1 Justice Committee Inquiry into the role and purpose of the Crown Office and Procurator Fiscal Service Supplementary written submission from Sacro Sacro provides restorative justice services (youth and/or adult) in the following services: Aberdeen Dumbarton Dundee Falkirk (currently delivered from Larbert) Kirkcaldy Kirkintilloch Motherwell Perth Service Name and location Referral Numbers Youth Restorative Justice (Aberdeen City) Aberdeen City Council This service is for anyone who has been harmed or affected by the offending or anti-social behaviour of young people between the age of 8 and 17 years. 8 to 17 year olds Police cases are reported to the Children s Reporter, or are passed to a multi-agency group. The service can accept cases as an alternative to, or from, a Children s Hearing as well as from antisocial behaviour teams, social workers, schools, Procurators Fiscal or any other multi-agency group. It is also possible for young people to refer themselves directly if they have experienced harm from another s actions. 2014/15: 72 referrals 2015/16: 134 referrals 1

2 Adult Restorative Justice including transition (Aberdeen City) Aberdeen City Council Aberdeen City Council and Sacro will work in partnership to provide a positive alternative as a Diversion from Prosecution service in the form of a restorative Justice Service This service provides opportunities for people to take responsibility for their offence and make amends to the people harmed by their offence through the Mediation and Reparation Service. The service will largely operate under Restorative Justice principles. 16 to 17 year old Transitions & 18 years olds + Pre Referral Screening Group/Multi Agency Meeting Youth Justice Management Unit 2014/15: Residential Unit 2015/16: Other (possibly SCRA/Schools/Social Work) Referral Numbers 2014/15: 90 (20 Adult, 70 Transition) 2015/16: Community Based Reparation cases (1 Adult, 55 Transition) 2

3 Youth Justice Service (Dumbarton and Kirkintilloch) West Dunbartonshire Council and East Dunbartonshire Council The service will: support young people to take responsibility for their actions and address the harm that has been caused; acknowledge person harmed and deliver a high quality service to both young person, person harmed and wider community and engage in individual work with young people responsible to address specific issues. 8 to 17 year olds West Dunbartonshire Early and Effective Intervention (EEI) for young people up to 16. Whole Systems Approach (WSA) for diversion for young people age 16 and 17. East Dunbartonshire EEI for young people up to 17 year olds. 5 Dundee Youth Justice Dundee City Council This service provides a restorative justice service to Dundee. It encourages young people to take active responsibility for the effects of their behaviour on to not only those harmed, but themselves their families and the wider community. The service aims to reduce the rates of offending and cause for concerns. It aims to provide an opportunity for young people to learn about the effects of their behaviour underpinned by an "early intervention approach. The service also supports young people involved in anti-social behaviour to prevent escalation to offending behaviour and consequently enter the youth justice system. 8 to 18 year olds Dundee Early and Effective intervention group Young person on supervision diverted from the Children's Hearing System Council's Anti-social behaviour team, Education, PF, Locality Child Care Children and Families Teams Referral Numbers 2014/15: 141 Person Responsible(PR) & 31 Person Harmed (PH) = /16: 90 (PR) & 18 (PH) = 108 and 95 young people involved in groupwork 5

Crisis Intervention Service funded by Children s Services, Falkirk Council. Aim/scope of service Target age The services are carried out within a multi-agency framework to support young people involved in low to medium offending behaviour within the community. They also support young people involved in antisocial behaviour to prevent escalation to offending behaviour and consequently enter the youth justice system. Support is individually tailored by the needs and risks of the young person but will include restorative justice interventions with the person harmed and if this cannot be achieved a Victim Awareness Programme will be undertaken. The Crisis Intervention Service is an Out of Hours Service in partnership with the Emergency Duty Team and Sacro Youth Justice Team to support young people up to the age of 18 years taken into custody or removed from their home at short notice. 8 to 18 year olds Referral Routes Youth Justice Referral Group, High Schools, Anti-social Behaviour Tactical Group, Children s Hearing System, Children and Families Social Work Departments, Community Safety Team, Housing. Only those aged 16 years and over can participate as Persons Responsible, though there is no age barrier to Persons Harmed.
