ISSUE 52 June FROM THE DESK OF THE PRESIDENT Dear Chapter Members and Colleagues, It is with great pride and excitement that I m able to report to our membership that Kendra Goodman was able to secure the schedule of Bobbi Mathews, CPPO, CPPB, President, NIGP Board of Directors. Bobbi will be attending our scheduled Chapter Luncheon on June 21, Can you believe it? This is truly a unique occasion for all of us. Bobbi is coming cross country by way of Portland, Oregon and she will not disappoint. She will be discussing with our members the latest national trends in purchasing and updates from NIGP/ Nationals in addition to any other questions our membership has for the President. Let s show some Tampa Bay Chapter Pride and fill the Rusty Pelican with our members and guests. Please take a moment to register to attend this wonderful opportunity and to also encourage all your agency colleagues to register for this month s luncheon. The final numbers have been calculated and I m very pleased to disclose that Kathleen Buffum, 2013 Trade Show Chairperson, with the assistance of her numerous volunteers has successfully orchestrated and completed our 2013 Vendor Trade Show on April 5, 2013 at the Florida State Fairgrounds. Even with the challenges encountered by this frail economy, Kathleen s Army managed the most successful trade show event in recent memory. Special recognition needs to be made to our Chapter s top five booth sellers. They are: 1st Place - Laurie Roberts; 2nd Place - Theresa Kempa; 3rd Place - Sharon Hartman; 4th Place - Mina Kaeding; 5th Place - Karen Main. KUDOS to those mentioned and to all of our members that made this happen! Members, let us not forget the vendors that took the time to participate in the event. File their contact information and remember to get them registered in our bid systems and bid files so they can be notified of future procurement opportunities. The commitment by the Tampa Bay Area vendors to our organization and participation at our Trade Show demonstrates a strategic partnership our Chapter enjoys with our vendors like no other. To those companies who year after year continue to support our Chapter s endeavors the TBAC Board THANKS YOU! 2 ISSUE 52 Page 2 (President s Letter continued from page 1) Results of our 19 th Annual Buyer/Seller Golf Tournament at the Seven Springs Golf & Country Club on May 17, 2013 are being finalized by our event Chairperson Jay Jackus and by all indications this too was a very successful event. More KUDOS to all of our members that made this happen! As I previously stated; those companies who year after year continue to support our events and for those companies who are just developing a relationship with our Chapter, members, and agencies, THANK YOU and we welcome your continued participation. My final thought of this letter is for each of us to look at one another. We all hold very unique gifts and talents. Encourage one another to share our talents and participate in the many events this Chapter sponsors. Your participation in our Chapter will definitely increase your chances of promotion, certification, and increase your professional knowledge. A great way to contribute is by serving the membership as an officer or standing committee chair and serve on the Board. The Chapter needs creative, energetic, professionals who are willing to volunteer their time (usually about 4-5 hours per week) to make the TBAC Chapter the best in the country. Would you consider a position on the TBAC Chapter Board next year? We have 3 positions that will be up for election, 2 Standing Committee Chairs (Membership & Programs) which are 2 year positions and an officer position, Chapter Secretary. That position would move to Treasurer the next year, then V.P., President and finally Past President so it is a longer commitment. We will be making a recruitment announcement at the June luncheon and the membership will vote in September. Our Communications Chairperson, Barbara Grilli continues to post and update our events. Stay current with our events at and take advantage with all that is happening around you. What you do this year for our Chapter will have a direct impact whether you can attend the 2014 NIGP National Forum in Philadelphia, Pennsylvania or any of the other professional development events the Chapter supports. 