Therefore, Chief Justice Ceja requested that council members be respectful of all council members, and refrain from having side conversations during meetings. Chief Justice Ceja will warn each council member that engages in a side conversation and if the disruption continues, one participation credit will be deducted from your participation credits. All future council meetings will be run in accordance with the Chief Justice s policy in order to ensure that meetings run efficiently. 2.0 Roll Call: Unexcused Absences: Lorylaine Espinosa, Rachel Favela, Dezarae Hurtado. Tardy: None. Any council member that arrives more than 15 minutes late to the meeting will receive a tardy notice. If you will be unable to attend the next meeting please notify Julia Luna by text, or phone call prior to your absence. 3.0 Council Business Recommendation 3.1 M&M Ice Breaker Activity! Council members participated in a brief activity where they gathered a handful of M&M s and provided information about themselves based on the color of the M&M s they selected. The activity provided an opportunity to interact with one another and get to know additional information about each other. Page 1

2 3.2 Procedures Manuals, Shirts and Name Tags Discussion Council members received their Participation Manuals, shirts and name tags for the year. Council members are expected to keep their binders in good condition and bring them to each meeting. Council shirts and name tags are to be worn to all activities, unless otherwise specified. Julia also spent time going through the different sections of the procedures manual and discussing the different tools, policies, and resources that were included. Council members are encouraged to review the materials that were included in the binders and use them during council meetings or as needed. A revised council roster and Participation Agreement were distributed for all council members to add to their binders. If you did not obtain an updated copy of the roster or Participation Agreement, please see the attached documents. Julia also discussed that Council Participation Tracking Sheet that was included in the back of the council binder. Council members are STRONGLY encouraged to update their Participation Tracking Sheet regularly. The Participation Tracking Sheet will be collected at the end of each term as detailed on the tracking sheet and the Participation Agreement. Council members are REQUIRED to complete the minimum credit requirement and record all of their volunteer participation on the tracking sheet. If you need clarification on how to use the tracking sheet, please contact Julia. 3.3 Youth Commission Retreat Evaluation Activity & Report Council members completed the Youth Commission Annual Retreat evaluation in order to help improve the event. Julia will submit the evaluations to the Youth Commission in order to help improve the event next year. 3.4 Youth Summit Topics Discussion The Youth Summit is an event that takes place annually in March. Each year, participants from throughout the county participate in the event and attempt to learn about issues that are facing youth in Riverside County. After a brief discussion, the Council members identified three key issues that they would like to see the event address this year: 1) Teen Drug Issues (How to deal with it, warning signs); 2)Harassment in school (Ways to prevent it/address it); 3) School Bullying. Commissioner Luna will report the topics to the Youth Commission meeting on September 23, The topics that are suggested by each council will be reviewed and the Commission will select a topic for the 2011 Youth Summit during the Commission meeting. 3.5 Youth in Government Day Discussion Youth in Government Day will take place on Wednesday, October 20, :30 A.M. 3:15 P.M. All council members are STRONGLY encouraged to participate. During the event council members job shadow a Riverside County employee based on their interests and goals. Participants are required to register to participate no later than September 13, If you are unable to participate due to scholastic reasons, you are required to notify Julia no later than September 13, All participants will receive 2 Participation Credits for attending the event. Council members are required to wear professional business attire to the event, and are expected to be on their best behavior during the program. You will be provided with a letter that can be accompanied with a parent letter for excusal from school. If you are registered to participate, please see the information listed below. You will receive an reminder and phone call prior to the event. If you are registered to participate, you are required to attend the event because you will have already been paired with a mentor. In the event that you believe you will not be able to attend due to sudden illness, or emergency, please notify Julia as soon as possible. Youth in Government Day (Value: 2 Participation Credits) When: October 20, 2010 (deadline to register is September 9, 2010) Time: 7:00 A.M. 3:30 P.M. (a light breakfast and lunch will be provided) Location: The Riverside County Parks & Open Spaces District Carriage House 4600 Crestmore Road, Riverside ** You need to make arrangements for transportation to and from the Carriage House. You will be provided with transportation for your mentoring activities.** What to Wear: Professional Business Attire Council Photographer: Paola Alcala (Please bring your camera and take photos during opening comments and closing remarks as needed) Page 2

