Amanda Frost, Co-Chair, welcomed everyone to the meeting at the Learning Centre. Everyone introduced themselves Everyone agreed the notes of the last meeting after they had checked the actions. Page 2 -. Kellie has done some work with the team looking at the recommendations. Some of the issues that came up in the recommendations were around: people being able to do the things they wanted to do; how the team work with families; how people have lost friendships along the way and how they are supported to maintain these friendships; how people have moved in homes that might not be the right kind of house for them (for example they might find it difficult to get up the stairs). 2

3 How are people were involved in the local community; what they chose to watch on TV; who comes into their house. When people moved on from Hospital Living, they were moved on with their plans, which were made by the Campus Reprovision Team. This meant that it was not the same information that other people with learning disabilities would have had. The team have had to try to get all the paperwork to work in the same way. They have been trying to check people s needs. There is also an issue around checking the safety of people. Kellie said that this is probably the biggest issue that the team are working with at the moment. This is because of the quality of care issues, changes of staff, and lots of changes that providers have made about the way they work. The team are trying to make this better for the people involved. The report recommendations shows that there are some people that the Moving On has worked well for, but that there are some people that are still having some problems. Some people have moved on to different houses or support providers, these things are looked at in their reviews. Sonia Colton was going to come to the Partnership Board, but Sonia is going to retire. Bournemouth People First to check if it will now be Tracey Tomlin who will come to the meetings.. 3

4 Amanda P gave an update: Bournemouth People First have met with Brian Langridge, and the Citizen Checkers have been asked to give a short presentation at the Winterbourne View Joint Improvement Programme Workshop on 18 December. Brian has suggested speaking to Neil after this meeting. Jo O Connell was going to look at the need for a Carers group as part of the Board review. Jo said that the review of the Partnership Board has not started yet. Jo will look at this with the Review. - Bournemouth People First to add it to future planner, to update on the Partnership Board review. Bournemouth People First to invite Debbie Hopper to a Partnership Board meeting for This will be put on the forward planner for the year. : The commitments have been finalised so this will be started. Jo said that in Poole it will also link with Safe Places; Gail said that Changing Places at the new day opportunities will go on to the Bournemouth Council website. 4

5 Jo said that the Poole Keeping Safe group works quite well. Jo is not sure that Poole would be keen to join the groups until the Partnership Board review has been done. The joint groups seem tend to become a bit more complicated. Amanda P said that the Poole Group seem to be better around Safeguarding; this is something that Bournemouth wants to get better at. No updates. Jen has found out it is Bennett Lowe, the Assistant Director of Nursing who s the Learning Disability Lead. Jen has made links with the Primary Care Team to get information.. Amanda P said this has been asked for twice, we have had no reply. Gary said that there is an online NHS Data Dictionary; this would probably have the definition in it. - Gary to send link for the dictionary to Bournemouth People First. Work and Education update on agenda for today s meeting. 5

This will be on a future agenda. shared with Partnership Board when available. to be Gary said that the memory café was popular and successful, but there are no plans to run one just for people with a learning disability. This is because it does not really fit with accessing mainstream services for people with learning disabilities. Kellie said that this will be done.. Jo and Jenny Lages from Public Health to check current draft. members. Action plan to be sent out to Board Jo and the Clinical Commissioning Group to give feedback on Providers used in Bournemouth and how this can be easier to go on future agenda. Jo said to give him notice of this, as Brian Langridge will probably be involved too as Brian leads on a lot of it. 6

7 . Hayley has talked to Sarah about this matter, but we do not know the result yet. Jo, Jen and Kellie have met to look at the Self-Assessment. Jo will give an update as part of today s meeting.. Brian will attend January 2015 meeting. members. Action Plan to be sent out to Board Mike Darby from Bournemouth Housing gave an update for Lorraine Mealings the Co-Chair of the sub group. Natalie Smith attended on behalf of the Where We Live group as the new Co-Chair. Natalie will come to future meetings. 7