3 Page 3 Tampa Bay Area Chapter NIGP, Inc Exhibition & Trade Show!! It has been 59 days since we were at the Fairgrounds, "Spring Into Success" Trade Show. It was a venture that I will always look back upon with much fondness, albeit mild frenzy - perhaps some days of "extreme" frenzy. Due to the efforts of the current and past Board Members and the enthusiasm and assistance of the Volunteer Chapter Members, the event was a beautiful success. (And I really mean "beautiful", because the Pavilion was transformed by the lush tropical trees, plants and flowers. When my eye caught the pinkness of the flowers from the bougainvillea displays and the azaleas, I was amazed.) The "vision" had become a reality. But the "vision" was more than the plants and trees and even the delicious food. The true "vision" was working harmoniously and cooperatively throughout the process - despite the work deadlines; illness and hospital visits; new baby and thousands of s! That was our "behind the scenes". I consider it a privilege to have worked with so many from our Chapter. I saw first hand the strength behind our Chapter Organization and am confident that the future events and decisions that will be made will be carried out no matter the difficulties. While it is true that everyone that has chaired an event has given accolades to the people that they worked with, it is impossible to understand this debt of gratitude until you try it yourself. I have never done anything like this in the past. But, because of them, the event worked - and it worked well. Thank you sincerely. Kathleen C. 4 Page 4 Tampa Bay Area Chapter NIGP, Inc. SPOTLIGHT ON TBAC MEMBERS Jon Gleason, CPPB, accepted the position of Senior Procurement Analyst for Hillsborough County about 6 months ago. Prior to that he was at the South Florida Water Management District for 14 years. He has a BS in Technical Management from Regis College, a Master of Science in Administration from Central Michigan University and over 1000 hours of procurement related courses. Jon has been in procurement for over 30 years, all in public procurement. He was born in Arizona and has also lived in California, Washington, North Dakota, Ohio, Texas, Mississippi, Utah, Colorado and Kansas prior to moving to Florida. While in South Florida, Jon served as Treasurer and President of the NCMA South Florida Chapter. Jon loves a good game of golf, which is one of his favorite lesuire activities. Back in his younger years, Jon was hired as a bouncer in a club in Iceland. Guess he decided to stick to his day job. Jena Grange is Buyer II with the Pinellas County School Board. She has an Associate in Arts degree from St. Petersburg Jr. College. Jena has been in procurement for 12 years, all in the public sector. She is a true Floridian, was born here in Pinellas County, and has lived here all her life. Jena s personal interests and hobbies include antiquing, exercising, scrapbooking and traveling. One of her favorite places to go in her travels is hiking in the mountains of Georgia Like chapter member Jaimie Haney featured in the Member Spotlight in March, Jena is also named after a Hollywood star. Her name came from Jenna Hampshire, played by Bonnie Bedelia in the 1972 move Sandcastles with Jan Michal Vincent. (Continued Next page)

5 ISSUE 52 Page 5 Spotlight Continued from page 4 Jay Jackus, CPPO, CPPB, is Purchasing Administrator for the City of Tarpon Springs. He has a BA in Business Administration from St. Leo College (now St. Leo University). Jay has been in procurement for over 30 years, all in the public sector. He was born in Staten Island, New York and also lived in New Jersey and Pennsylvania before moving to Florida. In 2012 Jay was presented with the NIGP Spirit Award from NIGP at Forum for all his work over the years supporting the event. One of Jay s loves is golf and he has been the Chair of the TBAC Chapter Golf Tournament for as long as anyone can remember as well as heading up golf tournaments for NIGP Forum and FAPPO. Jay s personal interests also include attending other sporting events (notice the Lightning banner in the background of his photo?) During Jay s four years in high school he went to three high schools in three different states. Wow! a song by the Beach Boys comes to mind. Round, round, get around, I get around. Kimberlyn Kim Murray is a Procurement Officer with the Contract Support Team at Hillsborough County Public Schools. She received a Certified Medical Assistant certification from Tampa College and Associates Degree-Paralegal from Everest University. Kim has been in procurement for about 11 years, 4 in the public sector. Kim is also a member of the Florida Country Music Association (FCMA) and served as Entertainment Chair for 4 years. She was born in Lakeland and spent several years in McMinnville, Tennessee, the nursery capitol of the world and also know for burlap manufacturing (gotta be able to wrap and ship those plants!). She moved there to assist in a family business, McMinnville Cheese Corporation, and yes they really processed cheese from barrels of aged cheddar. Her favorite was Swiss almond (YUM!). Kim also started her own business in 2001 in window tinting and automotive accessories. Her personal interest and hobbies include singing, farming (she has 9 cows, 7 goats and 2 horses), and growing her own veggies and blueberries. However, her favorite pastime is spending time with her 2 young granddaughters, Mattisen and Ellisen. In 1996 Kim and a friend won Vocal Duo of the Year from the FCMA and she has sung the National Anthem about 45 times at events like Houston Astros baseball game, the James H. Mills Parkway Dedication, Lakeland Veterans Day Celebration and at the US Speedway. Theresa Webb, CPPO, CPPB, C.P.M., FCCM Chapter Vice President