If you have not registered to participate and have not submitted a letter requesting excusal, please do so as soon as possible and no later than September 13, Committee Discussion With Report to Follow 4.1 Committee Formation Activity Council members selected the committee that they will serve on during the term year. This year we have two council committees: C.A.P.E and P.E.A.C.E. The CAPE Committee will work to care for the less fortunate, assist the animals, preserve the environment, and engage in youth issues. The PEACE committee will serve as people encouraging active community engagement. During our next meeting the committees will work on developing a supply fundraiser to benefit Operation SafeHouse, a local crisis intervention center for teens. 4.2 C.A.P.E. Report The CAPE Committee selected a committee chair, co-chair and committee secretary. 4 5.0 Presentation of Available Volunteer Opportunities / Upcoming Events 5.1 Event: Youth Commission Training (FOR COMMISSIONER, CO-COMMISSIONER, SECRETARY ONLY) (Value: 1 Participation Credit) When: Wednesday, September 15, 2010 Time: 5:00 P.M. 6:30 P.M. Location: CAC, 1 st Floor Board Chambers and 5 th Floor Conference Room C. You will begin downstairs in the Board Chambers. What to Wear: No specific attire required Council Photographer: N/A Notes: Julia will not be in attendance at the training. Upon arrival check in the 1 st Floor Board Chambers, and the other members of the Youth Commission and Intern team will be inside. You will participate in a brief technological training in the Board Chambers and then proceed to the 5 th Floor for Dinner and activities. 5.2 Event: The Mayor s Ball of the Arts (Value: 1 Participation Credit) When: September 18, 2010 Time: Shift 1-5:00 P.M.-7:15 P.M. / Shift 2-7:30 P.M. 9:30 P.M. Location: White Park 3936 Chestnut Street, Riverside What to Wear: Council Shirt, name tag & Slacks or pants Activity Coordinator: Shift 1: To Be Announced / Shift 2: Potragent Phuong Council Photographer: To Be Announced Notes: Those that attend this event will help during their shift time by providing assistance as directed by the Activity Coordinator and Sarah Jacques with the Riverside Arts Council. Upon arrival please look for your fellow council members and wait to get directions on what your assignment is from either the Activity Coordinator or the representative from the event, Sarah Towning Jacques. Registered participants are as follows: Shift 1: 5:00-7:15pm Cindy Ready Paola Alcala (Activity Coordinator) Shift 2: 7:30-9:30pm Jake Orta John Orta Jose Ramirez Ramon Lamas Nishi Parikh Potragent Phuong (Activity Coordinator) We are still in need of one additional Activity Coordinator, and a photographer. If you would like to volunteer to participate or serve as an Activity Coordinator or photographer, please Julia as soon as possible. 5.3 Event: The Riverside County Youth Commission Meeting (Value: 1 Participation Credit) When: September 23, 2010 Time: 5:30 P.M. 6:30 P.M (The COMMISSIONER, CO-COMMISSIONER, SECRETARY are required to arrive at 5:15pm to check in with Julia, and dress in professional business attire) Location: The County Administrative Center Board Chambers located at 4080 Lemon Street, 1 st Floor, Riverside What to Wear: This event does not require specific attire, unless you are a council officer. Council Photographer: N/A Notes: Those that attend the Youth Commission meeting will listen to the discussion that occurs during the meeting. In order for you to receive credit for this event you must write up a few comments about the discussion and provide a report of your observations at the next council meeting. You will not be required to sign in or check in during this event, all that is required are your observations and your report. 5 , Christina Favela, and are also required to attend a Youth Commission Training on September 15, 2010 from 5:00pm-6:30pm. During the training you will receive directions on how to participate during the Youth Commission meetings, and other technical guidance. This is a required event. Please refer to your handout for additional information. You will receive one participation credit for your attendance. As a reminder, I will not be in attendance at this event, however you will be directed by the intern team. 5.4 Event: Youth in Government Day (Value: 2 Participation Credits) When: October 20, 2010 (deadline to register is September 12, 2010) Time: 7:00 A.M. 3:30 P.M. (a light breakfast and lunch will be provided) Location: The Riverside County Parks & Open Spaces District Carriage House 4600 Crestmore Road, Riverside ** You need to make arrangements for transportation to and from the Riverside County Parks District Carriage House. (dinner will be provided) Location: The Fender Center located at 365 N. Main Street, Corona What to Wear: Council Shirt, name tag & Slacks or nice pants Activity Coordinator: Jamie Zamora (direction will be given by Mike Williams) Notes: If you are volunteering please be polite, respectful and courteous at all times. You will be directed by Mike Williams and Jamie Zamora, the Activity Coordinator. Page 5

6 This event will take place directly after the Youth in Government Day program. If you are participating in both activities, please remember to bring your Youth Council Shirt and name tag with you or in your car so that you will have it for the event. Those that are registered to volunteer for both Youth in Government Day and the Columbus Day Event will receive an additional credit since it is an all day event 7:30 A.M. 7:15 P.M. If you are registered for both, please include 2 credits for the Columbus Day Fundraiser instead of 1 credit.
