2 Third Sector Grants Verbal update by NHS West Cheshire Clinical Commissioning Group s Head of Communications and Engagement Jonathan Taylor (JT) Key messages included: 1) Last year the CCG carried out a review of its Third Sector Grants. Many grants had been in place for a number of years and we need to ensure the grants we provide continue to be of high quality, value for money and that they are clearly linked to our priorities. 2) We launched a new grant application process in the autumn (for the 2018/19 financial year) with a total funding envelope of 500k 3) All grants need to demonstrate that they support the CCG to deliver our commissioning intentions and need to be allocated fairly and transparently - with all organisations across West Cheshire given equal opportunity to apply. 4) A letter was sent to all current grant recipients outlining the review, the application process and key milestones. Information about the application process was also publicised to the wider sector and an information event was held on December 11 th 2017 to provide organisations the opportunity to find out more and ask questions. 5) An application pack, guidance and scoring information was then issued to organisations who expressed an interest. The deadline for submissions of applications was extended by two weeks as a result of feedback from organisations. 6) All applications submitted by the revised deadline of January 29 th 2018 were evaluated in a consistent way by a panel of commissioning and programme managers against: Our commissioning intentions Programme priorities/targeted outcomes The quality of the application and proposed delivery The evidenced need for the project The sustainability and added value offered by the application 7) We were overwhelmed with the number of applications we received and therefore had no option but to focus funding applications which were most closely aligned to the CCG s priorities and commissioning intentions. 8) All organisations were informed of the status of their application on March 9 th Those that were successful may not always have received the full amount applied for. 9) Organisations that were unsuccessful have been informed and, if they are currently in receipt of grant funding, have been issued 3 months notice along with a request for an invoice in advance to ensure they receive timely payment to support business planning. 10) There are some organisations who have been informed that an award is subject to further clarification and we are currently in dialogue with them. 2 P a g e
3 11) All awards are for a 12 month period only and will be subject to further review. There may be further opportunities for grant funding both in year and in 2019/20 as we develop our integration programme with the council. 12) There is no appeals process but organisations have been invited to request and discuss feedback with the commissioning lead Emma Woolfall. Questions and comments: 1) We ve had a grant for many years and were staggered that we didn t get one given the evidence we provided. We spent weeks on our application. We ve asked for feedback but haven t received it yet. (Elizabeth Kevan Chester Heart Support) JT: Feedback for individual organisations will be provided upon request. 2) Were any external advisers used as part of the award process? (Tony Bradshaw Chester Heart Support) JT: No. We liaised with Cheshire West and Chester Council to align our approach and programme managers and commissioning managers were involved in the scoring and decision-making process. 3) Will you publish a list of who got what? (Elizabeth Kevan Chester Heart Support) JT: I will check that and let you know. 4) Were the people involved really familiar with how third sector groups function? Was there work with Chester Voluntary Action (CVA), for example? (Ruth Austen-Vincent MS Society) JT: Yes. We worked with CVA to develop the application pack. 5) There s a wider piece of work required here to think about how you develop that partnership with the third sector. It feels a bit disjointed at the moment. I appreciate that the CCG cannot be certain about where it will be in the future but there remains an opportunity to offer rolling three-year contracts. You don t have to allocate it all now. (Ruth Austen-Vincent MS Society) 6) Could face-to-face opportunities for third sector organisations to pitch their offer be incorporated in future? (Jane Spruce Cheshire West Communities Together) JT: We can look at that. We re keen to get this process right moving forward. 7) The Five Year Forward View outlines a commitment to engaging more with the voluntary sector. What are your observations on this for the future? It would help to have a structure or plan for the future. (Keith Millar West Cheshire Mental Health Forum) JT: The longer term view is that a thriving voluntary sector is absolutely critical to the model of care we need to develop in West Cheshire to sustain and improve health and care services. It s difficult to offer the sector certainty at the moment but we need to develop a way in which the local NHS and the local authority jointly commission services. 3 P a g e