6 Page 6 Tampa Bay Area Chapter NIGP, Inc. Best Practices: Your Chapter in Action! We often hear about sustainability in the context of environmental initiatives, but how does an organization like ours continue to thrive through changes in the board, the economy and even technology? TBAC s sustainability lies not only in its membership, but also in it s employment of best practices in the events and projects it initiates each year. Our annual Trade Show is a huge contributor of funds for subsidizing Pro-D, Scholarships and even the cost of lunch meetings. We continue to have successful annual Trade Shows due to the upfront work and planning tips that are shared by past chairs. Recently the chapter has taken a look at succession planning where a vice chair will work side by side with the current event chair and assume the chair role for the next year. In addition, in order to provide a positive experience for suppliers who exhibit at the show, TBAC has instituted a Post Trade Show survey. The 11 question survey is distributed electronically via Survey Monkey to all exhibitors and provides a field for comments. Demographic questions, past trade show involvement, ease of registration and check in, quality of event promotional material, location quality, date and duration, value, and likelihood of future involvement were included in the survey. An obvious survey conclusion was that the Florida State Fairgrounds was a clear winner for location. Fine tuning for next year was discussed at a subsequent debrief to the board, including encouraging more agency top level decision makers to attend, as this is vital to exhibitors per their responses. As a benchmark, TBAC booth sales were compared to this year s FAPPO Trade Show. The 120 booths sold was an amazing 95% of the FAPPO total. Your responses to last year s social media electronic survey were also heard. Be on the lookout for a TBAC Facebook page sometime soon. The survey taught us that although not all of us have smartphones and we are a mature chapter demographically, use of social media as a supplementary communication method is growing quickly and we will grow into it (and with it). Best not to be a laggard in this technology! Your chapter recently implemented two new technology related practices as well: Two years ago your chapter introduced online payments via Paypal for events and memberships. This eliminated unsecure faxing of credit card information on paper forms. In addition, your chapter s financial information was converted to Quickbooks. The software produces detailed reports and clear tracking of finances that can be easily transferred from Treasurer to Treasurer as folks progress up the series of assignments as Officers on the Board. Finally, your chapter wants to be sure that the Professional Development classes it offers are the subjects that YOU want to learn more about. Again, Survey Monkey surveys were employed to narrow the field to the classes that matter to the chapter. Your past and current Pro-D chairs have used this technique for several years now to facilitate building a class schedule that fills seats and moves us toward our development goals and certification achievement. 7 ISSUE 52 Page 7 19th Annual Buyer/Seller Golf Tournament The Chapter s 19 th Annual Buyer/Seller Golf Tournament was held on Friday, May 17 th, at Seven Springs Golf & Country Club in New Port Richey. A total of 96 golfers pre-registered for the event with a slight increase in attendance over last year. Our third place team consisted of the group representing McConnie Fence; Andreas McConnie, Chris Williams, Ronnie Sims and Kevin Johnson who finished with a 16 under par 56. The 2 nd place finishers representing GovDeals.com and Zep Manufacturing was comprised of Jonathan Neeley, Cameron Simonton, Eric Layton & Jeff Linklater who also came in with a 16 under par 56 (through a tie breaker process). This year s winners were from Everglades Farm Equipment and included Mark Gulick, Gary Noel, Josh Coffman & Eric Heath finishing with 18 under par 54. Individual men s event winners included Eric Heath of Everglades Farm Equipment for longest drive, Kevin Johnson of McConnie Fence for closest to the pin. For the women; Susan Helms representing HD Waterworks won closest to the line and Susie Winship from Tarpon Springs Golf Club had the longest drive. The putting contest was won by Eric Layton from