3 Ground Rules, Introductions, Apologies and Who will be the Timekeeper? Fabian Craig-Wilson welcomed everyone to the second Lancashire Learning Disability Partnership Board meeting. David Wood co-chaired. Ian Greenwood agreed to be the timekeeper. Introductions were made and apologies given. Everyone was reminded about the ground rules. Minutes of the previous meeting and matters arising. The minutes from the Lancashire Partnership Board meeting held on 29 September 2015 had been sent out to everyone before this meeting. All agreed that the minutes were a true and accurate record of the meeting. Lancashire Partnership Board Meeting Page 3

4 Actions from the previous minutes Action: Amanda and Bill to change from adass to the Association of Directors of Adult Social Services on the Terms of Reference document. The Terms of Reference document had been updated. The document would be discussed further later in the meeting. Action Amanda and Bill to ensure information is sent to the Local Forums in advance of the relevant meeting date. Information was sent out to the Local Forums prior to the regional meetings being held. Minutes from the Partnership Board was sent to all Board members, the Area Forums and to the Provider Forum. Action: Summary of the Lancashire Self- Assessment Framework to be sent out with the minutes. Updated information from Improving Health and Lives (IHAL) to be sent out. The information was sent out with the minutes from the meeting held 29 September Self-Advocate Feedback Natalie gave the self-advocates' presentation. This included an update from the SAIL Directors. 5 Mark Shackleton spoke about a breakfast club that meets once a month at Wetherspoon's in Morecambe. Questions Question How long will it be before Calderstones closes? Answer Sally Nightingale was going to give a presentation later in the meeting. At the moment it was not known when Calderstones was going to close. A lot of work was being done. Question Had anyone looked at night time safety? Answer As part of the Safety in Town campaign different venues were looked at. These included community centres, pubs and other venues at night. A directory will be put together and published on the new partnership board website. Work was still being done on the website. Transforming Care Sally Nightingale is a Policy, Information and Commissioning Manager at Lancashire County Council. Lancashire Partnership Board Meeting Page 5

6 Lancashire and some other areas have been used by the Government to run a pilot scheme. The Government has used the learning from the work done in Lancashire to put together a national service model. This describes good practice and ways of working which helps improve the quality of services. Sally gave a presentation. This included the nine principles. 1. I have a good and meaningful everyday life. 2. My care and support is person centred, planned, proactive and co-ordinated. 3. I have choice and control over how my health and care needs are met. 4. My family and paid support and care staff get the help they need to support met to live in the community 5. I get good care and support from mainstream health services Lancashire Partnership Board Meeting Page 6

7 6. I have choice about where I live and who I live with 7. I can access specialist health and social care support in the community 8. If I need it, I get support to stay out of trouble (this was about the criminal justice system) 9. If I am admitted for assessment and treatment in a hospital, because my health needs cannot be met in the community it is high quality I do not stay there any longer than I need to A stakeholder event will be held to discuss the changes and to obtain people's views. The presentation had been shown at the Providers' Forum. Feedback will be obtained from self-advocates, families and carers. There will be time for discussion in small groups. 8 Questions and Comments: Self-advocacy networks to be asked to give their feedback. Question - Will people be given choice and control about where they lived and who they live with? Answer Yes. Care and treatment reviews will take place. Different agencies are involved in the reviews. Experts by experience also take part in the review. Anyone who was interested in training to be an expert by experience could talk to Amanda, Bill or Sally. A questionnaire could be sent out to people who find it difficult to get to meetings or to be part of a group discussion. Make sure there is good communication between them, the Partnership Board and Forums. Lancashire Partnership Board Meeting Page 8

9 Support should be given to people leaving Calderstones. Team around the person should be ready for discharge. Advocates to be made available. Support should be provided for the family. Time and support given to allow family members to talk. Suggested that a family liaison officer be made available. Family carer networks were breaking down. Carers were struggling as there was not anyone to co-ordinate the networks. Bill noted there has been support to coordinate carer networks. Carers did not seem to attend networks maybe because they are not interested or can't go. Experiences should be shared by those who had been in Calderstones. There were lessons to be learnt. People should not be allowed to die in hospital. Lancashire Partnership Board Meeting Page 9

10 A pre-crisis team should be set up. Not to wait until someone was in crisis. The presentation contained a lot of jargon. Easy read version to be made available. What will the NHS pay for? People with PIMD (profound intellectual and multiple disabilities) were being left behind. Cases like Winterbourne and the death of Connor Sparrowhawk were having a positive impact. Changes were being made. Question Do the people in Calderstones know where they are going to live, and who will provide support? Answer Not yet, but some work has already started. A lot of work will be done looking at their needs and Lancashire Partnership Board Meeting Page 10