4 8) There s less money to go around. Conducting a review process against your priorities is a sensible way to approach it. There will always be winners and losers people who like it and people who don t. A process like this will take a couple of years to get right. (Brendan Doyle Vintage Blacon) Mental Health and Learning Disabilities Verbal update by NHS West Cheshire Clinical Commissioning Group Head of Mental Health and Learning Disabilities Emma Leigh (EL) Key messages included: 1) The Five Year Forward View highlights a number of must dos in transforming care for mental health and learning disabilities. We plan to work hard on delivering these, while also identifying local priorities that need to be focused on. 2) My team is increasingly working with Cheshire West and Chester Council to ensure that our approach to mental health and learning disabilities commissioning reflects the needs across both health and social care. We need to work more closely with the council on how we commission as well as with third sector organisations as natural partners. 3) One of the things I feel really passionate about is creating more enhanced services around personality disorders. 4) Something I looked at when I worked for Eastern Cheshire CCG and something I plan to replicate here is to ensure that the root causes of mental ill-health are identified and appropriate treatment is available via our Improving Access to Psychological Therapies (IAPT) services. 5) We would also like an all-age neuro-developmental service. 6) At the moment, autism and ADHD services are too fragmented both for children and adults. This needs to be improved. 7) Business as usual work such as early intervention psychosis services will continue, as will a joint dementia service with the council. 8) I would be more than happy to meet with any Forum members who have queries. My address is: emmaleigh@nhs.net Questions and comments: 1) I chair West Cheshire Mental Health Forum. Members would like to see improvements made to crisis care for example crisis beds and crisis cafes. Peer support continues to do great work but we would like to see more Personal Health Budgets too. The other three Cheshire CCGs are going to public consultation about community support. (Keith Millar West Cheshire Mental Health Forum) EL: Crisis care is another of our key areas of focus. I d be happy to meet up with you to discuss this further. 4 P a g e
5 2) I get terrible anxiety as I ve been diagnosed with Asperger s Syndrome. Telephone appointments are not suitable for mental health and learning disabilities. You can t see someone s body language, eye contact or fidgeting. I think all Primary Care Mental Health staff should also have training relating to autism. The CCG doesn t commission any autism aftercare following diagnosis. (Gus Cairns Blacon Health and Wellbeing Group) EL: This is where the community support that is available becomes particularly invaluable. 3) A lot of preventative work sits with Public Health. There should be more communication between health services and public health. If you can get the public health side right you may not need all of the health services we currently have. (Gill Reeder Deafness Support Network) EL: I ve previously worked as a Public Health practitioner and have a strong working relationship with Helen Bromley in Cheshire West and Chester s Public Health department. Initiatives such as Connect 5 are not currently offered in West Cheshire. We are working together on this. Updates from Forum members An open discussion was facilitated among all attendees. Key messages included: 1) Winsford is an area where social prescribing is making a big difference. A councillor, who s also a midwife, is central to it. Winsford Wellbeing Week is held every February half-term. They manage to facilitate big networking events, which are really well attended by health professionals and third sector organisations. 2) Communities should be empowered to have a meaningful impact on health and care services. One way in which this is being done is via asset based community development looking at existing facilities within each community and using them to best effect to promote wellbeing and prevent ill-health. 3) One GP practice (Westminster Surgery in Ellesmere Port) is looking to run wellbeing walks to help promote positive health and wellbeing. Communications and Engagement Verbal update by NHS West Cheshire Clinical Commissioning Group Communications and Engagement Manager Chris Amery (CA) Key messages included: 1) As many of you will know, the NHS is 70 on July 5 th this year. Given the financial pressures facing the health service we do not plan to devote huge resource to delivering a big bang celebration event but we are putting our heads together with other NHS staff across West Cheshire to consider how best to mark it. 5 P a g e
6 2) While the NHS s birthday is on July 5 th, events to mark the birthday can happen at any point throughout the year. With this in mind the CCG will also look to celebrate the NHS s birthday at a number of its key engagement events in 2018 (e.g. our AGM). 3) The CCG has made two nominations in the NHS 70 Parliamentary Awards, which have been endorsed by MPs Justin Madders and Antoinette Sandbach one relating to the work of our Designated Nurse Safeguarding Children and one relating to our Neighbourhood Care project. 4) NHS 70 branding will be adopted by the CCG website and on s and correspondence after Easter. 5) We d be really interested to know whether any of you have anything planned to help mark the NHS s birthday or if any of you would be interested in getting involved? Questions and comments: 1) Blacon Health and Wellbeing Group is planning a table top event on July 5 th where we will be giving away freebies in Blacon Library from 1pm-4pm. Then, on Saturday, July 7 th, it will be the Blacon Festival so we plan to have a stand there too. (Gus Cairns Blacon Health and Wellbeing Group). 2) The Neurotherapy Centre is planning a launch of its Sport England bid. No date is set yet, but it s likely to happen in May.
