commencing 6 th February 2012 is Apprentice Week, the event will be held at the Old Fire Station, Rawtenstall, Rossendale Borough Council will support if needed. A Local Initiative Fund is available to the voluntary, community and faith groups, with grants from 1-5K available, applications to be completed by 6 th February Carol Kay reported information on Infant Mortality was available from , current figures would be sent by Talha Wadee to be circulated. Action: Talha Wadee to send Infant Mortality Information for circulation

3 5. Performance Report 3 130,000 had been commissioned for Early Intervention & Prevention work in the district for the coming year. The cost of support totals 113,600 until July 2013, the remainder could be used to fund an Emotional Health Worker or to support the Freeflow advisory service. At present there are five Family Support Workers, based at the Maden Centre, Bacup who were recruited to post in September 2011, they have needed support and training, it was hoped by October/November that they would be working independently but support is still required. There is a great need for a male family support worker and an Emotional Health Worker which would be a more specialised role than that of the Family Support Worker. At present the Support Workers are employed for 30 hours per week but are accruing toil, it was suggested the hours be extended to 37 hours per week. The Early Intervention and Prevention sub group proposed that the service be recommissioned for a further 6 months until October 2012 with the view of extending for a further six months and looking at recruiting an Emotional Health Worker. The Partnership agreed to the proposal. Nicola Parker will complete the necessary documents for re-commissioning. Carmel Fenning suggested that a Development Funding Sub Group be set up within the group. The Teen Pregnancy report was distributed to the group, Rossendale had the largest percentage reduction in Lancashire with a 34.7% reduction. Christine Goodman is to replace Gareth Beck as Teenage Health Co-ordinator.

4 6. Lancashire Sport 4 Mark Stephenson from Lancashire Sport reported on funding for Rossendale through Sportivate. It is focussed on the 14 to 25 year age group. Provides Coaches, Volunteers & Clubs to deliver activities. Positive Futures engaged with Rossendale Leisure Trust who provided training for Volunteers. It is a four year project, Rossendale received 6500 in the first year, offered a number of different activities over a 6-8 week period. 5 projects held within Rossendale Rossendale Youth Club Rossendale Boxing Club Friday Night Youth Zone Rossendale Golf Headstart. Additional funding was given to: Snowsport at Ski Rossendale A Water Skiing development for BRGS students at Rivington. Dance. 5 7. Rossendale Action Plan 5 Alison Wilkins, Locality Manager at Rossendale Borough Council reported on the LDAAT project Fusion. The bid was received in October Positive action for young people in Rossendale, responding to Hot Spot areas. Aimed at teenagers years, with attendance of young people at each session. Sessions held at Haslingden Sports Centre for sporting activities and at Trinity Baptist Church, Bacup where a Friday Night Youth Club is held. Future projects planned are sporting activities at Alder Grange High School, a Youth Club at Crawshawbooth Community Centre, supporting the White Horse Project, Waterfoot, which is a Friday Night Youth Club and a Bacup Cafe project, a place for young people to meet up with their friends. Plans are being developed for a Fusion Project in Whitworth, working with Rossendale Leisure Trust, Whitworth Sports Council and involving the Neighbourhood Forum. It was suggested primary aged children s needs be looked at, with the possibility of using school venues. Schools could be opened for evening events if needed. Voluntary Service may run the sessions if funded. Speakeasy has been rolled out in Children s Centres, to develop parenting skills and provide information on issues such as alcohol and drugs. 8. Continuum of Need Liz Sandiford discussed the document with the group. LCC reviewing format and language to make it more user friendly. Nicola Parker added that there was to be a change in the form as the four areas were not clear.

Representative from Social Care 6 Diane Booth from Social Care is to attend the next Rossendale Young People & Children s Trust meeting on the 26 th March Action: Jackie Cain to invite Diane Booth 10 Safeguarding Liz Sandiford went through the serious case review that was distributed to the group before the meeting. It was noted that no schools or the Council attended the case review. The report found that there were gaps around the perpetrators. Children as young as 13 years old were out until the early hours of the morning. There was a lack of CTTV in Stubbylee park. Liz Sandiford will pull together responses from members. Paul Armitage will attend the Secondary schools Heads meeting if necessary. Action: Liz Sandiford will pull together responses. 11 ANY OTHER BUSINESS Rossendale CVS Children s Forum is to be held on Wednesday, 1 st February 2012 at Whitewell Bottom Community Centre, a previous event was cancelled due to lack of attendance. Carmel Fenning advised the group on Local Initiative grants that are available to the Voluntary, Community and Faith groups. The closing date for applications was the 6th February The funding available is for grants between1 5k; further information can be found by following the link below.