8 . Jo has 50 copies to give to Bournemouth Housing. Mike said that he understood they are not to be given out to everyone. They are to be used with people, in a supported way. The booklet is available as a PDF and can be downloaded or printed off on paper. The booklet is about making support plans for housing. What is important to the person in choosing their housing and what support would be needed. There is advice on different types of housing. The booklet has contact details in the back. The Learning Disability Team have already used some booklets. If more are needed in the future, they would have to be more printed. Poole may be able to help out with another 20 or so if needed. this shows how to go about getting the different housing choices. It is being finished in the Where we Live group. There will be a Bournemouth one and a Poole one. Jo would like any further updates or information on Shared Ownership locally. Mike said that there is not very much, because of costs involved for building. Locally, South West Homes and Help to Buy South West would be the companies involved. Applications can be made online. Jo asked about Advance Housing locally, because they seem to specialise in supported housing for people with learning disabilities; they are based in Oxford. - Mike to contact Advance Housing in Oxford for an update. 8

9 members. Action Plan to be sent out to Board Jo and Amanda F gave the presentation. Russell Knipe attended on behalf of the Work and Education group as the new Co-Chair. Russell will attend future meetings. Work and Education is a joint Bournemouth and Poole meeting. The Action Plan has been updated but not signed off by the group yet. The group have had updates from local education providers. Lots of this information will be picked up by The Local Offer (information website for young people). The group will try to get Sonia (or Tracey Tomlin) to come along to the group and update on this information. Bournemouth and Poole Skills and Learning entry level 3 has changed. This means more people with learning disabilities can go to college courses. It would be good to pass this information onto other people. Kellie asked about younger people. Jo said there is a team which deals with this, and talk with the local schools and colleges for year olds. Local services have been looked and mapped out. Dorset Partnership Board have done something similar, which they want to go onto My Life, My Care. Jo has asked Amanda W to share the information with Carol Cake who supports My Life, My Care in Dorset. To have all the information on My Life, My Care would work well as it can all be managed and updated in 1 place. 9

10 This hasn t happened, but Jo thinks that the sub group is a good way of getting people to meet up and get together, and talk about joint working. The group want to try to plan an event, working with The Chamber of Commerce, to support companies employing people with a learning disability. Jo said he did not have an update on what has happened to the Dorset Enterprises building. Andy Sharpe to update. The group know that there is much more the Councils could do. For example, Contracts could include items about including a certain number of people with limited capacity for work. Bournemouth People First to invite Rochelle (a private company who works alongside the Council and their services) to a Work and Education meeting and the event when planned. See presentation already sent out. Jo O Connell talked about the Joint Health and Social Care Self Assessment Framework for the year that has already gone (1 April March 2014). The Self-Assessment helps all the different areas check how well they have supported people with learning disabilities and their carers. There is a way of scoring like traffic lights 10

11 = not doing very well = going OK but needs more work = things are going well The Partnership Board needs to score the 26 different areas using this. This year services do not need to collect numbers because it will be done centrally. The GP surgeries are expected to keep up to date registers about their patients with a learning disability, and other extra needs that they may have. Jen Lea is leading on this she said about half of GPs have got information back already. Health checks are being looked at, and how many people are having them. Amanda P asked about the information that is collected by the GP surgeries for example about their mental health needs / diabetes / ethnicity / religion). Jen Lea said that the information is different, depending on which surgery people belong to. Jen has some information that she will send onto Jo, which may help with the assessment. Jo said that last year s information showed that overall the South West was doing much better around how we keep healthy, compared to other parts of the country. Amanda F said that her GP and nurses use the Yellow Health Books more, and that they are good at offering health checks. From 1 April 2014, GPs have to include an Action Plan along with the Health Check. Next year s Self-Assessment should show how this has got better. 11

12 Last time, we scored ourselves for the Staying Healthy section. Most other Local Authorities also rated themselves as too. This year they are looking at anyone that has a care package by Health or Social Care, and if they have had a review. Many people are funded by Health under Continued Health Care. The Clinical Commissioning Group and Dorset Healthcare will check if the 45 people under Continued Health Care have had a review and if not, why not. We want to know if people are being treated with Compassion and Respect. feedback to Jo. All Board members to send any Anthony gave some feedback on the Citizen Checker project, and said that most people they see are happy with where they live. Mental Capacity Act / Deprivation of Liberty question from last year will now be covered in automatically under Improving Health and Lives. This year there has been a big increase in the number of referrals. It is good that these situations are being flagged up. They have asked again about commissioning, how we work together in a good way and how well we are doing. Last year we were as we had no pooled budgets. Ordinary Places and Transport are looked at; last year we were, as not everywhere is very accessible in Bournemouth and Poole. People s views on this would be helpful. 12