Zep. Chapter members who participated in the event included; Past President Dave Snyder, Danny Young and yours truly. This year we introduced a number of sponsorship opportunities; Ace, Eagle & Birdie Sponsor s. We would like to thank those firms who assisted in sponsoring this year s tournament. Our Ace Sponsor was Wharton-Smith Construction Group, Eagle Sponsor was Everglades Farm Equipment, AMERESCO & Rocha Controls. Our Birdie Sponsors were Wharton-Smith - Construction Group (not a misprint), McConnie Fence and Tetra Tech. We would also like to recognize this years hole sponsor s and thank them for their support and include; Skyway Technology Group, South Florida Emergency Vehicles, T C Delivers, Atlas Sales & Rentals, Harn R/O Systems, GovDeals (also donated the golf balls), J P Morgan, Dunedin Refrigeration and George F. We will (hopefully) celebrate the 20 th Anniversary of the tournament next year and it is our hope that we can do something special in order to commemorate the event. YOUR Tampa Bay Area Purchasing Cooperative There have been some exciting developments with the Tampa Bay Area Purchasing Cooperative (TBAPC) over the past year and one half. I would like to take this opportunity to bring Tampa Bay area agencies up to date with these changes and review what the TBAPC offers its participants. The Cooperative provides member entities in the greater Tampa Bay area an opportunity to combine purchasing power of participating jurisdictions. By agreeing on uniform competitive specifications, contract terms and conditions for an item of common usage, participants combine their requirements with a single request for competitive sealed bids. Joint bidding provides participants with: Better prices due to larger volumes Better quality due to competitive specifications Savings of time, as one lead entity prepares and issues Invitations for Bids for each item purchased The TBAPC objective is to promote the development of cost effective co-operative purchasing agreements to maximize value for participating entities. Additionally, we strive to promote the open interchange of information and provide for professional growth of members. Meetings are held typically at 2:00 P.M. on the third Wednesday of January, March, May, July, September and November. The meeting location is the Pinellas Suncoast Transit Authority in northern St. Petersburg, with the exception of our November holiday meeting, which is held at a local restaurant. Those that cannot attend in person are encouraged to participate via teleconference by using the dedicated phone line. Membership is open to all municipalities, townships, public school systems, colleges, universities, authorities and political subdivisions in the Tampa Bay area. The intent is that each agency has representation of its purchasing function. Since early 2012, the TBAPC has enjoyed numerous successes and innovations including: Upgrade of the TBAPC website to include an Upcoming Solicitations link and a News link. The Upcoming Solicitations page is used by lead agencies to get the word out six months in advance of advertisement in order to determine other local agency requirements for each solicitation. The News link includes updates such as the recently developed and adopted By-Laws, presentation announcements and copies of those presentations made at TBAPC meetings. Furthermore, all member addresses have been updated during the spring of 2013, promoting better communication amongst members.

9 ISSUE 52 Page 9 Participation made available via dedicated teleconference line Development and adoption of TBAPC By-Laws in January 2013 Survey Monkey Co-op members now use Survey Monkey as a tool to determine agency requirements. This tool has proved effective and works in coordination with the new Upcoming Solicitations website link. By entering information in the form of a survey, it allows use of reporting features and collection of data in a more effective manner. Presentation content is now more educational in nature. Presentations have included Certificates of Insurance, Basics of Surety Bonding, US Communities, Natural Gas Service Contracts and how agencies can save money, Strategic Planning & Government Alliances, and the Low Lead Safe Drinking Water Act. Upcoming on July 17, 2013 is a presentation on Emergency Management and it s relation to Purchasing Departments. In all cases, a local professional expert in his or her field has presented to the TBAPC. The presentations are typically interactive and include ample time for questions and discussion. Continue to monitor, update and encourage participation of existing cooperative bids. Promotion of new ideas and innovations in an effort to grow the TBAPC mission and expand its effectiveness. Significantly increased attendance and participation The TBAPC has a long and successful history.