11 listening to their wishes. At the Blackpool Conference in February 2016 Pathways are going to do work around transforming care. It was suggested that a Task Group was put together for further discussion. Action: Task Group to be set up and members identified. The North West Development Training will do a history project about what it was like live to have lived at Calderstones and what experiences people had. The Board's Terms of Reference Following the feedback from the last meeting the Terms of Reference document had been updated. The Glossary will be updated when required. This will also be published on the website. Action All - As a new Board it was important to build strong partnerships across Lancashire. 12 Vote A vote was taken by a show of hands. It was the majority decision that the updated Terms of Reference document was agreed and signed off. Updates Carers A presentation from Chorley and South Ribble Carers was shown. Question Has the loss of transport been taken into account during an individual's review? Question Is it right that some libraries across Lancashire will close? Question If libraries closed will quiet rooms and places of safety in libraries shut down? Will other venues be considered? Question Have some libraries signed up to the Safety in Town scheme? Lancashire Partnership Board Meeting Page 12

13 Answer Decisions about the budget will not be made until February At the moment no decisions had been made about cutting transport costs or about closing libraries. Recommendations had been made and everything will be considered before decisions are made. Before any decisions were made consultations will take place. At a future Board meeting the opportunity will be given for feedback to be given to the councillors. Question Are Amanda and Bill's jobs safe? Answer Bill is taking early retirement and will leave in March Decisions about Amanda's job will be made as part of the Lancashire County Council restructure. Future changes will be shared with the Board as and when known. Updates Providers A providers' meeting was held yesterday. There was no feedback. Lancashire Partnership Board Meeting Page 13

14 Updates Local Forums The Preston Forum had written to their MP about the living wage. A reply had been received saying that the Government knew about the pressure and will give full guidance to the local authorities. Providers will be legally required to pay the living wage in the future. At the moment they find it difficult to budget. Updates Commissioners A letter had been received from NHS England and Association of Directors of Adult Social Services (adass) about the Self- Assessment Framework (SAF). A SAF was not being completed in 2015 but instead Public Health England will gather information. Ellen Smith is the lead for this. Next year Public Health England and the Director of Social Care will talk about the last SAF done and look at an action plan. Lancashire Partnership Board Meeting Page 14

15 A new SAF will be launched in April This will probably need to be completed by June 2016 and the Board will be involved as in the past. A presentation had been made to the Lancashire Health and Wellbeing Board to explain the red and amber areas in the last SAF. Learning Disability Provider Network There is now one Learning Disability Provider Network meeting for the whole of Lancashire. This meeting was really important as Lancashire County Council can discuss matters with providers and get feedback. Provider representatives from each area North, Central and East will feedback to this Board. There are still local forums meeting in North and Central Lancashire. Feedback is sent to the Board. At the moment there is not a local forum in the East, but it was hoped one would start up very shortly. Lancashire Partnership Board Meeting Page 15

16 Partnership Board Structure and Sub Groups Ellen Smith talked through a chart for Lancashire Learning Disability Partnership Board. This showed which groups linked to the Board. The Sub Groups are: Staying Healthy Keeping Safe Living Well Each sub group will report to the Board. They will each have their own Terms of Reference. A representative from each sub group will attend the Board. Different Task Groups will be set up under each Sub Group to complete tasks. Existing groups will work with the new sub groups. Once the actions have been completed the task group could end. If further actions are needed then the group could continue. Lancashire Partnership Board Meeting Page 16

17 Self-Assessment Framework Bill and Amanda have been looking at the red and amber scores in the last SAF. They have looked at the actions needed and who needed to be involved. Further information will be shared with the Board in the future. Safety in Town Nearly 200 places have signed up to the scheme. The self-advocates have worked hard in many of the large towns across Lancashire. The work is ongoing. It was hoped to identify one provider in each town to support self-advocates, together with REACT and SAIL. Future work will include press releases. Social media will be used to promote the scheme. A Facebook page has been set up. Friends, Relationships and Sexual Relationships Some good work had been done by this Group. A grant of 10,000 has been secured to run sexuality relationship training. There will be training events for providers as well as for self-advocates. The training courses will start in January Lancashire Partnership Board Meeting Page 17

18 A dating and friends agency is being set up. Help to set up a secure database has been given by Love to Meet You". There will be a membership fee but it won't be too expensive. There will be a LBGT page. Any Other Business Self-Advocates Conference in Blackpool February 2016 It has been agreed that funding is available to help 10 self-advocates attend the conference. Self-advocates can apply for some funding if they had been involved in the Partnership Board or local Forums regularly for over 12 months. Applications to be sent to James Hughes or Amanda.