13 Last year we scored for Arts and Culture, most other places scored. Jo said that things like The Big Night Out and the Festival being put on next summer by Stables Family Home Trust are good for this area. They also ask about Sports and Leisure and if people with learning disabilities are involved in mainstream services. There is one question for family carers looking at views on how their needs are met. Jo has asked Debbie Hyde to help with this part. One difficulty will be that there is not a Bournemouth Carers Group. Finally, Improving Health and Lives will look at all the answers sent in, and they will give 1 overall score of / / ; this will let the Health and Wellbeing Board know how well you are doing in your area. Jo said that all shared stories and how they link to particular questions will help with giving our answers. All information and Shared Stories deadline is. In January there will be a validation (checking information) meeting, to go through the Self-Assessment. At the meeting we will look at all the information and agree on of the each scoring. Gail said that there will be some information on the changes to Day Services from a survey that has been sent. Jo to contact Anja about this. At the Partnership Board meeting on we will look at the validated Self-Assessment before it gets sent off. Amanda P said we should start planning a big event for next year, and looking at what did / did not go well at the last event. 13

14 The Quality of Life Standards were made after the after Winterbourne View Abuse, by over 600 partner organisations. They are similar to The Bill of Rights Charter, but more detailed. Dorset Partnership Board like the Standards. They have written to Jan Thurgood (Chair of the PAN Dorset Joint Commissioning Group), to ask what will happen now if they want to sign up to the Standards? Poole Partnership Board liked the Standards, but said that it should not replace the Bill of Rights. Poole Partnership Board would like to look at the Standards when the Bill of Rights is next updated. Amanda P read some of the things that were said at the last Bournemouth Partnership Board about the Quality of Life Standards. Amanda F said that the Bill of Rights are all about the rights of individual people with a learning disability, and that they are different to Acts or Standards that the local Authorities or Government may work to. The Bill Of Rights were written by people with learning disabilities. Jo said that if Bournemouth Partnership Board were to support it then it might mean that the Standards were used when writing contracts. Anthony Giles said that lots and lots of members, and local organisations had signed up to support the Bill of Rights. Natalie asked if the Board were going to vote. Jo asked if everyone felt that the Bill of Rights was the most important piece of work, and if the Board wanted to use it as the working Standards? Jo asked if the Board members wanted to vote. Everyone voted in support of this. 14

15 Jo asked about updating The Bill of Rights. Amanda P said that she was not sure where this had come from, but that Bournemouth People First were hoping to get Dave Hingsburger back to run another event in Spring The Self Advocacy groups could think about when they could update the Bill of Rights will be the final of 3 years of the The Big Plan. Dorset Council have taken on the Big Plan and used parts of it to update their work and their strategy (plan). Dorset Partnership Board have asked if it would be a good idea to have a single plan for Dorset, Poole and Bournemouth, which could be launched in April Jo asked the Board members to have a think about if it is something that they would like to work together on. Poole Partnership Board are going to do the same. Jo thinks are there are benefits, everyone wants good services for all people using them, and that some people use services across all areas. It would be important not to lose the individual local area plan. It would be possible to work on joint aims, with slightly different actions for each area. Emily said that Bournemouth People First could take it to their Management Committee. Emily also said that it might be worth having different priorities for the 3 areas, as these may be quite different for the different areas. 15

16 Kellie asked Jo if they talk about The Big Plan at the Joint Commissioning Board, Jo said they did. He said the Partnership Boards would need to support it for it to work. Bournemouth People First to add to a future agenda and take item to next Management Committee. Keeping Safe What we do in the Community Transitions The Big Plan update / Joint Health and Social Care Self-Assessment Framework Gary said that DHUFT have got funding from NHS England for a pilot project on Accessible Information Standards. Everyone was very pleased and congratulated them. Gary said that there were 3 parts: 1. Accessible leaflets 2. Information on Admissions (both Easy Read & Accessible information) 3. Stroke Pathway (Accessible information) Hopefully this will feed into national policy next year. 16

17 Amanda P told the Board about the last Big Night Out which was in October, funded by Suttles Quarries. Kellie asked how many people came. Amanda P said that there was about 350 people there, and lots more people stayed later than usual, it was still busy at 11pm.
